Iz Lučke uprave Rijeka u ponedjeljak su izvijestili da je započeo novi postupak davanja koncesije za razvoj i gospodarsko korištenje na Zagreb Deep Sea kontejnerskom terminalu u riječkoj luci, a ponuđač će biti odabran po kriteriju ekonomski najpovoljnije ponude na osnovu zajamčenog kontejnerskog prometa i komercijalne strategije.

"Sukladno odlukama Upravnog vijeća, Lučka uprava Rijeka je 22. ožujka objavila obavijest o namjeri davanja koncesije za razvoji gospodarsko korištenje Zagreb Deep Sea kontejnerskim terminalomu luci Rijeka, uključujući i dokumentaciju za nadmetanje na Elektroničkom oglasniku javne nabave Republike Hrvatske," naveli su iz riječke Lučke uprave.

Postupak se provodi javnim prikupljanjem ponuda u otvorenom postupku i traje do 26. travnja 2021., koncesija se daje na razdoblje od 50 godina, a lučko područje koje se daje u koncesiju je površine 207.740 četvornih metara.

Prema objavljenoj dokumentaciji za nadmetanje, koncesija se daje za obavljanje određenih djelatnosti u luci Rijeka kao luci otvorenoj za javni promet od osobitog gospodarskog interesa za Hrvatsku, i to u svrhu: izvođenja radova Faze 1+Faze 1A+ Faza 2 i korištenja tako izgrađenih ili opremljenih objekata za pružanje lučkih usluga koje obuhvaćaju ukrcaj, iskrcaj, prekrcaj, prijevoz i skladištenje kontejnera, operacije s ro-ro teretom te sve druge s time povezane ili prateće aktivnosti.

Faze izgradnje i opremanja Zagreb Deep Sea kontejnerskog terminala jesu: Faza 1 i 1A ili izgradnja 400 metara obalnog zida sa zaobaljem, što je napravio davatelj koncesije, dok budući koncesionar treba financirati i izvesti radove proširenja skladišnih površina prema kopnenom dijelu terminala, postaviti preostale instalacije, izgraditi potrebnu lučku nadgradnju, te nabaviti i instalirati odgovarajuću opremu.

Faza 2 predstavlja izgradnju produžetka od 280 metara obalnog zida sa zaobaljem te opremanje potrebnom opremom i infrastrukturom, što je, prema natječaju,  ugovorna obveza budućeg koncesionara.

Faza 3 obuhvaća izgradnju produžetka od daljnjih 320 metara obalnog zida sa zaobaljem, na području koje se nalazi do područja Faze 2, te opremanje potrebnom opremom i infrastrukturom, što je opcija budućeg koncesionara kada i ako se za to ispune svi zakonom propisani uvjeti.

Prema dokumentaciji, stalni dio koncesijske naknade iznosi 2 milijuna eura godišnje, dok promjenjivi dio koncesijske naknade iznosi šest posto od dijela bruto godišnjeg prihoda terminala, koji je manji ili jednak iznosu od 20 milijuna eura, odnosno pet posto od dijela bruto godišnjeg prihoda terminala koji je veći od dvadeset milijuna eura, a manji ili jednak iznosu od 40 milijuna eura. Naknada od četiri posto obračunat će se od dijela bruto godišnjeg prihoda koji je veći od 40 milijuna eura.

Kako se navodi, davatelj koncesije primjenjivat će kriterij ekonomski najpovoljnije ponude, a ekonomski najpovoljnija ponuda utvrđuje se na osnovi zajamčenog kontejnerskog prometa (90 posto) i komercijalne strategije (10 posto). Komercijalna strategija bodovat će se s obzirom na izrađenu strategiju razvoja tržišta zaleđa, strategiju privlačenja pomorskih prijevoznika i strategiju osnaživanja konkurentnosti i privlačnosti Rijeke za kontejnerski promet.

Upravno vijeće Lučke uprave Rijeka je lani 30. prosinca donijelo odluku o poništenju postupka davanja koncesije za razvoj, poslovanje i upravljanje Zagreb Deep Sea kontejnerskim terminalom u luci Rijeka te su izvijestili, ne navodeći razloge poništenja natječaja, da će u najkraćem mogućem zakonskom roku započeti novi postupak.

Na prethodni, poništeni međunarodni natječaj Lučke uprave Rijeka za koncesiju na Zagreb Deep Sea terminalu lani u ožujku su bile prispjele dvije ponude. Ponudu je dostavila zajednica natjecatelja koju čine kineske tvrtke Ningbo Zhoushan Port Company Limited, Tianjin Port Overseas Holding Limited i China Road and Bridge Corporation, a ponudu je dala i zajednica natjecatelja u kojoj su nizozemska tvrtka APM Terminal BV i hrvatska tvrtka Enna Logic.

Ministar mora, pomorstva i infrastrukture je nakon poništenja, na pitanje pitanje o razlozima rekao da je "to bila isključivo poslovna procjena."

Iz Lučke uprave Rijeka u ponedjeljak su izvijestili da je započeo novi postupak davanja koncesije za razvoj i gospodarsko korištenje na Zagreb Deep Sea kontejnerskom terminalu u riječkoj luci, a ponuđač će biti odabran po kriteriju ekonomski najpovoljnije ponude na osnovu zajamčenog kontejnerskog prometa i komercijalne strategije.

"Sukladno odlukama Upravnog vijeća, Lučka uprava Rijeka je 22. ožujka objavila obavijest o namjeri davanja koncesije za razvoji gospodarsko korištenje Zagreb Deep Sea kontejnerskim terminalomu luci Rijeka, uključujući i dokumentaciju za nadmetanje na Elektroničkom oglasniku javne nabave Republike Hrvatske," naveli su iz riječke Lučke uprave.

Postupak se provodi javnim prikupljanjem ponuda u otvorenom postupku i traje do 26. travnja 2021., koncesija se daje na razdoblje od 50 godina, a lučko područje koje se daje u koncesiju je površine 207.740 četvornih metara.

Prema objavljenoj dokumentaciji za nadmetanje, koncesija se daje za obavljanje određenih djelatnosti u luci Rijeka kao luci otvorenoj za javni promet od osobitog gospodarskog interesa za Hrvatsku, i to u svrhu: izvođenja radova Faze 1+Faze 1A+ Faza 2 i korištenja tako izgrađenih ili opremljenih objekata za pružanje lučkih usluga koje obuhvaćaju ukrcaj, iskrcaj, prekrcaj, prijevoz i skladištenje kontejnera, operacije s ro-ro teretom te sve druge s time povezane ili prateće aktivnosti.

Faze izgradnje i opremanja Zagreb Deep Sea kontejnerskog terminala jesu: Faza 1 i 1A ili izgradnja 400 metara obalnog zida sa zaobaljem, što je napravio davatelj koncesije, dok budući koncesionar treba financirati i izvesti radove proširenja skladišnih površina prema kopnenom dijelu terminala, postaviti preostale instalacije, izgraditi potrebnu lučku nadgradnju, te nabaviti i instalirati odgovarajuću opremu.

Faza 2 predstavlja izgradnju produžetka od 280 metara obalnog zida sa zaobaljem te opremanje potrebnom opremom i infrastrukturom, što je, prema natječaju,  ugovorna obveza budućeg koncesionara.

Faza 3 obuhvaća izgradnju produžetka od daljnjih 320 metara obalnog zida sa zaobaljem, na području koje se nalazi do područja Faze 2, te opremanje potrebnom opremom i infrastrukturom, što je opcija budućeg koncesionara kada i ako se za to ispune svi zakonom propisani uvjeti.

Prema dokumentaciji, stalni dio koncesijske naknade iznosi 2 milijuna eura godišnje, dok promjenjivi dio koncesijske naknade iznosi šest posto od dijela bruto godišnjeg prihoda terminala, koji je manji ili jednak iznosu od 20 milijuna eura, odnosno pet posto od dijela bruto godišnjeg prihoda terminala koji je veći od dvadeset milijuna eura, a manji ili jednak iznosu od 40 milijuna eura. Naknada od četiri posto obračunat će se od dijela bruto godišnjeg prihoda koji je veći od 40 milijuna eura.

Kako se navodi, davatelj koncesije primjenjivat će kriterij ekonomski najpovoljnije ponude, a ekonomski najpovoljnija ponuda utvrđuje se na osnovi zajamčenog kontejnerskog prometa (90 posto) i komercijalne strategije (10 posto). Komercijalna strategija bodovat će se s obzirom na izrađenu strategiju razvoja tržišta zaleđa, strategiju privlačenja pomorskih prijevoznika i strategiju osnaživanja konkurentnosti i privlačnosti Rijeke za kontejnerski promet.

Upravno vijeće Lučke uprave Rijeka je lani 30. prosinca donijelo odluku o poništenju postupka davanja koncesije za razvoj, poslovanje i upravljanje Zagreb Deep Sea kontejnerskim terminalom u luci Rijeka te su izvijestili, ne navodeći razloge poništenja natječaja, da će u najkraćem mogućem zakonskom roku započeti novi postupak.

Na prethodni, poništeni međunarodni natječaj Lučke uprave Rijeka za koncesiju na Zagreb Deep Sea terminalu lani u ožujku su bile prispjele dvije ponude. Ponudu je dostavila zajednica natjecatelja koju čine kineske tvrtke Ningbo Zhoushan Port Company Limited, Tianjin Port Overseas Holding Limited i China Road and Bridge Corporation, a ponudu je dala i zajednica natjecatelja u kojoj su nizozemska tvrtka APM Terminal BV i hrvatska tvrtka Enna Logic.

Ministar mora, pomorstva i infrastrukture je nakon poništenja, na pitanje pitanje o razlozima rekao da je "to bila isključivo poslovna procjena."

Iz Lučke uprave Rijeka u ponedjeljak su izvijestili da je započeo novi postupak davanja koncesije za razvoj i gospodarsko korištenje na Zagreb Deep Sea kontejnerskom terminalu u riječkoj luci, a ponuđač će biti odabran po kriteriju ekonomski najpovoljnije ponude na osnovu zajamčenog kontejnerskog prometa i komercijalne strategije.

"Sukladno odlukama Upravnog vijeća, Lučka uprava Rijeka je 22. ožujka objavila obavijest o namjeri davanja koncesije za razvoji gospodarsko korištenje Zagreb Deep Sea kontejnerskim terminalomu luci Rijeka, uključujući i dokumentaciju za nadmetanje na Elektroničkom oglasniku javne nabave Republike Hrvatske," naveli su iz riječke Lučke uprave.

Postupak se provodi javnim prikupljanjem ponuda u otvorenom postupku i traje do 26. travnja 2021., koncesija se daje na razdoblje od 50 godina, a lučko područje koje se daje u koncesiju je površine 207.740 četvornih metara.

Prema objavljenoj dokumentaciji za nadmetanje, koncesija se daje za obavljanje određenih djelatnosti u luci Rijeka kao luci otvorenoj za javni promet od osobitog gospodarskog interesa za Hrvatsku, i to u svrhu: izvođenja radova Faze 1+Faze 1A+ Faza 2 i korištenja tako izgrađenih ili opremljenih objekata za pružanje lučkih usluga koje obuhvaćaju ukrcaj, iskrcaj, prekrcaj, prijevoz i skladištenje kontejnera, operacije s ro-ro teretom te sve druge s time povezane ili prateće aktivnosti.
