Država, odnosno Agencija za plaćanje u poljoprivredi uvodi nova pravila za novčane poticaje koji će se isplaćivati poljoprivrednicima. Tako se više za isplatu poticaja neće uzimati u obzir površina zasađena voćem, povrćem ili žitaricama već količina uroda po hektaru.
Na taj način će se, smatraju poljoprivredni stručnjaci, smanjiti prodaja poljoprivrednih proizvoda na crno, što će nužno za posljedicu imati i smanjenje broja obiteljskih poljoprivrednih gospodarstava koja mogu ostvarivati pravo na novčane poticaje. Naime, poljoprivrednici su do sada svoje proizvode prodavali na razne načine, na kućnom pragu, online, na štandovima i tržnicama. Sada, po novim pravilima, ako nemaju dokaz o prodaji - račun, otkupni blok ili otpremnicu, nemaju pravo na isplatu novčanih poticaja.
Predložena rješenja trebalo bi prihvatiti kao iskorak kojim se poljoprivredne proizvođače motivira na profesionalni rad i kvalitetniji rezultat njihove proizvodnje, smatraju stručnjaci "Smartera", konzultantske tvrtke specijalizirane za poljoprivredno prehrambeni sektor.
Prosječni prinosi
Iz ovog prijedloga u znatno većoj mjeri do izražaja dolazi volja da se proizvodno vezane potpore (PVP) usmjere prema kvalitetnim proizvođačima, odnosno prema onima koji imaju dovoljno zemlje da mogu organizirati ozbiljniju proizvodnju; koji ostvaruju prinose u proizvodnji barem na razini prosječnih hrvatskih prinosa te koji svoje proizvodne površine osiguravaju od sve većih rizika. Tako da bismo mogli ocijeniti da se konačno proizvodno vezane potpore usmjeravaju prema ozbiljnijim proizvođačima, koji znatnije ulažu u svoju proizvodnju, osiguravaju je, te plasiraju na tržište uz odgovarajuću dokumentaciju.
Posljedično, ovakvim kriterijima odobravanja proizvodno vezanih potpora mogli bismo utjecati i na smanjenje sive ekonomije u poljoprivredi jer će proizvođačima biti u interesu prikazati sve količine koje su plasirali na tržište, kako bi dokazali da su ostvarili određene tražene kriterije.

Za 2021. godinu za proizvodno vezane potpore i potpore za iznimno osjetljive sektore očekuje se alocirati 477 milijuna kuna, a možemo očekivati da će doći do povećanja iznosa potpora za proizvođače koji udovoljavaju uvjetima ostvarivanja potpore te će na taj način biti nagrađen rad onih koji više ulažu u proizvodnju, digli su svoju produktivnost i mogu konkurirati na tržištu. Također je jako bitno da se proizvodi za koje se dobivaju potpore moraju dokazati računom, otkupnim blokom ili Evidencijom o poljoprivrednoj proizvodnji i prodaji vlastitih poljoprivrednih proizvoda. Korisnik mora imati policu osiguranja za nasade i kulture za koje se traži PVP.
Međutim, udruga proizvođača i agruma "Neretvanska mladež“ nije zadovoljna ovakvim novim pravilima te se obratila Ministarstvu poljoprivrede i drugim nadležnim institucijama, od kojih je tražila da se smanje minimalne količine proizvedenih mandarina po hektaru, koje su uvjet za dobivanje novčane potpore. Ljute se što se mandarina u programima državnih potpora često veže na jabuku, što nikako nije usporedivo. Napominju da se mandarina uzgaja na gornjoj – kritičnoj granici uzgoja agruma, što je čini specifičnom i vrlo ranjivom.
Kako nam je pojasnio agronom Željko Bjeliš, uspjeli su u novom pravilniku o proizvodno vezanim potporama smanjiti minimalnu količinu mandarina s 30 na 25 tona po hektaru. Osim toga, proizvodno vezane potpore ostvaruju svi oni koji obrađuju 0,25 hektara (2500 metara kvadratnih) uz uvjet da minimalno moraju proizvesti 6250 kilograma mandarina.
Potpora po hektaru
Oni poljoprivrednici koji proizvode jagode da bi ostvarili potporu moraju na jednom hektaru proizvesti deset tona, dok je potpora za lubenicu utvrđena kod minimalne proizvodnje od 30 tona po hektaru.
Hrvatska je do sada imala proizvodno vezane potpore za proizvodnju mlijeka, za tov junadi, za krave dojilje (radi se o sustavu proizvodnje krava – tele, u kojem se uzgaja domaća telad na farmama), uzgoj ovaca i koza, za voće, povrće, uzgoj šećerne repe te krmne proteinske usjeve.
S obzirom na nove predložene kriterije, realno je očekivati da će biti smanjen broj korisnika PVP-a jer su kriteriji koje proizvođači moraju ostvariti ipak pooštreni i neki od dosadašnjih korisnika će ih teže dokazati. To se poglavito odnosi na odgovarajuće valjane dokaze o prodaji proizvoda za koji se traži poticaj, jer sve ono što je prodano izvan redovnog sustava kontrole i na što nije plaćen PDV, neće imati pravo na novčani poticaj od države.

Država, odnosno Agencija za plaćanje u poljoprivredi uvodi nova pravila za novčane poticaje koji će se isplaćivati poljoprivrednicima. Tako se više za isplatu poticaja neće uzimati u obzir površina zasađena voćem, povrćem ili žitaricama već količina uroda po hektaru.
Na taj način će se, smatraju poljoprivredni stručnjaci, smanjiti prodaja poljoprivrednih proizvoda na crno, što će nužno za posljedicu imati i smanjenje broja obiteljskih poljoprivrednih gospodarstava koja mogu ostvarivati pravo na novčane poticaje. Naime, poljoprivrednici su do sada svoje proizvode prodavali na razne načine, na kućnom pragu, online, na štandovima i tržnicama. Sada, po novim pravilima, ako nemaju dokaz o prodaji - račun, otkupni blok ili otpremnicu, nemaju pravo na isplatu novčanih poticaja.
Predložena rješenja trebalo bi prihvatiti kao iskorak kojim se poljoprivredne proizvođače motivira na profesionalni rad i kvalitetniji rezultat njihove proizvodnje, smatraju stručnjaci "Smartera", konzultantske tvrtke specijalizirane za poljoprivredno prehrambeni sektor.
Prosječni prinosi
Iz ovog prijedloga u znatno većoj mjeri do izražaja dolazi volja da se proizvodno vezane potpore (PVP) usmjere prema kvalitetnim proizvođačima, odnosno prema onima koji imaju dovoljno zemlje da mogu organizirati ozbiljniju proizvodnju; koji ostvaruju prinose u proizvodnji barem na razini prosječnih hrvatskih prinosa te koji svoje proizvodne površine osiguravaju od sve većih rizika. Tako da bismo mogli ocijeniti da se konačno proizvodno vezane potpore usmjeravaju prema ozbiljnijim proizvođačima, koji znatnije ulažu u svoju proizvodnju, osiguravaju je, te plasiraju na tržište uz odgovarajuću dokumentaciju.
Posljedično, ovakvim kriterijima odobravanja proizvodno vezanih potpora mogli bismo utjecati i na smanjenje sive ekonomije u poljoprivredi jer će proizvođačima biti u interesu prikazati sve količine koje su plasirali na tržište, kako bi dokazali da su ostvarili određene tražene kriterije.

Za 2021. godinu za proizvodno vezane potpore i potpore za iznimno osjetljive sektore očekuje se alocirati 477 milijuna kuna, a možemo očekivati da će doći do povećanja iznosa potpora za proizvođače koji udovoljavaju uvjetima ostvarivanja potpore te će na taj način biti nagrađen rad onih koji više ulažu u proizvodnju, digli su svoju produktivnost i mogu konkurirati na tržištu. Također je jako bitno da se proizvodi za koje se dobivaju potpore moraju dokazati računom, otkupnim blokom ili Evidencijom o poljoprivrednoj proizvodnji i prodaji vlastitih poljoprivrednih proizvoda. Korisnik mora imati policu osiguranja za nasade i kulture za koje se traži PVP.
Međutim, udruga proizvođača i agruma "Neretvanska mladež“ nije zadovoljna ovakvim novim pravilima te se obratila Ministarstvu poljoprivrede i drugim nadležnim institucijama, od kojih je tražila da se smanje minimalne količine proizvedenih mandarina po hektaru, koje su uvjet za dobivanje novčane potpore. Ljute se što se mandarina u programima državnih potpora često veže na jabuku, što nikako nije usporedivo. Napominju da se mandarina uzgaja na gornjoj – kritičnoj granici uzgoja agruma, što je čini specifičnom i vrlo ranjivom.
Kako nam je pojasnio agronom Željko Bjeliš, uspjeli su u novom pravilniku o proizvodno vezanim potporama smanjiti minimalnu količinu mandarina s 30 na 25 tona po hektaru. Osim toga, proizvodno vezane potpore ostvaruju svi oni koji obrađuju 0,25 hektara (2500 metara kvadratnih) uz uvjet da minimalno moraju proizvesti 6250 kilograma mandarina.
Potpora po hektaru
Oni poljoprivrednici koji proizvode jagode da bi ostvarili potporu moraju na jednom hektaru proizvesti deset tona, dok je potpora za lubenicu utvrđena kod minimalne proizvodnje od 30 tona po hektaru.
Hrvatska je do sada imala proizvodno vezane potpore za proizvodnju mlijeka, za tov junadi, za krave dojilje (radi se o sustavu proizvodnje krava – tele, u kojem se uzgaja domaća telad na farmama), uzgoj ovaca i koza, za voće, povrće, uzgoj šećerne repe te krmne proteinske usjeve.
S obzirom na nove predložene kriterije, realno je očekivati da će biti smanjen broj korisnika PVP-a jer su kriteriji koje proizvođači moraju ostvariti ipak pooštreni i neki od dosadašnjih korisnika će ih teže dokazati. To se poglavito odnosi na odgovarajuće valjane dokaze o prodaji proizvoda za koji se traži poticaj, jer sve ono što je prodano izvan redovnog sustava kontrole i na što nije plaćen PDV, neće imati pravo na novčani poticaj od države.
