Splitski SDP je u četvrtak održao konferenciju za medije na temu zaštićenih najmoprimaca, na kojoj su uz predsjednika ogranka Gorana Kotura govorili i Ante Franić, SDP-ov kandidat za gradonačelnika Splita te Iva Tukić, predsjednica Udruge stanara grada Splita i članica Gradskog odbora SDP-a Split.
Kotur je istaknuo da su zaštićeni najmoprimci u podređenom položaju u odnosu na druge građane i to ne svojom krivnjok, nego krivnjom države.
- Imamo i vlasnike stanova koji ne mogu doći do svoje imovine, također krivnjom države. Država je trebala riješiti taj problem sredstvima od otkupa društvenih stanova, ali to nije napravljeno. Zalažemo se da se taj problem riješi i da ovi ljudi konačno normalno nastave svoj život. To je ovlast države, ali može pomoći i Grad, direktno i inzistiranjem na rješavanju tog problema - kazao je.
Iva Tukić je napomenula da stanovi u kojima oko 350 obitelji žive kao zaštićeni najmoprimci nisu u idiličnom stanju budući da se godinama ne održavaju.
- Imamo slučaj gdje zaštićeni najmoprimac živi na Voćnom trgu, gleda u Marulićev kip, a nema ni sanitarni čvor ni vodu. Ima takvih primjera još - kazala.
Naglasila je da je za sve što se događa između zaštićenih najmoprimaca i vlasnika stanova kriva država.
- Ništa konkretno nije napravljeno da se ovaj problem riješi. Ova Vlada je donijela izmjene i dopune Zakona o najmu stanova koje smo mi pobili na Ustavnom sudu.
Sud je tu bio realan i poništio taj nakaradni Zakon. Pogriješio je i Grad Split jer od novca namijenjenog otkupu stanova nisu ni lipe utrošili na rješavanje problema zaštićenih najmoprimaca - kazala je Tukić.
Dodala je da je u pripremi novi Zakon o najmu stanova kojeg piše Ministarstvo graditeljstva, što smatra apsurdom.
- Normalno bi bilo da ga piše Ministarstvo pravosuđa, a piše ga opet čovjek čije su izmjene i dopune pobivene na Ustavnom sudu, državni tajnik Željko Uhlir.
To se u nijednoj normalnoj, pravno uređenoj državi, ne bi smjelo dogoditi - kazala je napominjući da država radi svašta, pa i plaća naknade pravim vlasnicima stanova, umjesto da rješava cjelokupan problem.

SDP-ov kandidat Ante Franić je upozorio da se zakonom u pripremi ponovno planira rješenje ovog problema staviti "na leđa" zaštićenim najmoprimcima.
- Zakonska, ali i moralna obaveza države i Grada Splita je riješiti ovaj problem, jer je novac od prodaje društvenih stanova namijenjen upravo tome. Želim poslati poruku zaštićenim najmoprimcima i vlasnicima tih stanova da ćemo biti odlučni da riješimo ovaj gorući problem koji je doveo do brojnih sudskih postupaka, pravne nesigurnosti i troškova, što sve skupa utječe na kvalitetu njihovih života.

Prvo što ćemo učiniti je osnovati registar stanova u kojima žive zaštićeni najmoprimci, njihov broj i njihova stečena prava. Grad Split do danas nema ažuriranu bazu gradskih stanova.
To ćemo srediti i one stanove koji su prazni te one koji se koriste bez pravne osnove, odmah renovirati i preseliti dio zaštićenih najmoprimaca. To ćemo napraviti odmah nakon što pobijedimo na izborima - najavio je Franić. Sljedeće je, dodao je, izgradnja POS stanova.
- U planovima izgradnje stanova POS Hercegovačka i POS Sirobuja ćemo predvidjeti i stanove za zaštićene najmoprimce. Međutim, to nije dovoljno za sve obitelji.
Od Vlade ćemo tražiti da sufinancira ove naše projekte, ali i da državne stanove u Splitu, da Gradu da ih renovira i u njih useli zaštićene najmoprimce. Još jednom šaljem poruku da nećemo bježati od ovih problema, kako to godinama radi Vlada i riješit ćemo u prvom mandatu ovaj problem - zaključio je.

Splitski SDP je u četvrtak održao konferenciju za medije na temu zaštićenih najmoprimaca, na kojoj su uz predsjednika ogranka Gorana Kotura govorili i Ante Franić, SDP-ov kandidat za gradonačelnika Splita te Iva Tukić, predsjednica Udruge stanara grada Splita i članica Gradskog odbora SDP-a Split.
Kotur je istaknuo da su zaštićeni najmoprimci u podređenom položaju u odnosu na druge građane i to ne svojom krivnjok, nego krivnjom države.
- Imamo i vlasnike stanova koji ne mogu doći do svoje imovine, također krivnjom države. Država je trebala riješiti taj problem sredstvima od otkupa društvenih stanova, ali to nije napravljeno. Zalažemo se da se taj problem riješi i da ovi ljudi konačno normalno nastave svoj život. To je ovlast države, ali može pomoći i Grad, direktno i inzistiranjem na rješavanju tog problema - kazao je.
Iva Tukić je napomenula da stanovi u kojima oko 350 obitelji žive kao zaštićeni najmoprimci nisu u idiličnom stanju budući da se godinama ne održavaju.
- Imamo slučaj gdje zaštićeni najmoprimac živi na Voćnom trgu, gleda u Marulićev kip, a nema ni sanitarni čvor ni vodu. Ima takvih primjera još - kazala.
Naglasila je da je za sve što se događa između zaštićenih najmoprimaca i vlasnika stanova kriva država.
- Ništa konkretno nije napravljeno da se ovaj problem riješi. Ova Vlada je donijela izmjene i dopune Zakona o najmu stanova koje smo mi pobili na Ustavnom sudu.
Sud je tu bio realan i poništio taj nakaradni Zakon. Pogriješio je i Grad Split jer od novca namijenjenog otkupu stanova nisu ni lipe utrošili na rješavanje problema zaštićenih najmoprimaca - kazala je Tukić.
Dodala je da je u pripremi novi Zakon o najmu stanova kojeg piše Ministarstvo graditeljstva, što smatra apsurdom.
- Normalno bi bilo da ga piše Ministarstvo pravosuđa, a piše ga opet čovjek čije su izmjene i dopune pobivene na Ustavnom sudu, državni tajnik Željko Uhlir.
To se u nijednoj normalnoj, pravno uređenoj državi, ne bi smjelo dogoditi - kazala je napominjući da država radi svašta, pa i plaća naknade pravim vlasnicima stanova, umjesto da rješava cjelokupan problem.

SDP-ov kandidat Ante Franić je upozorio da se zakonom u pripremi ponovno planira rješenje ovog problema staviti "na leđa" zaštićenim najmoprimcima.
- Zakonska, ali i moralna obaveza države i Grada Splita je riješiti ovaj problem, jer je novac od prodaje društvenih stanova namijenjen upravo tome. Želim poslati poruku zaštićenim najmoprimcima i vlasnicima tih stanova da ćemo biti odlučni da riješimo ovaj gorući problem koji je doveo do brojnih sudskih postupaka, pravne nesigurnosti i troškova, što sve skupa utječe na kvalitetu njihovih života.

Prvo što ćemo učiniti je osnovati registar stanova u kojima žive zaštićeni najmoprimci, njihov broj i njihova stečena prava. Grad Split do danas nema ažuriranu bazu gradskih stanova.
To ćemo srediti i one stanove koji su prazni te one koji se koriste bez pravne osnove, odmah renovirati i preseliti dio zaštićenih najmoprimaca. To ćemo napraviti odmah nakon što pobijedimo na izborima - najavio je Franić. Sljedeće je, dodao je, izgradnja POS stanova.
- U planovima izgradnje stanova POS Hercegovačka i POS Sirobuja ćemo predvidjeti i stanove za zaštićene najmoprimce. Međutim, to nije dovoljno za sve obitelji.
Od Vlade ćemo tražiti da sufinancira ove naše projekte, ali i da državne stanove u Splitu, da Gradu da ih renovira i u njih useli zaštićene najmoprimce. Još jednom šaljem poruku da nećemo bježati od ovih problema, kako to godinama radi Vlada i riješit ćemo u prvom mandatu ovaj problem - zaključio je.
