Portal Mirovina iznio je detaljne upute za stjecanje besplatnog dopunskog osiguranja za umirovljenike, koje prenosimo u nastavku.
Cenzusi za besplatno dopunsko zdravstveno osiguranje bi s prvim danom idućeg mjeseca trebali porasti na 2.500 kuna za samca i 2.000 kuna za člana obitelji.
Velik je to skok sa sadašnjih 2.047 kuna za samca i 1.600 kuna za člana obitelji, a rezultat bi trebao biti oko 120 tisuća građana, mahom umirovljenika, koji će ostvariti pravo na besplatno dopunsko osiguranje, navodi se na portalu.
Najviše mirovina je između 2.000 i 2.500 kuna
Prema Statističkim informacijama HZMO-a, najviše mirovina je upravo u rasponu od 2.000 do 2.500 kuna, gotovo 200 tisuća.
Trenutačni cenzusi pokrivaju tek manji dio tih ljudi, a sa skokom bi trebali “uloviti” većinu. Važno je napomenuti da je kod prihodovnog cenzusa za samca stvar poprilično jasna, a da se kod prihodovnog cenzusa za člana obitelji iskazuje po članu obitelj i ne smije biti veći od 2.000 kuna. Drugim riječima, umirovljenik samac s mirovinom od 2.400 kuna će moći ostvariti besplatno dopunsko osiguaranje, ali bračni partneri s mirovinama (svako od njih) od 2.400 kuna neće moći ostvariti to pravo. Pri tome se uzima u obzir prihod svih osoba koje žive u zajedničkom kućanstvu.
Nisu svi umirovljenici samci, ali u kategoriji obiteljskih mirovina bi ih trebalo biti najviše. Njih je oko 215 tisuća, prosječna mirovina im iznosi 2.094 kune, tako da će sa skokom cenzusa dobar dio njih moći ostvariti pravo na besplatno dopunsko.
Naravno, ove skupine umirovljenika ne treba jednoznačno zbrajati i predstavljati ih kao nove korisnike besplatnog dopunskog osiguranja – oni koji su ispod cenzusa ga vrlo vjerojatno već koriste, a dobar dio njih s primanjima iznad cenzusa će, ako žele dopunsko osiguranje, nastaviti plaćati policu koja košta 70 kuna mjesečno.
Zakon još nije u proceduri, a trebao bi stupiti na snagu za 25 dana
Kako doznaje mirovina.hr od Silvana Hrelje, od 2016. godine do kraja 2020. broj ljudi kojima je država plaćala dopunsku zdravstvenu zaštitu “skljokao” se s 595 na 305 tisuća. Prijedlog zakona se još uvijek ne može pronaći na stranicama sabora, no rezultat bi trebao biti da će novi cenzusi “instantno” obuhvatiti 120 tisuća ljudi koji su tijekom godina ispali iz sustava besplatne dopunske zaštite.
Umirovljenici su najčešće ispadali zbog usklađivanja mirovina i to je godinama bilo posebno tragično. Usklađivanjem bi prevalili cenzus za desetak kuna i ostajali bez dopunskog osiguranja koje na godišnjoj razini košta 840 kuna.
Kako se prijaviti kada zakon stupi na snagu?
Saborska rasprava po hitnom postupku bi se trebala odviti nekada ovog mjeseca, a predviđeni datum stupanja na snagu je 1. studenog ove godine. U studenom će se izvršiti i usklađivanje cenzusa (dakle porast će za još nekoliko posto i može se očekivati da će biti blago veći od 2.500 i 2.000 kuna), tako da je možda najbolje pričekati da i usklađivanje stupi na snagu.
Umjesto da vas sustav “automatski” ubaci, morat ćete osobno ugovoriti policu dopunskog osiguranja na teret proračuna kod Hrvatskog zavoda za zdravstveno osiguranje.
Jedna od opcija je da to učinite online, a možete i “klasično” otići u HZZO ugovoriti policu. Možete ih i telefonski kontaktirati prije nego što fizički odete tamo da vam slučajno ne bi nedostajao “jedan papir”.
Inače, osim osnovnih osobnih infomacija, trebat će vam dokaz o visini mirovine ostvarene u RH, visini drugog dohotka (ako ga ostvarujete), o visini novčanih prava koje ostvarujete prema propisima o socijalnoj skrbi (ako ih imate).

Portal Mirovina iznio je detaljne upute za stjecanje besplatnog dopunskog osiguranja za umirovljenike, koje prenosimo u nastavku.
Cenzusi za besplatno dopunsko zdravstveno osiguranje bi s prvim danom idućeg mjeseca trebali porasti na 2.500 kuna za samca i 2.000 kuna za člana obitelji.
Velik je to skok sa sadašnjih 2.047 kuna za samca i 1.600 kuna za člana obitelji, a rezultat bi trebao biti oko 120 tisuća građana, mahom umirovljenika, koji će ostvariti pravo na besplatno dopunsko osiguranje, navodi se na portalu.
Najviše mirovina je između 2.000 i 2.500 kuna
Prema Statističkim informacijama HZMO-a, najviše mirovina je upravo u rasponu od 2.000 do 2.500 kuna, gotovo 200 tisuća.
Trenutačni cenzusi pokrivaju tek manji dio tih ljudi, a sa skokom bi trebali “uloviti” većinu. Važno je napomenuti da je kod prihodovnog cenzusa za samca stvar poprilično jasna, a da se kod prihodovnog cenzusa za člana obitelji iskazuje po članu obitelj i ne smije biti veći od 2.000 kuna. Drugim riječima, umirovljenik samac s mirovinom od 2.400 kuna će moći ostvariti besplatno dopunsko osiguaranje, ali bračni partneri s mirovinama (svako od njih) od 2.400 kuna neće moći ostvariti to pravo. Pri tome se uzima u obzir prihod svih osoba koje žive u zajedničkom kućanstvu.
Nisu svi umirovljenici samci, ali u kategoriji obiteljskih mirovina bi ih trebalo biti najviše. Njih je oko 215 tisuća, prosječna mirovina im iznosi 2.094 kune, tako da će sa skokom cenzusa dobar dio njih moći ostvariti pravo na besplatno dopunsko.
Naravno, ove skupine umirovljenika ne treba jednoznačno zbrajati i predstavljati ih kao nove korisnike besplatnog dopunskog osiguranja – oni koji su ispod cenzusa ga vrlo vjerojatno već koriste, a dobar dio njih s primanjima iznad cenzusa će, ako žele dopunsko osiguranje, nastaviti plaćati policu koja košta 70 kuna mjesečno.
Zakon još nije u proceduri, a trebao bi stupiti na snagu za 25 dana
Kako doznaje mirovina.hr od Silvana Hrelje, od 2016. godine do kraja 2020. broj ljudi kojima je država plaćala dopunsku zdravstvenu zaštitu “skljokao” se s 595 na 305 tisuća. Prijedlog zakona se još uvijek ne može pronaći na stranicama sabora, no rezultat bi trebao biti da će novi cenzusi “instantno” obuhvatiti 120 tisuća ljudi koji su tijekom godina ispali iz sustava besplatne dopunske zaštite.
Umirovljenici su najčešće ispadali zbog usklađivanja mirovina i to je godinama bilo posebno tragično. Usklađivanjem bi prevalili cenzus za desetak kuna i ostajali bez dopunskog osiguranja koje na godišnjoj razini košta 840 kuna.
Kako se prijaviti kada zakon stupi na snagu?
Saborska rasprava po hitnom postupku bi se trebala odviti nekada ovog mjeseca, a predviđeni datum stupanja na snagu je 1. studenog ove godine. U studenom će se izvršiti i usklađivanje cenzusa (dakle porast će za još nekoliko posto i može se očekivati da će biti blago veći od 2.500 i 2.000 kuna), tako da je možda najbolje pričekati da i usklađivanje stupi na snagu.
Umjesto da vas sustav “automatski” ubaci, morat ćete osobno ugovoriti policu dopunskog osiguranja na teret proračuna kod Hrvatskog zavoda za zdravstveno osiguranje.
Jedna od opcija je da to učinite online, a možete i “klasično” otići u HZZO ugovoriti policu. Možete ih i telefonski kontaktirati prije nego što fizički odete tamo da vam slučajno ne bi nedostajao “jedan papir”.
Inače, osim osnovnih osobnih infomacija, trebat će vam dokaz o visini mirovine ostvarene u RH, visini drugog dohotka (ako ga ostvarujete), o visini novčanih prava koje ostvarujete prema propisima o socijalnoj skrbi (ako ih imate).
