Međunarodna federacija transportnih radnika (ITF) objavila je zabrinjavajuće podatke o porastu broja napuštenih brodova u 2023. godini.

Tijekom prošle godine prijavljena su ukupno 132 slučaja napuštanja posade, što je 13 više nego 2022. godine, kada je zabilježen dotad rekordan broj abandonmenta. Povećanje je to od ukupno 10,92 %, a veliku većinu tih slučajeva (129) prijavio je ITF.

ITF je otkrio i strašan podatak da je na spomenutih 132 plovila napušteno ukupno 1.676 pomoraca, što je prema podacima ITF-a preko stotinu više nego lani. Dugovanja prema pomorcima u 129 slučajeva koje je prijavio ITF iznose preko 12,1 milijun dolara. ITF je dosad zaprimio više od 10,9 milijuna dolara neisplaćenih plaća za pomorce sa 60 napuštenih brodova, no bit će potrebno još vremena za rješavanje slučajeva. Ukupan iznos vjerojatno će još rasti kako se budu javljali i drugi pomorci koji nisu zaprimili plaće, prenosi Pomorac.hr.

Indija, jedna od najvećih pomorskih nacija, ujedno je imala i najveći broj napuštenih pomoraca. ITF je izvijestio da je prijavljeno više od 400 slučajeva koji su uključivali indijske pomorce.

“Porast broja napuštanja pomoraca je neprihvatljiv. To je posljedica industrije u kojoj je pomorac postao potrošna roba. Pomorci i njihove obitelji plaćaju cijenu pohlepe brodovlasnika i podnose neljudske posljedice sustava koji ugrožava njihovu dobrobit, dostojanstvo i temeljna ljudska prava”, rekao je Steve Trowsdale, koordinator Inspektorata ITF-a.

“Inspektori ITF-a obavljaju nevjerojatan posao, pozivajući na odgovornost brodovlasnike koji se pokušavaju izvući od svojih postupaka i tretiranja pomoraca kao suvremenih robova.”

Prema Konvenciji o radu pomoraca iz 2006. (MLC), posada se smatra napuštenom ako brodovlasnik ne želi pokriti troškove repatrijacije pomorca; ako je napustio pomorca bez potrebnog uzdržavanja i potpore, a što uključuje: odgovarajuću hranu, smještaj, zalihe pitke vode, neophodno gorivo za opstanak na brodu, te potrebnu medicinsku skrb; ili je na drugi način jednostrano prekinuo svoje veze sa pomorcem, uključujući neisplatu ugovorne plaće tijekom razdoblja od najmanje dva mjeseca.

Abandoned Seafarer Log, tromjesečni bilten koji mapira slučajeve napuštanja pomoraca diljem svijeta, ističe da je najviše slučajeva zabilježeno na Bliskom istoku, a posebno u UAE.

Panama je na vrhu popisa prema državi zastave s 23 slučaja, a slijede Palau s 12 i Kamerun s 11 slučajeva. U osam zabilježenih slučajeva nije poznata zastava broda.

Četiri registra koje je istaknuo ITF – Kamerun, Komori, Tanzanija i Togo – nalaze se na crnoj listi Pariškog memoranduma zbog lošeg održavanja i sigurnosti. Ostala tri – Panama, Palau i St Kitts – nalaze se na sivoj listi.

Organizacije za pružanje pomoći i dobrotvorne udruge također priskaču u pomoć pomorcima koji ostanu bez zaliha hrane ili novca za troškove repatrijacije. Prošle godine, RightShip, druga grupacija neovisna o ITF-u, izvijestila je da je zabilježila 103 slučaja u kojima se procjenjuje da su napuštena 1.682 pomorca. Ukupno je u posljednja dva desetljeća napušteno gotovo 10.000 pomoraca na više od 700 brodova.

Tijekom prošle godine prijavljena su ukupno 132 slučaja napuštanja posade, što je 13 više nego 2022. godine, kada je zabilježen dotad rekordan broj abandonmenta. Povećanje je to od ukupno 10,92 %, a veliku većinu tih slučajeva (129) prijavio je ITF.

ITF je otkrio i strašan podatak da je na spomenutih 132 plovila napušteno ukupno 1.676 pomoraca, što je prema podacima ITF-a preko stotinu više nego lani. Dugovanja prema pomorcima u 129 slučajeva koje je prijavio ITF iznose preko 12,1 milijun dolara. ITF je dosad zaprimio više od 10,9 milijuna dolara neisplaćenih plaća za pomorce sa 60 napuštenih brodova, no bit će potrebno još vremena za rješavanje slučajeva. Ukupan iznos vjerojatno će još rasti kako se budu javljali i drugi pomorci koji nisu zaprimili plaće, prenosi Pomorac.hr.

Indija, jedna od najvećih pomorskih nacija, ujedno je imala i najveći broj napuštenih pomoraca. ITF je izvijestio da je prijavljeno više od 400 slučajeva koji su uključivali indijske pomorce.

“Porast broja napuštanja pomoraca je neprihvatljiv. To je posljedica industrije u kojoj je pomorac postao potrošna roba. Pomorci i njihove obitelji plaćaju cijenu pohlepe brodovlasnika i podnose neljudske posljedice sustava koji ugrožava njihovu dobrobit, dostojanstvo i temeljna ljudska prava”, rekao je Steve Trowsdale, koordinator Inspektorata ITF-a.

“Inspektori ITF-a obavljaju nevjerojatan posao, pozivajući na odgovornost brodovlasnike koji se pokušavaju izvući od svojih postupaka i tretiranja pomoraca kao suvremenih robova.”

Prema Konvenciji o radu pomoraca iz 2006. (MLC), posada se smatra napuštenom ako brodovlasnik ne želi pokriti troškove repatrijacije pomorca; ako je napustio pomorca bez potrebnog uzdržavanja i potpore, a što uključuje: odgovarajuću hranu, smještaj, zalihe pitke vode, neophodno gorivo za opstanak na brodu, te potrebnu medicinsku skrb; ili je na drugi način jednostrano prekinuo svoje veze sa pomorcem, uključujući neisplatu ugovorne plaće tijekom razdoblja od najmanje dva mjeseca.

Abandoned Seafarer Log, tromjesečni bilten koji mapira slučajeve napuštanja pomoraca diljem svijeta, ističe da je najviše slučajeva zabilježeno na Bliskom istoku, a posebno u UAE.

Panama je na vrhu popisa prema državi zastave s 23 slučaja, a slijede Palau s 12 i Kamerun s 11 slučajeva. U osam zabilježenih slučajeva nije poznata zastava broda.

Četiri registra koje je istaknuo ITF – Kamerun, Komori, Tanzanija i Togo – nalaze se na crnoj listi Pariškog memoranduma zbog lošeg održavanja i sigurnosti. Ostala tri – Panama, Palau i St Kitts – nalaze se na sivoj listi.

Organizacije za pružanje pomoći i dobrotvorne udruge također priskaču u pomoć pomorcima koji ostanu bez zaliha hrane ili novca za troškove repatrijacije. Prošle godine, RightShip, druga grupacija neovisna o ITF-u, izvijestila je da je zabilježila 103 slučaja u kojima se procjenjuje da su napuštena 1.682 pomorca. Ukupno je u posljednja dva desetljeća napušteno gotovo 10.000 pomoraca na više od 700 brodova.
