Cijene jela u menzama posljednju su promjenu doživjele početkom 2013. godine. Zbog poskupljenja namirnica, ali i energenata, studentski centri od Ministarstva znanosti i obrazovanja traže da se ona sada korigira, i to već od 1. rujna.

Ministarstvo znanosti i obrazovanja ove godine mijenja Pravilnik o studentskoj prehrani, a kako nam kažu, ne razmatraju povećanje cijena i korekciju stope subvencije prehrane.

Cijene namirnica značajno su porasle u zadnjih godinu dana, a od ove i cijene plina te struje. Kako smo nedavno pisali, studentski centri zatražili su zbog toga od ministarstva promjenu Pravilnika o studentskoj prehrani koja bi uključila i korekciju cijena. Predložili su i uvođenje 415 novih jela, piše Martina Gelenčir za Srednju.hr.

Iz ministarstva navode kako se o promjeni cijena za sada ne promišlja.

– Imajući u vidu prehrambene trendove korisnika usluge, proširivanje raznolikosti obroka u sustavu subvencionirane prehrane studenata svakako je jedan od elemenata o kojem Povjerenstvo za izradu nacrta prijedloga Pravilnika o uvjetima i načinu ostvarivanja prava na pokriće troškova prehrane studenata promišlja prilikom rasprava o mogućim izmjenama predmetnog pravilnika, međutim, ministarstvo ne razmatra povećanje obračunskih cijena i korekciju stope subvencije prehrane studenata, stoji u odgovoru Ministarstva znanosti i obrazovanja na naš upit kako komentiraju zahtjev studentskih centara za korekcijom cijena u studentskim restoranima.

Cijene jela, naime, propisane su upravo spomenutim pravilnikom koji bi se uskoro trebao mijenjati. Posljednji je rađen još 2012. godine temeljem cijena koje su važile godinu prije, dok je na snagu stupio 2013. godine. Tim pravilnikom povećana je ekonomska cijena menija sa 16,70 kuna na 22,60 kuna, a smanjen je postotak subvencije države za meni sa 73,65 posto na 71,24 posto. Za studente je to 2013. značilo porast cijene menija s 4,40 na 6,50 kuna, koliko on još uvijek košta.

No, studentski centri traže da se cijene, s obzirom na dosadašnja i najavljena poskupljenja, korigiraju već od 1. rujna.

Osim komentara na zahtjev studentskih centara, ministarstvo smo pitali i koje se još promjene planiraju uvesti u novi Pravilnik. Za sada ne otkrivaju puno, piše Srednja.hr.

– U smislu dodatnih elemenata koji će utjecati na kvalitetu usluge prehrane studenata, prateći razvoj tehnologije koji nameće potrebu za unaprjeđenjem trenutačnog sustava pružanja usluge, Sveučilišni računski centar je prema uputama ministarstva pripremio nove resurse i aplikativna rješenja koji će omogućiti veću prilagodljivost potrebama davatelja usluge prehrane studenata u smislu slobode kreiranja načina poslovanja, a dio davatelja usluge već je implementirao određene novitete koji studentima olakšavaju pristup usluzi, odgovaraju iz ministarstva.

Inače, promjene Pravilnika o studentskoj prehrani najavljuju se posljednjih nekoliko godina, ali do sada se stvari nisu pomaknule 's mrtve točke'. Još u prvoj polovici 2020. godine, Ministarstvo znanosti i obrazovanja provelo je među studentima upitnik o zadovoljstvu i prehrambenim navikama studenata. Rezultati tog upitnika trebali su poslužiti kao temelj za izradu novog Pravilnika o studentskoj prehrani te je kasnije u tu svrhu osnovano i Povjerenstvo čija je zadaća izraditi nacrt toga pravilnika.

– Nastavak rada Povjerenstva za izradu nacrta prijedloga Pravilnika očekuje se tijekom travnja, a po izradi konačne inačice dokumenta, isti će biti upućen na javnu raspravu putem portala e-Savjetovanje u skladu s Planom savjetovanja sa zainteresiranom javnošću ministarstva za 2022. godinu kako bi se zainteresiranu javnost pravovremeno upoznalo sa svim eventualnim izmjenama u odnosu na važeći predmetni propis, kažu sada iz ministarstva.

A što kaže Plan savjetovanja Ministarstva za 2022. godinu? Pravilnik o uvjetima i načinu ostvarivanja prava na pokriće troškova prehrane studenata na javnoj raspravi trebao bi se naći tek početkom listopada. Javna rasprava trajala bi 30 dana, a Pravilnik bi na snagu trebao stupiti nakon toga, tek u posljednjem kvatralu ove kalendarske godine, piše Srednja.hr.

Cijene jela u menzama posljednju su promjenu doživjele početkom 2013. godine. Zbog poskupljenja namirnica, ali i energenata, studentski centri od Ministarstva znanosti i obrazovanja traže da se ona sada korigira, i to već od 1. rujna.

Ministarstvo znanosti i obrazovanja ove godine mijenja Pravilnik o studentskoj prehrani, a kako nam kažu, ne razmatraju povećanje cijena i korekciju stope subvencije prehrane.

Cijene namirnica značajno su porasle u zadnjih godinu dana, a od ove i cijene plina te struje. Kako smo nedavno pisali, studentski centri zatražili su zbog toga od ministarstva promjenu Pravilnika o studentskoj prehrani koja bi uključila i korekciju cijena. Predložili su i uvođenje 415 novih jela, piše Martina Gelenčir za Srednju.hr.

Iz ministarstva navode kako se o promjeni cijena za sada ne promišlja.

– Imajući u vidu prehrambene trendove korisnika usluge, proširivanje raznolikosti obroka u sustavu subvencionirane prehrane studenata svakako je jedan od elemenata o kojem Povjerenstvo za izradu nacrta prijedloga Pravilnika o uvjetima i načinu ostvarivanja prava na pokriće troškova prehrane studenata promišlja prilikom rasprava o mogućim izmjenama predmetnog pravilnika, međutim, ministarstvo ne razmatra povećanje obračunskih cijena i korekciju stope subvencije prehrane studenata, stoji u odgovoru Ministarstva znanosti i obrazovanja na naš upit kako komentiraju zahtjev studentskih centara za korekcijom cijena u studentskim restoranima.

Cijene jela, naime, propisane su upravo spomenutim pravilnikom koji bi se uskoro trebao mijenjati. Posljednji je rađen još 2012. godine temeljem cijena koje su važile godinu prije, dok je na snagu stupio 2013. godine. Tim pravilnikom povećana je ekonomska cijena menija sa 16,70 kuna na 22,60 kuna, a smanjen je postotak subvencije države za meni sa 73,65 posto na 71,24 posto. Za studente je to 2013. značilo porast cijene menija s 4,40 na 6,50 kuna, koliko on još uvijek košta.

No, studentski centri traže da se cijene, s obzirom na dosadašnja i najavljena poskupljenja, korigiraju već od 1. rujna.

Osim komentara na zahtjev studentskih centara, ministarstvo smo pitali i koje se još promjene planiraju uvesti u novi Pravilnik. Za sada ne otkrivaju puno, piše Srednja.hr.

– U smislu dodatnih elemenata koji će utjecati na kvalitetu usluge prehrane studenata, prateći razvoj tehnologije koji nameće potrebu za unaprjeđenjem trenutačnog sustava pružanja usluge, Sveučilišni računski centar je prema uputama ministarstva pripremio nove resurse i aplikativna rješenja koji će omogućiti veću prilagodljivost potrebama davatelja usluge prehrane studenata u smislu slobode kreiranja načina poslovanja, a dio davatelja usluge već je implementirao određene novitete koji studentima olakšavaju pristup usluzi, odgovaraju iz ministarstva.

Inače, promjene Pravilnika o studentskoj prehrani najavljuju se posljednjih nekoliko godina, ali do sada se stvari nisu pomaknule 's mrtve točke'. Još u prvoj polovici 2020. godine, Ministarstvo znanosti i obrazovanja provelo je među studentima upitnik o zadovoljstvu i prehrambenim navikama studenata. Rezultati tog upitnika trebali su poslužiti kao temelj za izradu novog Pravilnika o studentskoj prehrani te je kasnije u tu svrhu osnovano i Povjerenstvo čija je zadaća izraditi nacrt toga pravilnika.

– Nastavak rada Povjerenstva za izradu nacrta prijedloga Pravilnika očekuje se tijekom travnja, a po izradi konačne inačice dokumenta, isti će biti upućen na javnu raspravu putem portala e-Savjetovanje u skladu s Planom savjetovanja sa zainteresiranom javnošću ministarstva za 2022. godinu kako bi se zainteresiranu javnost pravovremeno upoznalo sa svim eventualnim izmjenama u odnosu na važeći predmetni propis, kažu sada iz ministarstva.

A što kaže Plan savjetovanja Ministarstva za 2022. godinu? Pravilnik o uvjetima i načinu ostvarivanja prava na pokriće troškova prehrane studenata na javnoj raspravi trebao bi se naći tek početkom listopada. Javna rasprava trajala bi 30 dana, a Pravilnik bi na snagu trebao stupiti nakon toga, tek u posljednjem kvatralu ove kalendarske godine, piše Srednja.hr.
