Visoki upravni sud u Zagrebu potvrdio je rješenje Agencije za zaštitu tržišnog natjecanja (AZTN-a,) koji je u svojoj istrazi utvrdio da je 14 splitskih autoškola sklopilo kartelni sporazum oko povećanja cijena polaganja vozačkih ispita. Otkriveno je to na način da su proveli forenzički pregled komunikacije predstavnika splitskih autoškola u WhatsApp grupama koje su formirali radi koordiniranja aktivnosti oko dizanja cijena piše Poslovni dnevnik.

Već te 2019. godine AZTN je tim školama odrezao kaznu od ukupno 465 tisuća kuna,a sada je ta odluka i potvrđena rješenjem Visokog upravnog suda.

Splitske autoškole, njih pet koje su podnijele tužbu (Bul, Croatia start, Hajduk, Dalmacija i AMK Split), kao argumente protiv izrečene sankcije antimonopolske agencije navele su da AZTN nije uključio i ostatak lokalnog i državnog tržišta, koje je u tom razdoblju također podizao cijene usluga, i to, tvrde, u jednakom postotku.

Njihove promjene cijena, kako su tvrdili, ni po ničemu nisu odudarale od povećanja cijena kod ostalih autoškola koje nisu bile obuhvaćene AZTN-ovom istragom.

Zaključak AZTN-a glasi:"Cilj formiranja WhatsApp grupa nije bio u postizanju tajnog zabranjenog sporazuma, već da se na tim grupama objave cijene do kojih su došle pojedine autoškole, nakon što su primijenile metodologiju izračuna koje su ranije usuglasile, a s obzirom na nejasnoće u normativnim aktima koji su trebali stupiti na snagu", obrazložili su spornu komunikaciju koju su obrađivali AZTN-ovi IT-forenzičari.

Kontaktirali smo neke od vlasnika spomentih splitskih autoškola koji nisu javno htjeli komentirati novonastalu situaciju,ali su nam neslužbeno rekli da se ovdje radi o klasičnoj represivnoj priči prema njima. Mnogi od njih su te svoje kazne već platili i za njih je ta priča gotova,ali su jako ljuti i ovoim rješenjem i obrazloženjem AZTN-a.

Kako su sudu pokušali razjasniti, nije im bio cilj utvrditi visinu cijene, nego način izračuna koštanja sata,ali ta njihova priča očito nije prošla.

Žale se da je pala potražnja za sve kategorije, a naročito za polaganje ispita za one profesionalne, i to najviše za vozače autobusa za koju je interes od početka pandemije pao na minimum.

"Cijene polaganja su ostale iste kao prije petnaest godina,a oni su obuku za vožnju nudili po cijenama kao što su bile prije petnaest godina kada je bilo jeftinije i gorivo i kada automobili za obuku i vkožnju nisu morali imati tako visoke standarde i nisku godinu proizvodnje.

Visoki upravni sud u Zagrebu potvrdio je rješenje Agencije za zaštitu tržišnog natjecanja (AZTN-a,) koji je u svojoj istrazi utvrdio da je 14 splitskih autoškola sklopilo kartelni sporazum oko povećanja cijena polaganja vozačkih ispita. Otkriveno je to na način da su proveli forenzički pregled komunikacije predstavnika splitskih autoškola u WhatsApp grupama koje su formirali radi koordiniranja aktivnosti oko dizanja cijena piše Poslovni dnevnik.

Već te 2019. godine AZTN je tim školama odrezao kaznu od ukupno 465 tisuća kuna,a sada je ta odluka i potvrđena rješenjem Visokog upravnog suda.

Splitske autoškole, njih pet koje su podnijele tužbu (Bul, Croatia start, Hajduk, Dalmacija i AMK Split), kao argumente protiv izrečene sankcije antimonopolske agencije navele su da AZTN nije uključio i ostatak lokalnog i državnog tržišta, koje je u tom razdoblju također podizao cijene usluga, i to, tvrde, u jednakom postotku.

Njihove promjene cijena, kako su tvrdili, ni po ničemu nisu odudarale od povećanja cijena kod ostalih autoškola koje nisu bile obuhvaćene AZTN-ovom istragom.

Zaključak AZTN-a glasi:"Cilj formiranja WhatsApp grupa nije bio u postizanju tajnog zabranjenog sporazuma, već da se na tim grupama objave cijene do kojih su došle pojedine autoškole, nakon što su primijenile metodologiju izračuna koje su ranije usuglasile, a s obzirom na nejasnoće u normativnim aktima koji su trebali stupiti na snagu", obrazložili su spornu komunikaciju koju su obrađivali AZTN-ovi IT-forenzičari.

Kontaktirali smo neke od vlasnika spomentih splitskih autoškola koji nisu javno htjeli komentirati novonastalu situaciju,ali su nam neslužbeno rekli da se ovdje radi o klasičnoj represivnoj priči prema njima. Mnogi od njih su te svoje kazne već platili i za njih je ta priča gotova,ali su jako ljuti i ovoim rješenjem i obrazloženjem AZTN-a.

Kako su sudu pokušali razjasniti, nije im bio cilj utvrditi visinu cijene, nego način izračuna koštanja sata,ali ta njihova priča očito nije prošla.

Žale se da je pala potražnja za sve kategorije, a naročito za polaganje ispita za one profesionalne, i to najviše za vozače autobusa za koju je interes od početka pandemije pao na minimum.

"Cijene polaganja su ostale iste kao prije petnaest godina,a oni su obuku za vožnju nudili po cijenama kao što su bile prije petnaest godina kada je bilo jeftinije i gorivo i kada automobili za obuku i vkožnju nisu morali imati tako visoke standarde i nisku godinu proizvodnje.

Visoki upravni sud u Zagrebu potvrdio je rješenje Agencije za zaštitu tržišnog natjecanja (AZTN-a,) koji je u svojoj istrazi utvrdio da je 14 splitskih autoškola sklopilo kartelni sporazum oko povećanja cijena polaganja vozačkih ispita. Otkriveno je to na način da su proveli forenzički pregled komunikacije predstavnika splitskih autoškola u WhatsApp grupama koje su formirali radi koordiniranja aktivnosti oko dizanja cijena piše Poslovni dnevnik.

Već te 2019. godine AZTN je tim školama odrezao kaznu od ukupno 465 tisuća kuna,a sada je ta odluka i potvrđena rješenjem Visokog upravnog suda.

Splitske autoškole, njih pet koje su podnijele tužbu (Bul, Croatia start, Hajduk, Dalmacija i AMK Split), kao argumente protiv izrečene sankcije antimonopolske agencije navele su da AZTN n...
