U tri ambulante u vlasništvu županijskog Doma zdravlja unutar kompleksa nekadašnje tvornice “Dalmatinka” u Sinju, koje su u zakupu specijalista obiteljske medicine, medicine rada i stomatologa, narkomani su provalili i iz njih opljačkali lijekove.

Počiniteljima su se ti lijekovi doslovno nudili na pladnju, i to zahvaljujući vlastima, gradskoj, sadašnjoj i u puno većoj mjeri bivšoj, ali i asistenciji županijskih tijela odgovornih za prostorno planiranje, kao i nadležnog ministarstva.

Opljačkane tri ambulante sinjskog Doma zdravlja: nestali svi lijekovi koji se smatraju opijatima, liječnici smatraju da su počinitelji narkomani

Kad je prije gotovo pet godina zadarska tvrtka “Business park” na javnoj dražbi kupila kompleks “Dalmatinke nove” u stečaju, Sinjani koji prakticiraju “Ministarstvo tuđih poslova” spekulirali su da je ta kupoprodaja zapravo dogovor između investitora i lokalne uprave na način da će se natkriveni prostor na tom kompleksu od sedam hektara porušiti i da će se izgraditi novi stambeno-poslovni objekti.

”Business park” je prva tvrtka koja je došla u Sinj i uložila vlastiti novac u znatnom iznosu. Sva “kupovanja” prije njih svodila su se na grabež, u čemu su najzorniji primjeri preuzimanje i upravljanje “Dalmatinkom” od strane tvrtke “La Distributrice” talijanske braće Ladini i “Autoprijevoza” od strane “Prometa” iz Makarske.

Dugotrajni postupak

Zadarska tvrtka ubrzo je demantirala sinjske sveznalice tuđih poslova. Poslije kontakata s izvršnom vlasti ulagač je izišao pred Gradsko vijeće sa zahtjevom da mu se u tada već pokrenutom postupku izmjena i dopuna Generalnog urbanističkog plana (GUP) omogući izmjena namjene zemljišnoga kompleksa “Dalmatinke” iz industrijske u poslovnu.

”Business park” je pred vijećnike izišao s pismom namjere kojim je zajamčio i: zadržavanje postojeće tvorničke arhitekture, zapošljavanje u početku najmanje 100 radnika i pretvaranje vodotornja u muzej bivše tvornice. Investitor je zahtjev podnio kad je već bio pokrenut postupak izmjena i dopuna GUP-a. Taj postupak i danas traje, a da bi se prorekao odgovor kad će ga sinjska vlast donijeti, trebala bi “staklena kugla” ili “baba Vanga”.

Devastirani prostor

U takvim okolnostima i odnosima prema ulagačima sasvim je normalno da je “Dalmatinka” izrasla u golemi komunalni problem alkarskoga grada. Devastirali su je lopovi svih vrsta. Oni ranije su uz političku potporu krali milijune kuna i eura, a njihovi nasljednici sve što se bilo kako moglo unovčiti, do posljednjeg bakrenog kabela. Uz to, “Dalmatinka” je postala oaza narkomana, ali i prostor u kojemu obitavaju divlje životinje. Usudili bismo se ustvrditi da će takvo stanje još potrajati.

Jer koliko god se aktualne gradske vlasti trudile uvjeravati kako će se izmjene i dopune GUP-a i Prostornog plana grada u najskorije vrijeme naći pred vijećnicima u obliku prijedloga, ta dva dokumenta još uvijek su na dugom štapu.

Tek se, poslije prethodnog odbijanja, kompletiraju kako bi ih se ponovno moglo uputiti na stručno mišljenje i suglasnost županijskom Zavodu za prostorno uređenje i županijskom Upravnom odjelu za graditeljstvo i prostorno uređenje, koji su na istu temu po posljednjem zahtjevu iz Sinja donijeli kontradiktorne zaključke.

Naime, dok se vlast gradonačelnika Mira Bulja usredotočila na brisanje kamenoloma sirovoga gipsa na Kojića gredi u Lučanima i arhitektonskog kamena na glavičkoj Gredi, nitko nije primijetio kamenolome “Priorica” i “Tango” na prostoru Bajagića, koji otprije imaju koncesiju za eksploataciju, odnosno rješenje o utvrđivanju eksploatacijskog polja. Umjesto očekivanih suglasnosti na prijedlog GUP-a i PPU-a, iz Županije i s državne razine stigle su odbijenice. Zavod za prostorno uređenje naložio je Sinjanima da se kamenolomi prikažu u grafičkom dijelu plana.

Obvezujuće mišljenje

Nasuprot njima, Zavod za zaštitu okoliša i prirode pri Ministarstvu gospodarstva izdao je obvezujuće mišljenje da se ta dva kamenoloma isključe iz plana eksploatacijskih polja jer se nalaze unutar obuhvata Parka prirode Dinara. Uz takva mišljenja županijski resor za prostorno uređenje dao je Sinjanima odbijenicu.

Stručni izrađivač i gradske službe sada kažu da će pripremiti ispravljeni konačni prijedlog prostornoplanske dokumentacije, zadovoljavajući u međuvremenu sve pristigle zahtjeve, te očekuju da će od Zavoda za prostorno uređenje ovaj put dobiti pozitivno mišljenje.

Ako u međuvremenu, budući da se izmjene i dopune sinjskih prostornoplanskih dokumenata donose puževim korakom, ne iskrsne nešto drugo. Dok se u Sinju tako radi, svaki imalo ozbiljniji investitor zaobilazi grad, a prostor “Dalmatinke” i dalje će biti leglo narkomana, divljih životinja i sve veći komunalni problem o kojem se nitko ne brine.

U tri ambulante u vlasništvu županijskog Doma zdravlja unutar kompleksa nekadašnje tvornice “Dalmatinka” u Sinju, koje su u zakupu specijalista obiteljske medicine, medicine rada i stomatologa, narkomani su provalili i iz njih opljačkali lijekove.

Počiniteljima su se ti lijekovi doslovno nudili na pladnju, i to zahvaljujući vlastima, gradskoj, sadašnjoj i u puno većoj mjeri bivšoj, ali i asistenciji županijskih tijela odgovornih za prostorno planiranje, kao i nadležnog ministarstva.

Kad je prije gotovo pet godina zadarska tvrtka “Business park” na javnoj dražbi kupila kompleks “Dalmatinke nove” u stečaju, Sinjani koji prakticiraju “Ministarstvo tuđih poslova” spekulirali su da je ta kupoprodaja zapravo dogovor između investitora i lokalne uprave na način da će se natkriveni prostor na tom kompleksu od sedam hektara porušiti i da će se izgraditi novi stambeno-poslovni objekti.

”Business park” je prva tvrtka koja je došla u Sinj i uložila vlastiti novac u znatnom iznosu. Sva “kupovanja” prije njih svodila su se na grabež, u čemu su najzorniji primjeri preuzimanje i upravljanje “Dalmatinkom” od strane tvrtke “La Distributrice” talijanske braće Ladini i “Autoprijevoza” od strane “Prometa” iz Makarske.

Dugotrajni postupak

Zadarska tvrtka ubrzo je demantirala sinjske sveznalice tuđih poslova. Poslije kontakata s izvršnom vlasti ulagač je izišao pred Gradsko vijeće sa zahtjevom da mu se u tada već pokrenutom postupku izmjena i dopuna Generalnog urbanističkog plana (GUP) omogući izmjena namjene zemljišnoga kompleksa “Dalmatinke” iz industrijske u poslovnu.

”Business park” je pred vijećnike izišao s pismom namjere kojim je zajamčio i: zadržavanje postojeće tvorničke arhitekture, zapošljavanje u početku najmanje 100 radnika i pretvaranje vodotornja u muzej bivše tvornice. Investitor je zahtjev podnio kad je već bio pokrenut postupak izmjena i dopuna GUP-a. Taj postupak i danas traje, a da bi se prorekao odgovor kad će ga sinjska vlast donijeti, trebala bi “staklena kugla” ili “baba Vanga”.

U takvim okolnostima i odnosima prema ulagačima sasvim je normalno da je “Dalmatinka” izrasla u golemi komunalni problem alkarskoga grada. Devastirali su je lopovi svih vrsta. Oni ranije su uz političku potporu krali milijune kuna i eura, a njihovi nasljednici sve što se bilo kako moglo unovčiti, do posljednjeg bakrenog kabela. Uz to, “Dalmatinka” je postala oaza narkomana, ali i prostor u kojemu obitavaju divlje životinje. Usudili bismo se ustvrditi da će takvo stanje još potrajati.

Jer koliko god se aktualne gradske vlasti trudile uvjeravati kako će se izmjene i dopune GUP-a i Prostornog plana grada u najskorije vrijeme naći pred vijećnicima u obliku prijedloga, ta dva dokumenta još uvijek su na dugom štapu.

Tek se, poslije prethodnog odbijanja, kompletiraju kako bi ih se ponovno moglo uputiti na stručno mišljenje i suglasnost županijskom Zavodu za prostorno uređenje i županijskom Upravnom odjelu za graditeljstvo i prostorno uređenje, koji su na istu temu po posljednjem zahtjevu iz Sinja donijeli kontradiktorne zaključke.

Naime, dok se vlast gradonačelnika Mira Bulja usredotočila na brisanje kamenoloma sirovoga gipsa na Kojića gredi u Lučanima i arhitektonskog kamena na glavičkoj Gredi, nitko nije primijetio kamenolome “Priorica” i “Tango” na prostoru Bajagića, koji otprije imaju koncesiju za eksploataciju, odnosno rješenje o utvrđivanju eksploatacijskog polja. Umjesto očekivanih suglasnosti na prijedlog GUP-a i PPU-a, iz Županije i s državne razine stigle su odbijenice. Zavod za prostorno uređenje naložio je Sinjanima da se kamenolomi prikažu u grafičkom dijelu plana.

Obvezujuće mišljenje

Nasuprot njima, Zavod za zaštitu okoliša i prirode pri Ministarstvu gospodarstva izdao je obvezujuće mišljenje da se ta dva kamenoloma isključe iz plana eksploatacijskih polja jer se nalaze unutar obuhvata Parka prirode Dinara. Uz takva mišljenja županijski resor za prostorno uređenje dao je Sinjanima odbijenicu.

Stručni izrađivač i gradske službe sada kažu da će pripremiti ispravljeni konačni prijedlog prostornoplanske dokumentacije, zadovoljavajući u međuvremenu sve pristigle zahtjeve, te očekuju da će od Zavoda za prostorno uređenje ovaj put dobiti pozitivno mišljenje.

Ako u međuvremenu, budući da se izmjene i dopune sinjskih prostornoplanskih dokumenata donose puževim korakom, ne iskrsne nešto drugo. Dok se u Sinju tako radi, svaki imalo ozbiljniji investitor zaobilazi grad, a prostor “Dalmatinke” i dalje će biti leglo narkomana, divljih životinja i sve veći komunalni problem o kojem se nitko ne brine.
