Na sjednici Gradskog vijeća gradonačelnik Ivica Puljak je rekao da će žiriranje i odabir pobjednika za natječaj za Istočnu obalu gradske luke biti provedeno od 16. do 19. prosinca. Zanimalo nas je koliko je radova pristiglo na Anketni natječaj za idejno rješenje Istočne obale.

- Na anketni natječaj za Istočnu obalu pristiglo je 12 rješenjam koja će biti predmet vrednovanja od strane ocjenjivačkog suda - odgovorio nam je Teo Vojković, v.d. pročelnik Upravnog odjela za urbanizam i izgradnju.

Natječaj za istočnu obalu je gradski projekt o kojem se desetljećima govori. Obuhvat natječaja osim obalnog dijela obuhvaća željeznički i autobusni kolodvor, kolosjeke, pripadajuće ceste, Katalinićev brig, te zgradu "Dalmacijavina".

Za razliku od prijašnjih koncepata megalomanske gradnje hotela, Program ovog natječaja nudi drugačije principe, ističe prilagodbu na klimatske promjene, održivi urbani razvoj i zelenu infrastrukturu. Odbačena je gradnja golemih hotela i casina.

– Preporukom gradonačelnika Ivice Puljka i gradske stručne službe za značajno smanjenje dozvoljene površine nove izgradnje, te ukidanjem mogućnosti stambene i hotelske izgradnje, natjecateljima se želi posebno naglasiti važnost neodgodive primjene aktualnih ekoloških politika, među kojima su najvažnije Strategija EU-a za prilagodbu klimatskim promjenama i Strategija za zelenu infrastrukturu EU-a – napominje se, između ostalog, u Programu natječaja.

Od natjecatelja se očekivalo da ponude urbanu regeneraciju prostora Istočne obale, "transformiranje prostora s ‘izgubljenim identitetom‘ i stvaranja novog identiteta". Dakako, nije se zaboravilo na prometne gužve pa u Programu stoji kako je "prioritetni zadatak ovog natječaja rješenje kolnog ulaza i izlaza iz luke".

Ipak, valja reći da je 12 radova koliko je stiglo na anketni natječaj značajno manje nego prije deset godina, kad je 2012. godine došlo skoro tri puta više rješenja. Naime, za vrijeme mandata gradonačelnika Željka Keruma bio je također raspisan anketni natječaj za Istočnu obalu na kojeg su stigla 34 natječajna rada.

Tada su bile dodijeljene tri jednakovrijedne nagrade, ali natječaj je zbog žalbe jednog natjecatelja poništila Državna komisija za kontrolu postupka javne nabave jer su nagrađena tri, a ne pet radova kako je bilo raspisano. No, čitav tijek natječaja pratile su afere, dok je ovaj natječaj za sada prošao dosta "tiho".

Premda anketni natječaj za Istočnu obalu ni približno nije pobudio interes kao prošli natječaj to, naravno, ne znači da možda neće biti kvalitetnih rješenja. Upitali smo za komentar Dašu Gazde, predsjednicu Društva arhitekata Split.

- Mislim da ljudi koji su radili prvi put nisu radili sada, plus drugačije su bile okolnosti, smanjila se izgrađenost, neke stvari su bile općenitije i opširnije. To je velik posao, ne znam tko može priuštiti da radi tri mjeseca natječaj koji je samo anketni i nema dalje.

Ali, nije poanta samih radova, nego je poanta što se s tim radovima može nakon. To će biti podloga za urbanistički plan uređenja Istočne obale i za ugrađivanje u GUP.

Znači, za promjenu prostorno-planske dokumentacije, da se vidi smjer. I zato je najvažniji rad žirija koji će obaviti svoj posao. Mislim da je žiri stvarno dobar što se tiče stručnjaka, od svuda su, različitih kalibara. Vidit ćemo - kaže predsjednica DAS-a Daša Gazde.

Na sjednici Gradskog vijeća gradonačelnik Ivica Puljak je rekao da će žiriranje i odabir pobjednika za natječaj za Istočnu obalu gradske luke biti provedeno od 16. do 19. prosinca. Zanimalo nas je koliko je radova pristiglo na Anketni natječaj za idejno rješenje Istočne obale.

- Na anketni natječaj za Istočnu obalu pristiglo je 12 rješenjam koja će biti predmet vrednovanja od strane ocjenjivačkog suda - odgovorio nam je Teo Vojković, v.d. pročelnik Upravnog odjela za urbanizam i izgradnju.

Natječaj za istočnu obalu je gradski projekt o kojem se desetljećima govori. Obuhvat natječaja osim obalnog dijela obuhvaća željeznički i autobusni kolodvor, kolosjeke, pripadajuće ceste, Katalinićev brig, te zgradu "Dalmacijavina".

Za razliku od prijašnjih koncepata megalomanske gradnje hotela, Program ovog natječaja nudi drugačije principe, ističe prilagodbu na klimatske promjene, održivi urbani razvoj i zelenu infrastrukturu. Odbačena je gradnja golemih hotela i casina.

– Preporukom gradonačelnika Ivice Puljka i gradske stručne službe za značajno smanjenje dozvoljene površine nove izgradnje, te ukidanjem mogućnosti stambene i hotelske izgradnje, natjecateljima se želi posebno naglasiti važnost neodgodive primjene aktualnih ekoloških politika, među kojima su najvažnije Strategija EU-a za prilagodbu klimatskim promjenama i Strategija za zelenu infrastrukturu EU-a – napominje se, između ostalog, u Programu natječaja.

Od natjecatelja se očekivalo da ponude urbanu regeneraciju prostora Istočne obale, "transformiranje prostora s ‘izgubljenim identitetom‘ i stvaranja novog identiteta". Dakako, nije se zaboravilo na prometne gužve pa u Programu stoji kako je "prioritetni zadatak ovog natječaja rješenje kolnog ulaza i izlaza iz luke".

Ipak, valja reći da je 12 radova koliko je stiglo na anketni natječaj značajno manje nego prije deset godina, kad je 2012. godine došlo skoro tri puta više rješenja. Naime, za vrijeme mandata gradonačelnika Željka Keruma bio je također raspisan anketni natječaj za Istočnu obalu na kojeg su stigla 34 natječajna rada.

Tada su bile dodijeljene tri jednakovrijedne nagrade, ali natječaj je zbog žalbe jednog natjecatelja poništila Državna komisija za kontrolu postupka javne nabave jer su nagrađena tri, a ne pet radova kako je bilo raspisano. No, čitav tijek natječaja pratile su afere, dok je ovaj natječaj za sada prošao dosta "tiho".

Premda anketni natječaj za Istočnu obalu ni približno nije pobudio interes kao prošli natječaj to, naravno, ne znači da možda neće biti kvalitetnih rješenja. Upitali smo za komentar Dašu Gazde, predsjednicu Društva arhitekata Split.

- Mislim da ljudi koji su radili prvi put nisu radili sada, plus drugačije su bile okolnosti, smanjila se izgrađenost, neke stvari su bile općenitije i opširnije. To je velik posao, ne znam tko može priuštiti da radi tri mjeseca natječaj koji je samo anketni i nema dalje.

Ali, nije poanta samih radova, nego je poanta što se s tim radovima može nakon. To će biti podloga za urbanistički plan uređenja Istočne obale i za ugrađivanje u GUP.

Znači, za promjenu prostorno-planske dokumentacije, da se vidi smjer. I zato je najvažniji rad žirija koji će obaviti svoj posao. Mislim da je žiri stvarno dobar što se tiče stručnjaka, od svuda su, različitih kalibara. Vidit ćemo - kaže predsjednica DAS-a Daša Gazde.
