O lošoj demografskoj situaciju u Hrvatskoj uoči popisa stanovništva planiranog za ovu jesen Jutarnji list je razgovarao s demografom Stjepanom Štercom s Odsjeka za demografiju i hrvatsko iseljeništvo na Hrvatskim studijima.

Razgovor prenosimo u cijelosti. 

Kakva nam je demografska slika?

- Hrvatska je ušla u demografski slom. Godišnje imamo 21.000 više umrlih nego rođenih. Ti se trendovi ne zaustavljaju. To su nevjerojatni i zabrinjavajući gubici. Već 30 godina imamo više umrlih nego rođenih. Udio starijih od 65 godina već je premašio udio mlađih od 18 godina. Na nepuna četiri milijuna stanovnika imamo oko milijun i pol zaposlenih i oko 2,5 milijuna neaktivnog stanovništva među koje spadaju i umirovljenici.

Takvi odnosi su neodrživi čak i za najrazvijenije društvo. Posebno je zabrinjavajuće što se broj učenika svake godine smanji za 8 do 9 tisuća. Tome doprinosi i iseljavanje obitelji s djecom. Po UN-ovim podacima, među najstarijim smo populacijama u svijetu i nalazimo se u središtu područja koje je na cijelom svijetu demografski najugroženije, a to je Balkan.

Koliko danas Hrvatska realno ima stanovnika?

- Prema procjeni na temelju Eurostatovih standarda, Hrvatska ima oko 3 milijuna i 850.000 stanovnika, iako će popis stanovništva vjerojatno pokazati veću brojku.

Kako dolazi do te razlike u podacima između Eurostata i hrvatskog popisa?

- Hrvatska je jedna od nekoliko zadnjih država EU u kojima se stanovništvo svakih deset godina popisuje na klasičan način, tako da popisivači obilaze domaćinstva i upisuju podatke koje im za cijelo kućanstvo često daje samo jedan član. Tako u konačnom zbroju završe i oni koji godinama ne žive u Hrvatskoj, ali u njoj imaju prijavljeno prebivalište, čime ostvaruju neka prava, primjerice na zdravstvenu zaštitu. Takva situacija, očito, odgovara političkoj eliti.

Smatrate li da treba ukinuti takav način popisivanja stanovništva?

- Umjesto popisa, koji nas košta između 180 i 200 milijuna kuna, trebamo uvesti registar stanovništva poput većine razvijenih europskih zemalja, pa i susjedne Slovenije. Registar stanovništva bio bi u nadležnosti Državnog zavoda za statistiku, a podacima o broju rođenih, umrlih, iseljenih i useljenih bi ga punili MUP i zdravstveni sustav. Zakonski bi svi stanovnici koji su u registru bili dužni ispuniti formular u kojem bi DZS-u dostavili tražene podatke.

Hrvatska se, međutim, drži zastarjelog modela koji puno košta i ne donosi ispravne brojke, ali zato imamo birački popis u kojem je barem 300.000 ljudi više nego što je stanovništva starijeg od 18 godina. To se pokazuje na izborima kada ti ljudi u Hrvatsku dolaze glasati i istog se dana vraćaju u zemlje u kojima doista žive, a to su najčešće Srbija i Bosna i Hercegovina.

Postoje li neka rješenja koja bi mogla biti učinkovita u popravljanju demografske situacije?

- Hrvatska spada među rijetke zemlje koje imaju više stanovnika u iseljeništvu nego u domicilnoj državi kada se ubroje i potomci hrvatskih iseljenika s elementima hrvatskog identiteta, kao i Hrvati u BiH kojih je oko 350.000 te manjinske hrvatske zajednice u susjednim zemljama s još oko 200.000 ljudi.

Sličnu situaciju imaju Irska i Izrael. Te zemlje, međutim, svoj razvoj temelje na ukupnoj populaciji tako da se bogatstvo iseljeništva stavlja u funkciju razvoja matične zemlje. Kod nas nije tako iako svake godine Hrvati koji žive izvan Hrvatske u Hrvatsku pošalju oko 18 milijardi kuna. Šalju novac članovima svojih obitelji čime se u velikoj mjeri osigurava socijalni mir u Hrvatskoj.

To je više novca od svih stranih investicija. Procjena je da su njihove investicijske mogućnosti čak četiri do pet puta veće. Da se kroz državne poticaje ostvare te investicije, dobili bismo novu gospodarsku aktivnost i zaposlenost. Irska, recimo, nije pozvala svoje iseljeništvo da se vrati, nego je investicije iseljenika oslobodila poreza na dobit na 10 godina. Kada su počele investicije, krenuo je i povratak tih ljudi kao i zapošljavanje stranaca. Drugi je model klasična populacijska politika koja se svodi na poticanje ljudi da imaju više djece.

Treba prilagoditi porezni sustav tako da ljudi koji imaju više djece imaju veće porezne olakšice jer te obitelji osiguravaju budućnost mirovinskog sustava. Zato ih treba nagraditi. Problem našeg ekonomskog planiranja je u tome što se planiraju investicije, dobit, izgradnje tvornica i infrastrukture, ali ne i radna snaga. Europska unija mora shvatiti da ne može potrebe za radnom snagom zadovoljavati samo kroz imigraciju jer se time značajno mijenja identitet društva - rekao je Šterc za Jutarnji list.

Kakva nam je demografska slika?

- Hrvatska je ušla u demografski slom. Godišnje imamo 21.000 više umrlih nego rođenih. Ti se trendovi ne zaustavljaju. To su nevjerojatni i zabrinjavajući gubici. Već 30 godina imamo više umrlih nego rođenih. Udio starijih od 65 godina već je premašio udio mlađih od 18 godina. Na nepuna četiri milijuna stanovnika imamo oko milijun i pol zaposlenih i oko 2,5 milijuna neaktivnog stanovništva među koje spadaju i umirovljenici.

Takvi odnosi su neodrživi čak i za najrazvijenije društvo. Posebno je zabrinjavajuće što se broj učenika svake godine smanji za 8 do 9 tisuća. Tome doprinosi i iseljavanje obitelji s djecom. Po UN-ovim podacima, među najstarijim smo populacijama u svijetu i nalazimo se u središtu područja koje je na cijelom svijetu demografski najugroženije, a to je Balkan.

Koliko danas Hrvatska realno ima stanovnika?

- Prema procjeni na temelju Eurostatovih standarda, Hrvatska ima oko 3 milijuna i 850.000 stanovnika, iako će popis stanovništva vjerojatno pokazati veću brojku.

Kako dolazi do te razlike u podacima između Eurostata i hrvatskog popisa?

- Hrvatska je jedna od nekoliko zadnjih država EU u kojima se stanovništvo svakih deset godina popisuje na klasičan način, tako da popisivači obilaze domaćinstva i upisuju podatke koje im za cijelo kućanstvo često daje samo jedan član. Tako u konačnom zbroju završe i oni koji godinama ne žive u Hrvatskoj, ali u njoj imaju prijavljeno prebivalište, čime ostvaruju neka prava, primjerice na zdravstvenu zaštitu. Takva situacija, očito, odgovara političkoj eliti.

Smatrate li da treba ukinuti takav način popisivanja stanovništva?

- Umjesto popisa, koji nas košta između 180 i 200 milijuna kuna, trebamo uvesti registar stanovništva poput većine razvijenih europskih zemalja, pa i susjedne Slovenije. Registar stanovništva bio bi u nadležnosti Državnog zavoda za statistiku, a podacima o broju rođenih, umrlih, iseljenih i useljenih bi ga punili MUP i zdravstveni sustav. Zakonski bi svi stanovnici koji su u registru bili dužni ispuniti formular u kojem bi DZS-u dostavili tražene podatke.

Hrvatska se, međutim, drži zastarjelog modela koji puno košta i ne donosi ispravne brojke, ali zato imamo birački popis u kojem je barem 300.000 ljudi više nego što je stanovništva starijeg od 18 godina. To se pokazuje na izborima kada ti ljudi u Hrvatsku dolaze glasati i istog se dana vraćaju u zemlje u kojima doista žive, a to su najčešće Srbija i Bosna i Hercegovina.

Postoje li neka rješenja koja bi mogla biti učinkovita u popravljanju demografske situacije?

- Hrvatska spada među rijetke zemlje koje imaju više stanovnika u iseljeništvu nego u domicilnoj državi kada se ubroje i potomci hrvatskih iseljenika s elementima hrvatskog identiteta, kao i Hrvati u BiH kojih je oko 350.000 te manjinske hrvatske zajednice u susjednim zemljama s još oko 200.000 ljudi.

Sličnu situaciju imaju Irska i Izrael. Te zemlje, međutim, svoj razvoj temelje na ukupnoj populaciji tako da se bogatstvo iseljeništva stavlja u funkciju razvoja matične zemlje. Kod nas nije tako iako svake godine Hrvati koji žive izvan Hrvatske u Hrvatsku pošalju oko 18 milijardi kuna. Šalju novac članovima svojih obitelji čime se u velikoj mjeri osigurava socijalni mir u Hrvatskoj.

To je više novca od svih stranih investicija. Procjena je da su njihove investicijske mogućnosti čak četiri do pet puta veće. Da se kroz državne poticaje ostvare te investicije, dobili bismo novu gospodarsku aktivnost i zaposlenost. Irska, recimo, nije pozvala svoje iseljeništvo da se vrati, nego je investicije iseljenika oslobodila poreza na dobit na 10 godina. Kada su počele investicije, krenuo je i povratak tih ljudi kao i zapošljavanje stranaca. Drugi je model klasična populacijska politika koja se svodi na poticanje ljudi da imaju više djece.

Treba prilagoditi porezni sustav tako da ljudi koji imaju više djece imaju veće porezne olakšice jer te obitelji osiguravaju budućnost mirovinskog sustava. Zato ih treba nagraditi. Problem našeg ekonomskog planiranja je u tome što se planiraju investicije, dobit, izgradnje tvornica i infrastrukture, ali ne i radna snaga. Europska unija mora shvatiti da ne može potrebe za radnom snagom zadovoljavati samo kroz imigraciju jer se time značajno mijenja identitet društva - rekao je Šterc za Jutarnji list.

O lošoj demografskoj situaciju u Hrvatskoj uoči popisa stanovništva planiranog za ovu jesen Jutarnji list je razgovarao s demografom Stjepanom Štercom s Odsjeka za demografiju i hrvatsko iseljeništvo na Hrvatskim studijima.
