Stanovi su preskupi i nema ih tko graditi. Svemu je kriva galopirajuća inflacija i pohlepa, pa nije čudno da se stambeni kvadrat u Splitu prodaje po pet, šest tisuća eura, kad je, recimo, četvorni metar građevinskog zemljišta na Žnjanu – tisuću eura. Točno? Djelomično.

Jedan od razloga zbog kojih nema dovoljno stanova u novogradnjama na tržištu, a njih se najviše traži, i kojeg se rijetko spominje, zabrana je radova usred turističke sezone. Odlukom lokalnih vlasti građevinski radovi na obali, otocima, ali sve više i u Zagori, koja se također zbog internetskih divova Booking.coma i Airbnba našla na turističkoj karti, ne smiju se odvijati otprilike od početka lipnja do kraja rujna.

Pišem otprilike jer se negdje radi o petnaest dana dužem ili kraćem trajanju zabrane, koja skoro pa da znači propast za investitore, građevinska poduzeća, trgovce građevnim materijalom, ali i nekretninama, agencije za posredovanje, te na kraju – kupce.

Obustava radova

Idemo redom. Investitori mogu pokrenuti građevinski ciklus samo u "gluhom" razdoblju godine, što ih itekako limitira u planiranju i izgradnji projekata. Kad u proljeće dobijete pravomoćnu građevinsku dozvolu, možete je spremiti u ladicu do jeseni, jer ako ste odlučili graditi bilo što u jadranskom dijelu Hrvatske, 99,9 posto zakačit će vas obustava radova u sezoni.

Građevinarima je još gore. Radnicima zbog toga moraju dati tri mjeseca voljno, pa im se oni razbježe po gradilištima u unutrašnjosti Hrvatske ili jednostavno odu raditi po Europi gdje takvih restrikcija nema. Zato projekte s kojima su investitori kanili ići ujesen građevinske tvrtke dočekaju nespremne, kadrovski potkapacitirane, pa sve kasni, rasteže se unedogled. Ili, u najboljem slučaju, do sljedećeg lipnja, kad s radovima ponovno treba stati radi mira domaćih i furešta. I onda se mi čudimo što se jedna kuća gradi i po par godina, a nije stvar u financijama.

Zbog svega ovoga je i prodaja građevnog materijala sve više sezonski posao, a prodavatelji nekretnina i posrednici u kupoprodaji također trpe štetu. Nije, naime, istina da su oni profitirali od cijena, koje, između ostalog, rastu i zbog nemogućnosti da se u jednom godišnjem kvartalu, koji je, nota bene, što se vremenskih prilika tiče povoljan za obavljanje građevinskih radova – ništa pod milim Bogom ne radi.

Zato je na tržištu manje novogradnji, pa tako i prodanih stanova, apartmana, kuća... Činjenica je da si nekretnine zbog previsokih cijena malo tko više može priuštiti. Gola statistika veli da je sve manje kupoprodaja, što za prodavatelje i posrednike dugoročno gledajući – nije dobro. Manje kupoprodaja, manje posla. Manje posla, niže plaće i otkazi. Ekonomsku logiku nitko ne može poništiti. Ona je neumoljiva. Kad nema radova, nema ni nove vrijednosti.

Više stanova, niže cijene  

Najgore prolaze oni na kraju lanca – kupci. Njima se nude stanovi po tih splitskih famoznih pet, šest tisuća eura po kvadratu, što građevinari pravdaju (pre)skupom radnom snagom, koja je više nelojalna nego skupa, jer se radnici, rekli smo, ljeti razbježe po kontinentalnoj Hrvatskoj i EU-u. Nikome se ne ljenčari tri mjeseca, niti to većina od nas sebi može dopustiti.

Bi li ukidanje zabrane radova ljeti pomoglo građevinarima? Svakako; a posredno bi utjecalo i na pad cijena stanova jer bi ih na tržištu bilo kudikamo više. Više jabuka, niža cijena. To zna i mali Perica.

No prije ovakve odluke lokalne vlasti trebaju sjesti sučelice iznajmljivačima, a njih je opet toliko da te "zimmer frei" glasovi mogu stajati izbora.

Komu udovoljiti: najmodavcima s jedne, ili građevinarima i kupcima stanova s druge strane, vruće je pitanje za gradonačelnike i načelnike naših turističkih gradova i mjesta. 

S obzirom na to da je zabrana iz godine u godinu sve više, jasno je koju su stranu odabrali političari. Hoće li se predomisliti, tim više jer ih se proziva za nedosljednost s obzirom na to da se javni radovi, poput onih na Žnjanu, odvijaju i ljeti, a privatne investicije moraju čekati kiše jesenje.

Ispada da su investitori nejednaki pred zakonom jer im je povrijeđeno pravo na rad. Zanima li ovo pitanje Ustavni sud?

Stanovi su preskupi i nema ih tko graditi. Svemu je kriva galopirajuća inflacija i pohlepa, pa nije čudno da se stambeni kvadrat u Splitu prodaje po pet, šest tisuća eura, kad je, recimo, četvorni metar građevinskog zemljišta na Žnjanu – tisuću eura. Točno? Djelomično.

Jedan od razloga zbog kojih nema dovoljno stanova u novogradnjama na tržištu, a njih se najviše traži, i kojeg se rijetko spominje, zabrana je radova usred turističke sezone. Odlukom lokalnih vlasti građevinski radovi na obali, otocima, ali sve više i u Zagori, koja se također zbog internetskih divova Booking.coma i Airbnba našla na turističkoj karti, ne smiju se odvijati otprilike od početka lipnja do kraja rujna.

Pišem otprilike jer se negdje radi o petnaest dana dužem ili kraćem trajanju zabrane, koja skoro pa da znači propast za investitore, građevinska poduzeća, trgovce građevnim materijalom, ali i nekretninama, agencije za posredovanje, te na kraju – kupce.

Obustava radova

Idemo redom. Investitori mogu pokrenuti građevinski ciklus samo u "gluhom" razdoblju godine, što ih itekako limitira u planiranju i izgradnji projekata. Kad u proljeće dobijete pravomoćnu građevinsku dozvolu, možete je spremiti u ladicu do jeseni, jer ako ste odlučili graditi bilo što u jadranskom dijelu Hrvatske, 99,9 posto zakačit će vas obustava radova u sezoni.

Građevinarima je još gore. Radnicima zbog toga moraju dati tri mjeseca voljno, pa im se oni razbježe po gradilištima u unutrašnjosti Hrvatske ili jednostavno odu raditi po Europi gdje takvih restrikcija nema. Zato projekte s kojima su investitori kanili ići ujesen građevinske tvrtke dočekaju nespremne, kadrovski potkapacitirane, pa sve kasni, rasteže se unedogled. Ili, u najboljem slučaju, do sljedećeg lipnja, kad s radovima ponovno treba stati radi mira domaćih i furešta. I onda se mi čudimo što se jedna kuća gradi i po par godina, a nije stvar u financijama.

Zbog svega ovoga je i prodaja građevnog materijala sve više sezonski posao, a prodavatelji nekretnina i posrednici u kupoprodaji također trpe štetu. Nije, naime, istina da su oni profitirali od cijena, koje, između ostalog, rastu i zbog nemogućnosti da se u jednom godišnjem kvartalu, koji je, nota bene, što se vremenskih prilika tiče povoljan za obavljanje građevinskih radova – ništa pod milim Bogom ne radi.

Zato je na tržištu manje novogradnji, pa tako i prodanih stanova, apartmana, kuća... Činjenica je da si nekretnine zbog previsokih cijena malo tko više može priuštiti. Gola statistika veli da je sve manje kupoprodaja, što za prodavatelje i posrednike dugoročno gledajući – nije dobro. Manje kupoprodaja, manje posla. Manje posla, niže plaće i otkazi. Ekonomsku logiku nitko ne može poništiti. Ona je neumoljiva. Kad nema radova, nema ni nove vrijednosti.

Više stanova, niže cijene  

Najgore prolaze oni na kraju lanca – kupci. Njima se nude stanovi po tih splitskih famoznih pet, šest tisuća eura po kvadratu, što građevinari pravdaju (pre)skupom radnom snagom, koja je više nelojalna nego skupa, jer se radnici, rekli smo, ljeti razbježe po kontinentalnoj Hrvatskoj i EU-u. Nikome se ne ljenčari tri mjeseca, niti to većina od nas sebi može dopustiti.

Bi li ukidanje zabrane radova ljeti pomoglo građevinarima? Svakako; a posredno bi utjecalo i na pad cijena stanova jer bi ih na tržištu bilo kudikamo više. Više jabuka, niža cijena. To zna i mali Perica.

No prije ovakve odluke lokalne vlasti trebaju sjesti sučelice iznajmljivačima, a njih je opet toliko da te "zimmer frei" glasovi mogu stajati izbora.

Komu udovoljiti: najmodavcima s jedne, ili građevinarima i kupcima stanova s druge strane, vruće je pitanje za gradonačelnike i načelnike naših turističkih gradova i mjesta. 

S obzirom na to da je zabrana iz godine u godinu sve više, jasno je koju su stranu odabrali političari. Hoće li se predomisliti, tim više jer ih se proziva za nedosljednost s obzirom na to da se javni radovi, poput onih na Žnjanu, odvijaju i ljeti, a privatne investicije moraju čekati kiše jesenje.

Ispada da su investitori nejednaki pred zakonom jer im je povrijeđeno pravo na rad. Zanima li ovo pitanje Ustavni sud?
