Novi sustav elektroničke naplate cestarine u Republici Hrvatskoj, koja ima više od 1300 kilometara autocesta, trebao bi se početi implementirati tijekom ove godine, a planirani početak rada novog sustava predviđen je za kraj 2021. godine, uz tranzicijski period.

Novi elektronički sustav naplate zasnovan je na slobodnom protoku vozila, jer nema zaustavljanja zbog naplate pa se povećava protočnost i smanjuje šteta emisije uzrokovane zastojima i kolonama. Novi sustav naplate temelji se na kombinaciji dviju suvremenih i provjerenih tehnologija: naplati putem unaprijeđene verzije uređaja ugrađenog u vozilo (ENC) i automatskog očitavanja registarskih oznaka. Korištenje ENC-a bilo bi obvezno za teška vozila, dok će korisnici osobnih vozila imati mogućnost izbora.

Jedinstveni sustav naplate

Novi će se sustav ponajprije koristiti na dionicama pod upravljanjem HAC-a i ARZ-a (autocesta Rijeka – Zagreb), uz kasnije uvođenje na dionicama drugih koncesionara (AZM – autocesta Zagreb – Macelj, privatni koncesionar i BINA-Istra – privatni koncesionar) kako bi se dugoročno na cijelom području RH implementirao jedinstven sustav naplate temeljen na takozvanom slobodnom protoku vozila.

Procjenjuje se da će novi sustav efikasno funkcionirati (bez potrebe za većim nadogradnjama) najmanje sljedećih 15 godina. Trošak implementacije sustava uključuje nabavu nove tehnologije, izgradnju portala za automatsku naplatu cestarine, prilagodbu postojećih staza i demontažu naplatnih postaja i iznosit će 570 milijuna kuna.

Istodobno, procjenjuje se da će novi sustav svaki mjesec omogućiti oko 13 milijuna kuna ušteda u odnosu na postojeći sustav naplate. Tarifni modeli stimulirat će korištenje autocesta u razdobljima nižeg prometa uz varijaciju osnovne cijene naniže ili naviše (ovisno o intenzitetu prometa). Korisnici će popuste na cestarine, kao i do sada, ostvarivati ENC uređajima.

Zanimljivo je da i više od 85 posto svih turista u RH dolazi cestovnim putem pa je ponuđeno rješenje prilagođeno za korisnike koji nemaju potrebu za nabavljanjem ENC uređaja. Novi sustav bit će interoperabilan s postojećim elektroničkim sustavima naplate u EU-u. Interoperabilnost podrazumijeva mogućnost prometovanja i jedinstvene naplate cestarine unutar mreže europskih operatera autocesta (EU projekt u razvoju).

Europska direktiva

U skladu s europskom direktivom o interoperabilnosti elektroničkih sustava za naplatu cestarine i olakšanje prekogranične razmjene informacija o neplaćanju cestarina u Uniji, analizirano je nekoliko ENC tehnologija (elektronička naplata cestarine). Jedan je DSCR (komunikacijski sustav kratkog dometa) koji se temelji na postavljanju opreme u vozilo (ENC, uređaj u vozilu) koji registrira bežična komunikacija kratkog dometa pri prolasku kroz kontrolnu točku ili nosače postavljene na određenim točkama cestovne mreže.

Druga je GNSS (globalni navigacijski satelitski sustav) koji se temelji na postavljanju opreme u vozilo (ENC, uređaj u vozilu) koji izračunava prijeđene kilometre na temelju određivanja položaja GPS-om. Treći je ALPR (automatsko prepoznavanje registarskih pločica) koji koristi tehnologiju kamera i optičko prepoznavanje znakova za identifikaciju vozila. Ova tehnologija automatskog prepoznavanja registarskih pločica korisna je u kombinaciji s drugim tehnologijama, a kao samostalna prikladna je za korištenje na malim područjima (naplata u gradovima).

Rezultat analiza pokazao je najbolji scenarij implementacije sustava naplate temeljenog na slobodnom protoku vozila u više voznih trakova (MLFF) s kombinacijom DSCR-a (namjenska kratkodometna komunikacija, frekvencija 5,8 GHz) i ALPR-a (automatsko očitavanje registarskih pločica kamera). Sustav slobodnog prolaska (free flow) temeljio bi se na dvije tehnologije: obavezni ENC za teška vozila i (DSCR) ENC/ALPR za laka vozila ili samo ALPR za povremene korisnike.

Tehnologije će primjenjivati HAC, ARZ i Bina na dionicama koje se i sada naplaćuju (nema novih dionica pod naplatom, primjerice obilaznice Zagreba i Rijeke). Scenarij naplate bio bi temeljen na udaljenosti i kategoriji vozila, kao i na novom tarifnom modelu. Nastavila bi se primjena sezonskog povećanja cestarine, te Euro klasa za teška vozila (popust samo za Euro 6, za ostale penalizacija).

U ovom trenutku kapacitet naplate je manji nego što će to biti u budućnosti. Prilikom ručne naplate (blagajnici) protok po satu je 200 vozila, na automatima za naplatu protok je 350 vozila na sat. Uz pomoć ENC-a (Stop&Go) protočnost je 600 vozila na sat, a kroz Fast ENC 1000 vozila na sat. Uvođenjem nove tehnologije protočnost bi se znatno poboljšala, jer uz slobodan bi prolaz uz pomoć kombinacije DSCR-a i ALPR-a protok bio 3000 vozila po satu.

U procesu formiranja cjenovnih modela u obzir treba uzeti i veličinu cestovne infrastrukture (primjerice slovenskih 600 km u odnosu na hrvatskih 1300 km), vrijeme izgradnje i amortizaciju (poznata talijanska autocesta A1 – Autostrada del sole izgrađena je prije više od 50 godina), ali i skupine vozila koje prometuju autocestama.

Dok glavninu prometa u razvijenim europskim zemljama čine skupine teških vozila (treća i četvrta skupina), hrvatskim cestama (uz ponešto pojačan promet teških vozila na A3) većinom prometuje prva skupina vozila, što uz visoku sezonu prometa dodatno opterećuje financijsku konstrukciju potrebnu za održavanje cestovne infrastrukture koja je najvećim dijelom još u fazi otplate investicija.

Cestarine u inozemstvu

Premda u većem dijelu javnosti i domaćih korisnika autocesta prevladava mišljenje da su hrvatske autoceste među najskupljima u Europi, u stvarnosti se nalaze u europskom prosjeku, a cijene su i niže u odnosu na neke druge države. Takva percepcija dobrim dijelom proizlazi iz činjenice da se prosječni hrvatski korisnik autocesta relativno malo koristi cestovnom infrastrukturom drugih država, ali i drugih ograničavajućih faktora poput kupovne moći i drugih parametara koji utječu na frekvenciju i navike putovanja.

Također su teško usporedivi pojedini modeli naplate cestarina putem vinjeta jer se u mnogim zemljama (Austrija ili Švicarska) dodatno naplaćuju pojedini objekti (tuneli), cijele dionice autocesta bez obzira na dužinu korištenja ili državne ceste, što u konačnici povećavaju naizgled povoljnu cijenu vinjete. Tako je u Hrvatskoj cestarina po kilometru za prvu skupinu vozila 0,3864 eura, u Francuskoj 0,6121 euro, Italiji 0,5847 eura, Španjolskoj 0,6544 eura i u Portugalu 0,5250 eura.

Novi sustav elektroničke naplate cestarine u Republici Hrvatskoj, koja ima više od 1300 kilometara autocesta, trebao bi se početi implementirati tijekom ove godine, a planirani početak rada novog sustava predviđen je za kraj 2021. godine, uz tranzicijski period.

Novi elektronički sustav naplate zasnovan je na slobodnom protoku vozila, jer nema zaustavljanja zbog naplate pa se povećava protočnost i smanjuje šteta emisije uzrokovane zastojima i kolonama. Novi sustav naplate temelji se na kombinaciji dviju suvremenih i provjerenih tehnologija: naplati putem unaprijeđene verzije uređaja ugrađenog u vozilo (ENC) i automatskog očitavanja registarskih oznaka. Korištenje ENC-a bilo bi obvezno za teška vozila, dok će korisnici osobnih vozila imati mogućnost izbora.

Jedinstveni sustav naplate

Novi će se sustav ponajprije koristiti na dionicama pod upravljanjem HAC-a i ARZ-a (autocesta Rijeka – Zagreb), uz kasnije uvođenje na dionicama drugih koncesionara (AZM – autocesta Zagreb – Macelj, privatni koncesionar i BINA-Istra – privatni koncesionar) kako bi se dugoročno na cijelom području RH implementirao jedinstven sustav naplate temeljen na takozvanom slobodnom protoku vozila.

Procjenjuje se da će novi sustav efikasno funkcionirati (bez potrebe za većim nadogradnjama) najmanje sljedećih 15 godina. Trošak implementacije sustava uključuje nabavu nove tehnologije, izgradnju portala za automatsku naplatu cestarine, prilagodbu postojećih staza i demontažu naplatnih postaja i iznosit će 570 milijuna kuna.

Istodobno, procjenjuje se da će novi sustav svaki mjesec omogućiti oko 13 milijuna kuna ušteda u odnosu na postojeći sustav naplate. Tarifni modeli stimulirat će korištenje autocesta u razdobljima nižeg prometa uz varijaciju osnovne cijene naniže ili naviše (ovisno o intenzitetu prometa). Korisnici će popuste na cestarine, kao i do sada, ostvarivati ENC uređajima.

Zanimljivo je da i više od 85 posto svih turista u RH dolazi cestovnim putem pa je ponuđeno rješenje prilagođeno za korisnike koji nemaju potrebu za nabavljanjem ENC uređaja. Novi sustav bit će interoperabilan s postojećim elektroničkim sustavima naplate u EU-u. Interoperabilnost podrazumijeva mogućnost prometovanja i jedinstvene naplate cestarine unutar mreže europskih operatera autocesta (EU projekt u razvoju).

Europska direktiva

U skladu s europskom direktivom o interoperabilnosti elektroničkih sustava za naplatu cestarine i olakšanje prekogranične razmjene informacija o neplaćanju cestarina u Uniji, analizirano je nekoliko ENC tehnologija (elektronička naplata cestarine). Jedan je DSCR (komunikacijski sustav kratkog dometa) koji se temelji na postavljanju opreme u vozilo (ENC, uređaj u vozilu) koji registrira bežična komunikacija kratkog dometa pri prolasku kroz kontrolnu točku ili nosače postavljene na određenim točkama cestovne mreže.

Druga je GNSS (globalni navigacijski satelitski sustav) koji se temelji na postavljanju opreme u vozilo (ENC, uređaj u vozilu) koji izračunava prijeđene kilometre na temelju određivanja položaja GPS-om. Treći je ALPR (automatsko prepoznavanje registarskih pločica) koji koristi tehnologiju kamera i optičko prepoznavanje znakova za identifikaciju vozila. Ova tehnologija automatskog prepoznavanja registarskih pločica korisna je u kombinaciji s drugim tehnologijama, a kao samostalna prikladna je za korištenje na malim područjima (naplata u gradovima).

Rezultat analiza pokazao je najbolji scenarij implementacije sustava naplate temeljenog na slobodnom protoku vozila u više voznih trakova (MLFF) s kombinacijom DSCR-a (namjenska kratkodometna komunikacija, frekvencija 5,8 GHz) i ALPR-a (automatsko očitavanje registarskih pločica kamera). Sustav slobodnog prolaska (free flow) temeljio bi se na dvije tehnologije: obavezni ENC za teška vozila i (DSCR) ENC/ALPR za laka vozila ili samo ALPR za povremene korisnike.

Tehnologije će primjenjivati HAC, ARZ i Bina na dionicama koje se i sada naplaćuju (nema novih dionica pod naplatom, primjerice obilaznice Zagreba i Rijeke). Scenarij naplate bio bi temeljen na udaljenosti i kategoriji vozila, kao i na novom tarifnom modelu. Nastavila bi se primjena sezonskog povećanja cestarine, te Euro klasa za teška vozila (popust samo za Euro 6, za ostale penalizacija).

U ovom trenutku kapacitet naplate je manji nego što će to biti u budućnosti. Prilikom ručne naplate (blagajnici) protok po satu je 200 vozila, na automatima za naplatu protok je 350 vozila na sat. Uz pomoć ENC-a (Stop&Go) protočnost je 600 vozila na sat, a kroz Fast ENC 1000 vozila na sat. Uvođenjem nove tehnologije protočnost bi se znatno poboljšala, jer uz slobodan bi prolaz uz pomoć kombinacije DSCR-a i ALPR-a protok bio 3000 vozila po satu.

U procesu formiranja cjenovnih modela u obzir treba uzeti i veličinu cestovne infrastrukture (primjerice slovenskih 600 km u odnosu na hrvatskih 1300 km), vrijeme izgradnje i amortizaciju (poznata talijanska autocesta A1 – Autostrada del sole izgrađena je prije više od 50 godina), ali i skupine vozila koje prometuju autocestama.

Dok glavninu prometa u razvijenim europskim zemljama čine skupine teških vozila (treća i četvrta skupina), hrvatskim cestama (uz ponešto pojačan promet teških vozila na A3) većinom prometuje prva skupina vozila, što uz visoku sezonu prometa dodatno opterećuje financijsku konstrukciju potrebnu za održavanje cestovne infrastrukture koja je najvećim dijelom još u fazi otplate investicija.

Cestarine u inozemstvu

Premda u većem dijelu javnosti i domaćih korisnika autocesta prevladava mišljenje da su hrvatske autoceste među najskupljima u Europi, u stvarnosti se nalaze u europskom prosjeku, a cijene su i niže u odnosu na neke druge države. Takva percepcija dobrim dijelom proizlazi iz činjenice da se prosječni hrvatski korisnik autocesta relativno malo koristi cestovnom infrastrukturom drugih država, ali i drugih ograničavajućih faktora poput kupovne moći i drugih parametara koji utječu na frekvenciju i navike putovanja.

Također su teško usporedivi pojedini modeli naplate cestarina putem vinjeta jer se u mnogim zemljama (Austrija ili Švicarska) dodatno naplaćuju pojedini objekti (tuneli), cijele dionice autocesta bez obzira na dužinu korištenja ili državne ceste, što u konačnici povećavaju naizgled povoljnu cijenu vinjete. Tako je u Hrvatskoj cestarina po kilometru za prvu skupinu vozila 0,3864 eura, u Francuskoj 0,6121 euro, Italiji 0,5847 eura, Španjolskoj 0,6544 eura i u Portugalu 0,5250 eura.

U pripremi novi način naplate cestarine na autocestama, zasnovan je na slobodnom protoku vozila

Novi sustav elektroničke naplate cestarine u Republici Hrvatskoj, koja ima više od 1300 kilometara autocesta, trebao bi se početi implementirati tijekom ove godine, a planirani početak rada novog sustava predviđen je za kraj 2021. godine, uz tranzicijski period.

Novi elektronički sustav naplate zasnovan je na slobodnom protoku vozila, jer nema zaustavljanja zbog naplate pa se povećava protočnost i smanjuje šteta emisije uzrokovane zastojima i kolonama. Novi sustav naplate temelji se na kombinaciji dviju suvremenih i provjerenih tehnologija: naplati putem unaprijeđene verzije uređaja ugrađenog u vozilo (ENC) i automatskog očitavanja registarskih oznaka. Korištenje ENC-a bilo bi obvezno za teška vozila, dok će korisnici osobnih vozila imati mogućnost izbora.
