Splitska Građevinska inspekcija nije našla ništa sporno u rekonstrukciji investitora, tvrtke Spar Hrvatska d.o.o., sa sjedištem u Zagrebu, koja u nekoć zapuštenom poslovnom prostoru u Ulici Ruđera Boškovića 22 i 24 uskoro namjerava otvoriti još jednu u nizu svojih trgovina.

Podsjetimo, redakciji Slobodne Dalmacije obratili su se stanari/suvlasnici na adresi Ruđera Boškovića 24, osupnuti radovima, koji se izvode na njihovu ulazu i u strahu po vlastitu sigurnost zbog građevinskih intervencija po SPAR-ovoj narudžbi, ponajprije zbog, kako su nam rekli "postavljanja na vrh zgrade tone i pol teškog ventilacijskog postrojenja i pilanja nosivih zidova o čemu su se uvjerili na vlastite oči". Priznavši, doduše, kako se neki među njima, u neznanju, potpisali suglasnost investitoru, u očaju su zavapili "srušit će nam se zgrada" i javno uputili apel za hitno zaustavljanje radova. Bez uspjeha...

Istodobno je, doznali smo, reagirala i Udruga INOVA za istraživanje urbanističke teorije i prakse i prijavila investitora "tvrtku Spar Hrvatska d.o.o., radi nezakonite rekonstrukcije posebnog dijela nekretnine označene kao k. č. br. 13979/1 i 13979/2 (čest. zem. *5355/1 i *5355/2) k. o. Split, u naravi nekoć zapuštenog poslovnog prostora anagrafske oznake Ruđera Boškovića 22 i 24, Split". Prema stručnom mišljenju članica udruge o nikakvoj jednostavnoj građevini nema ni govora, a građevinske dozvole za ono što se radi - nema!

"Nezakonita rekonstrukcija se u bitnome sastoji od dogradnje postojeće zgrade u koridor javne prometne površine, nezakonitog povećanja bruto razvijene površine, promjeni namjene bez odgovarajućeg akta, značajnom utjecaju na temeljne zahtjeve za građevinu kao što su mehanička otpornost i stabilnost (uklanjanje nosivih dijelova stropova i zidova), a što predstavlja ujedno zajedničke dijelove ove nekretnine, sigurnost u slučaju požara (dodavanje dimnjaka na istočnom pročelju), postavljanje teških strojeva na krov zgrade, značajan utjecaj na higijenu, zdravlje i (urbani) okoliš, energetsku učinkovitost postojeće zgrade (probijanje pročelja), nepropisne i nesigurne organizacije gradilišta...

U pitanju je nevjerojatno rušilačko i ignorantno postupanje prijavljenog investitora bez valjanog upravnog akta kojim bi se ovakva rekonstrukcija dopustila. Pri tome, nikakav akt nije ni mogao biti zakonito izdan", stajalo je, između ostalog, u prijavi s potpisima dipl. ing. arh. Mariane Bucat, dipl. ing. arh. Jelene Borote i doc. dr. sc. Višnje Kukoč, predavačice na splitskom Fakultetu građevinarstva, arhitekture i geodezije.

Iz Državnog inspektorata (DIRH) potvrdili su, na naš upit, kako je Građevinska inspekcija obavila inspekcijski očevid.

"Nakon provedenog inspekcijskog postupka i saslušanja predstavnika investitora utvrđeno je da se radovi izvode prema glavnom projektu na koji projekt su ishođene potvrde javnopravnih tijela, a pozivom na odredbe članka 5. točka 2. i točka 9. Pravilnika o jednostavnim i drugim građevinama i radovima, te da u ovom trenutku nema osnova za pokretanje upravnog inspekcijskog postupka", poručili su iz DIRH-a. Članice Udruge INOVA komentirale su kako je "žalosno na šta sliči postupanje Građevinske inspekcije u konkretnom slučaju".

Inače, niz upita o gradnji na lokaciji Ruđera Boškovića 22 i 24 prije tri tjedna poslali smo i tvrtki Spar Hrvatska d.o.o.. Odgovori do danas nisu stigli niti smo s bilo kim u tvrtki, dalje od centrale, uspjeli stupiti u kontakt.

Udruga INOVA: ‘To je teror austrijskih prodavača‘

"Iako je inspekcija dužna izdati akt, kojega, prvo i osnovno, treba poslati strankama u postupku, tako je propisano zakonom, inspekcija najprije odgovara novinaru. Čak i da nije propisano zakonom, bilo bi pristojno za početak obavijestiti one koji su za slučaj izravno zainteresirani i one koji su slučajem izravno ugroženi. Ovakav postupak puno govori o stanju institucije. Važniji je medijski utisak nego sigurnost građana i njihove ili javne imovine. Dodatno, teror kojeg austrijski prodavači sprovode nad stanarima, kao što je smrad od pečenih, davno smrznutih životinja, vibracije od skalamerije, ugrožavanje statike, buka i slično, nažalost, u Splitu nije novina. Nagrđivanje urednih pročelja, ovdje djelomično obloženih prirodnim kamenom ne treba ni spominjati. Pouzdano znamo da je inspekcija ranije donosila sasvim drugačija rješenja. Srećom, Dalmacija je još uvijek koliko - toliko slobodna pa je moguće jasno i precizno komunicirati o čemu se radi", kazale su članice Udruge INOVA.

Splitska Građevinska inspekcija nije našla ništa sporno u rekonstrukciji investitora, tvrtke Spar Hrvatska d.o.o., sa sjedištem u Zagrebu, koja u nekoć zapuštenom poslovnom prostoru u Ulici Ruđera Boškovića 22 i 24 uskoro namjerava otvoriti još jednu u nizu svojih trgovina.

Podsjetimo, redakciji Slobodne Dalmacije obratili su se stanari/suvlasnici na adresi Ruđera Boškovića 24, osupnuti radovima, koji se izvode na njihovu ulazu i u strahu po vlastitu sigurnost zbog građevinskih intervencija po SPAR-ovoj narudžbi, ponajprije zbog, kako su nam rekli "postavljanja na vrh zgrade tone i pol teškog ventilacijskog postrojenja i pilanja nosivih zidova o čemu su se uvjerili na vlastite oči". Priznavši, doduše, kako se neki među njima, u neznanju, potpisali suglasnost investitoru, u očaju su zavapili "srušit će nam se zgrada" i javno uputili apel za hitno zaustavljanje radova. Bez uspjeha...

Istodobno je, doznali smo, reagirala i Udruga INOVA za istraživanje urbanističke teorije i prakse i prijavila investitora "tvrtku Spar Hrvatska d.o.o., radi nezakonite rekonstrukcije posebnog dijela nekretnine označene kao k. č. br. 13979/1 i 13979/2 (čest. zem. *5355/1 i *5355/2) k. o. Split, u naravi nekoć zapuštenog poslovnog prostora anagrafske oznake Ruđera Boškovića 22 i 24, Split". Prema stručnom mišljenju članica udruge o nikakvoj jednostavnoj građevini nema ni govora, a građevinske dozvole za ono što se radi - nema!

"Nezakonita rekonstrukcija se u bitnome sastoji od dogradnje postojeće zgrade u koridor javne prometne površine, nezakonitog povećanja bruto razvijene površine, promjeni namjene bez odgovarajućeg akta, značajnom utjecaju na temeljne zahtjeve za građevinu kao što su mehanička otpornost i stabilnost (uklanjanje nosivih dijelova stropova i zidova), a što predstavlja ujedno zajedničke dijelove ove nekretnine, sigurnost u slučaju požara (dodavanje dimnjaka na istočnom pročelju), postavljanje teških strojeva na krov zgrade, značajan utjecaj na higijenu, zdravlje i (urbani) okoliš, energetsku učinkovitost postojeće zgrade (probijanje pročelja), nepropisne i nesigurne organizacije gradilišta...

U pitanju je nevjerojatno rušilačko i ignorantno postupanje prijavljenog investitora bez valjanog upravnog akta kojim bi se ovakva rekonstrukcija dopustila. Pri tome, nikakav akt nije ni mogao biti zakonito izdan", stajalo je, između ostalog, u prijavi s potpisima dipl. ing. arh. Mariane Bucat, dipl. ing. arh. Jelene Borote i doc. dr. sc. Višnje Kukoč, predavačice na splitskom Fakultetu građevinarstva, arhitekture i geodezije.

Iz Državnog inspektorata (DIRH) potvrdili su, na naš upit, kako je Građevinska inspekcija obavila inspekcijski očevid.

"Nakon provedenog inspekcijskog postupka i saslušanja predstavnika investitora utvrđeno je da se radovi izvode prema glavnom projektu na koji projekt su ishođene potvrde javnopravnih tijela, a pozivom na odredbe članka 5. točka 2. i točka 9. Pravilnika o jednostavnim i drugim građevinama i radovima, te da u ovom trenutku nema osnova za pokretanje upravnog inspekcijskog postupka", poručili su iz DIRH-a. Članice Udruge INOVA komentirale su kako je "žalosno na šta sliči postupanje Građevinske inspekcije u konkretnom slučaju".

Inače, niz upita o gradnji na lokaciji Ruđera Boškovića 22 i 24 prije tri tjedna poslali smo i tvrtki Spar Hrvatska d.o.o.. Odgovori do danas nisu stigli niti smo s bilo kim u tvrtki, dalje od centrale, uspjeli stupiti u kontakt.

Udruga INOVA: ‘To je teror austrijskih prodavača‘

"Iako je inspekcija dužna izdati akt, kojega, prvo i osnovno, treba poslati strankama u postupku, tako je propisano zakonom, inspekcija najprije odgovara novinaru. Čak i da nije propisano zakonom, bilo bi pristojno za početak obavijestiti one koji su za slučaj izravno zainteresirani i one koji su slučajem izravno ugroženi. Ovakav postupak puno govori o stanju institucije. Važniji je medijski utisak nego sigurnost građana i njihove ili javne imovine. Dodatno, teror kojeg austrijski prodavači sprovode nad stanarima, kao što je smrad od pečenih, davno smrznutih životinja, vibracije od skalamerije, ugrožavanje statike, buka i slično, nažalost, u Splitu nije novina. Nagrđivanje urednih pročelja, ovdje djelomično obloženih prirodnim kamenom ne treba ni spominjati. Pouzdano znamo da je inspekcija ranije donosila sasvim drugačija rješenja. Srećom, Dalmacija je još uvijek koliko - toliko slobodna pa je moguće jasno i precizno komunicirati o čemu se radi", kazale su članice Udruge INOVA.
