Prijedlog odluke o kratkoročnom zaduženju Grada Šibenika radi tekuće likvidnosti naći će se na raspravi pred Gradskim vijećem na sjednici u četvrtak, unutar opsežnog dnevnog reda od 23. točke i odmah nakon gradonačelnikova izvješća o radu od srpnja do prosinca 2021. godine.
Budući da je gradska uprava odlučila podignuti kredit od 9 milijuna kuna na godinu dana, za očekivati je da će to oporba dočekati na nož, makar gradonačelnik Željko Burić (HDZ) ima dobar razlog za taj potez očito vođen manirom "dobrog domaćina".
Prema zakonu, (grado)načelnici zaduženi su za planiranje i izvršavanje proračuna i mogu se vlastitom odlukom, mimo lokalnih parlamenata kratkoročno zadužiti do iznosa od milijun kuna. Za takve kredite, inače, nije potrebna suglasnost Ministarstva financija.
Naime, u obrazloženju prijedloga odluka o kojoj će se izjasniti šibenski vijećnici, stoji argumentacija da je zaduženje nužna mjera da se premosti proračunska rupa nastala zbog "različite dinamike priljeva novca i dospijeća obveza gradskih financija u prvoj polovici investicijski izuzetno dinamične poslovne godine".
Očekuje se realizacija započetih kapitalnih projekata, no i kašnjenje u naknadi novca nakon odobrenja zahtjeva za refundiranjem od mjerodavnih državnih tijela.
Da se izbjegnu tržišni poremećaji i dodatni troškovi zateznih kamata na dospjele, a neplaćene obveze, Grad Šibenik proveo je postupak jednostavne javne nabave i između ponuda šest novčarskih kuća gradonačelnik je za kreditora izabrao Erste i Steirmarkische banku iz Rijeke s najnižom cijenom 9 milijunskog kredita u iznosu od 23,4 tisuće kuna po efektivnoj stopi 0,26 posto.
Milijun kuna unutar gradonačelnikovih prava glede javnih financija premašuje još jedan dokument o kojem će odlučiti Vijeće, a riječ je o zaključku kojim bi se utvrdio prijedlog o otpisu potraživanja milijun i pol kuna za komunalnu naknadu od godinama stečajem opterećenog i u konačnici ugašenog NCP-ova Remontnog brodogradilišta, čiji je vlasnik bio poduzetnik Goran Prgin.
Kako obrazlaže gradski Upravni odjel za financije, u poslovnim knjigama evidentira se to dugovanje tvrtke NCP, u međuvremenu brisane iz sudskog registra. Za potraživanje ne postoji jamstvo, niti je naplata osigurana založnim ili kakvim drugim pravnim temeljem. Grad je pokrenuo ovrhu, no postupak je odmah i zatvoren, budući da NCP nije imao imovine.
I Hrvatske vode zatražile su otpis duga za naknadu za uređenje voda, što u njihovo ime naplaćuje Grad Šibenik, navodi se u obrazloženju i sugerira vijećnicima da prihvate prijedlog gradske uprave.
Tu se ne spominje, no mi podsjećamo da je NCP u postupku stečaja dobro iskoristio zakonite odredbe predstečajnih nagodbi kojima se – doduše legalno, no s druge strane moralno upitno – u korist privatnika otpisivalo stotine tisuća kuna javnog novca svih građana, bilo iz državnog ili gradskog proračuna.
Tako je u nagodbi – prema podacima iz 2014. godine, nakon Ministarstva financija i Grad Šibenik pristao 45 posto srezati potraživanje za komunalnu naknadu, jednako i HEP, Hrvatske vode te Hrvatske šume, svatko za svoje naknade i namete. NCP-u je propis omogućavao da ostatak duga vrati najviše za pet godina, no kako onda, tako i danas, sve do prijedloga za otpis...

Prijedlog odluke o kratkoročnom zaduženju Grada Šibenika radi tekuće likvidnosti naći će se na raspravi pred Gradskim vijećem na sjednici u četvrtak, unutar opsežnog dnevnog reda od 23. točke i odmah nakon gradonačelnikova izvješća o radu od srpnja do prosinca 2021. godine.
Budući da je gradska uprava odlučila podignuti kredit od 9 milijuna kuna na godinu dana, za očekivati je da će to oporba dočekati na nož, makar gradonačelnik Željko Burić (HDZ) ima dobar razlog za taj potez očito vođen manirom "dobrog domaćina".
Prema zakonu, (grado)načelnici zaduženi su za planiranje i izvršavanje proračuna i mogu se vlastitom odlukom, mimo lokalnih parlamenata kratkoročno zadužiti do iznosa od milijun kuna. Za takve kredite, inače, nije potrebna suglasnost Ministarstva financija.
Naime, u obrazloženju prijedloga odluka o kojoj će se izjasniti šibenski vijećnici, stoji argumentacija da je zaduženje nužna mjera da se premosti proračunska rupa nastala zbog "različite dinamike priljeva novca i dospijeća obveza gradskih financija u prvoj polovici investicijski izuzetno dinamične poslovne godine".
Očekuje se realizacija započetih kapitalnih projekata, no i kašnjenje u naknadi novca nakon odobrenja zahtjeva za refundiranjem od mjerodavnih državnih tijela.
Da se izbjegnu tržišni poremećaji i dodatni troškovi zateznih kamata na dospjele, a neplaćene obveze, Grad Šibenik proveo je postupak jednostavne javne nabave i između ponuda šest novčarskih kuća gradonačelnik je za kreditora izabrao Erste i Steirmarkische banku iz Rijeke s najnižom cijenom 9 milijunskog kredita u iznosu od 23,4 tisuće kuna po efektivnoj stopi 0,26 posto.
Milijun kuna unutar gradonačelnikovih prava glede javnih financija premašuje još jedan dokument o kojem će odlučiti Vijeće, a riječ je o zaključku kojim bi se utvrdio prijedlog o otpisu potraživanja milijun i pol kuna za komunalnu naknadu od godinama stečajem opterećenog i u konačnici ugašenog NCP-ova Remontnog brodogradilišta, čiji je vlasnik bio poduzetnik Goran Prgin.
Kako obrazlaže gradski Upravni odjel za financije, u poslovnim knjigama evidentira se to dugovanje tvrtke NCP, u međuvremenu brisane iz sudskog registra. Za potraživanje ne postoji jamstvo, niti je naplata osigurana založnim ili kakvim drugim pravnim temeljem. Grad je pokrenuo ovrhu, no postupak je odmah i zatvoren, budući da NCP nije imao imovine.
I Hrvatske vode zatražile su otpis duga za naknadu za uređenje voda, što u njihovo ime naplaćuje Grad Šibenik, navodi se u obrazloženju i sugerira vijećnicima da prihvate prijedlog gradske uprave.
Tu se ne spominje, no mi podsjećamo da je NCP u postupku stečaja dobro iskoristio zakonite odredbe predstečajnih nagodbi kojima se – doduše legalno, no s druge strane moralno upitno – u korist privatnika otpisivalo stotine tisuća kuna javnog novca svih građana, bilo iz državnog ili gradskog proračuna.
Tako je u nagodbi – prema podacima iz 2014. godine, nakon Ministarstva financija i Grad Šibenik pristao 45 posto srezati potraživanje za komunalnu naknadu, jednako i HEP, Hrvatske vode te Hrvatske šume, svatko za svoje naknade i namete. NCP-u je propis omogućavao da ostatak duga vrati najviše za pet godina, no kako onda, tako i danas, sve do prijedloga za otpis...
