Dostupnost obiteljskih liječnika, primarnih ginekologa i pedijatara u 2022. i 2023. bila je tek "djelomično učinkovita", navodi se u izvješću Državne revizije o učinkovitosti primarne zdravstvene zaštite u Hrvatskoj koje je ovoga tjedna dostavljeno Saboru.

Revizija je ispitivala planiranje i dostupnost ljudskih resursa, odnosno broj liječnika i teritorijalnu pokrivenost primarnom zdravstvenom zaštitom, te izdala 28 naloga i naputaka zdravstvenoj administraciji - Ministarstvu zdravstva, Hrvatskom zavodu za zdravstveno osiguranje (HZZO) i Hrvatskom zavodu za javno zdravstvo (HZJZ).

Utvrđeno je, uz ostalo, da  nisu definirane potrebe za zdravstvenim djelatnicima na svim razinama zdravstvenog sustava, iako je to jedna od mjera za provedbu posebnog cilja Nacionalnog plana razvoja zdravstva od 2021. do 2027.

Hrvatska još nema ni neovisno tijelo za praćenje i planiranje ljudskih resursa, informiranje te usmjeravanje dostupnih liječnika, planiranje potreba specijalizacija i održavanje optimalne Mreže javne zdravstvene službe, navodi Državna revizija uz napomenu da je takvo tijelo  trebalo biti ustrojeno još do konca 2015.

Revizija navodi i niz pravilnika koji su po zakonu trebali biti doneseni još do sredine 2019.  Nabrojeni su Pravilnik o kadrovskim standardima za određivanje timova na primarnoj razini zdravstvene djelatnosti, Pravilnik o sadržaju i načinu vođenja Nacionalnog registra pružatelja zdravstvene zaštite te Mreža javne zdravstvene službe, kojom se određuje potreban broj zdravstvenih ustanova, broj zdravstvenih timova te privatnih zdravstvenih radnika s kojima HZZO zaključuje ugovor o provođenju zdravstvene zaštite

Državna revizija navodi i da se kontinuirano ne prati struktura i starost liječnika, nema dugoročnog planiranja potreba za ljudskim resursima ni analize stanja.

Nije utvrđen zakonom propisan Katalog informacijskih standarda u zdravstvu, a javnozdravstveni informacijski sustav nije povezan s drugim sustavima državne informacijske infrastrukture.

Dio prigovora odnosi se i na izostanak jedinstvene evidencije dokumentacije za odobrenje specijalizacije po djelatnostima, nema ni usporedbe zatraženih i odobrenih specijalizacija, niti obrazloženja.

Navodi se i da nisu jasno objavljeni izvori iz kojih se specijalizacije financiraju, podaci o završenim specijalizacijama, odustajanju od specijalističkog usavršavanja te o učincima provedbe tog usavršavanja.

"Nisu doneseni godišnji planovi potrebnih specijalizacija i užih specijalizacija za 2020. i 2021., iako je njihovo donošenje predviđeno Zakonom o zdravstvenoj zaštiti", ističe Državna revizija.

Dostupnost obiteljskih liječnika, primarnih ginekologa i pedijatara u 2022. i 2023. bila je tek "djelomično učinkovita", navodi se u izvješću Državne revizije o učinkovitosti primarne zdravstvene zaštite u Hrvatskoj koje je ovoga tjedna dostavljeno Saboru.

Revizija je ispitivala planiranje i dostupnost ljudskih resursa, odnosno broj liječnika i teritorijalnu pokrivenost primarnom zdravstvenom zaštitom, te izdala 28 naloga i naputaka zdravstvenoj administraciji - Ministarstvu zdravstva, Hrvatskom zavodu za zdravstveno osiguranje (HZZO) i Hrvatskom zavodu za javno zdravstvo (HZJZ).

Utvrđeno je, uz ostalo, da  nisu definirane potrebe za zdravstvenim djelatnicima na svim razinama zdravstvenog sustava, iako je to jedna od mjera za provedbu posebnog cilja Nacionalnog plana razvoja zdravstva od 2021. do 2027.

Hrvatska još nema ni neovisno tijelo za praćenje i planiranje ljudskih resursa, informiranje te usmjeravanje dostupnih liječnika, planiranje potreba specijalizacija i održavanje optimalne Mreže javne zdravstvene službe, navodi Državna revizija uz napomenu da je takvo tijelo  trebalo biti ustrojeno još do konca 2015.

Revizija navodi i niz pravilnika koji su po zakonu trebali biti doneseni još do sredine 2019.  Nabrojeni su Pravilnik o kadrovskim standardima za određivanje timova na primarnoj razini zdravstvene djelatnosti, Pravilnik o sadržaju i načinu vođenja Nacionalnog registra pružatelja zdravstvene zaštite te Mreža javne zdravstvene službe, kojom se određuje potreban broj zdravstvenih ustanova, broj zdravstvenih timova te privatnih zdravstvenih radnika s kojima HZZO zaključuje ugovor o provođenju zdravstvene zaštite

Državna revizija navodi i da se kontinuirano ne prati struktura i starost liječnika, nema dugoročnog planiranja potreba za ljudskim resursima ni analize stanja.

Nije utvrđen zakonom propisan Katalog informacijskih standarda u zdravstvu, a javnozdravstveni informacijski sustav nije povezan s drugim sustavima državne informacijske infrastrukture.

Dio prigovora odnosi se i na izostanak jedinstvene evidencije dokumentacije za odobrenje specijalizacije po djelatnostima, nema ni usporedbe zatraženih i odobrenih specijalizacija, niti obrazloženja.

Navodi se i da nisu jasno objavljeni izvori iz kojih se specijalizacije financiraju, podaci o završenim specijalizacijama, odustajanju od specijalističkog usavršavanja te o učincima provedbe tog usavršavanja.

Revizija upozorila na djelomičnu dostupnost primarne zdravstvene zaštite u Hrvatskoj

Dostupnost obiteljskih liječnika, primarnih ginekologa i pedijatara u 2022. i 2023. bila je tek "djelomično učinkovita", navodi se u izvješću Državne revizije o učinkovitosti primarne zdravstvene zaštite u Hrvatskoj koje je ovoga tjedna dostavljeno Saboru.

Revizija je ispitivala planiranje i dostupnost ljudskih resursa, odnosno broj liječnika i teritorijalnu pokrivenost primarnom zdravstvenom zaštitom, te izdala 28 naloga i naputaka zdravstvenoj administraciji - Ministarstvu zdravstva, Hrvatskom zavodu za zdravstveno osiguranje (HZZO) i Hrvatskom zavodu za javno zdravstvo (HZJZ).

Utvrđeno je, uz ostalo, da  nisu definirane potrebe za zdravstvenim djelatnicima na svim razinama zdravstvenog sustava, iako je to jedna od mjera za provedbu posebnog cilja Nacionalnog plana razvoja zdravstva od 2021. do 2027.

Hrvatska još nema ni neovisno tijelo za praćenje i planiranje ljudskih resursa, informiranje te usmjeravanje dostupnih liječnika, planiranje potreba specijalizacija i održavanje optimalne Mreže javne zdravstvene službe, navodi Državna revizija uz napomenu da je takvo tijelo  trebalo biti ustrojeno još do konca 2015.

Revizija navodi i niz pravilnika koji su po zakonu trebali biti doneseni još do sredine 2019.  Nabrojeni su Pravilnik o kadrovskim standardima za određivanje timova na primarnoj razini zdravstvene djelatnosti, Pravilnik o sadržaju i načinu vođenja Nacionalnog registra pružatelja zdravstvene zaštite te Mreža javne zdravstvene službe, kojom se određuje potreban broj zdravstvenih ustanova, broj zdravstvenih timova te privatnih zdravstvenih radnika s kojima HZZO zaključuje ugovor o provođenju zdravstvene zaštite

Državna revizija navodi i da se kontinuirano ne prati struktura i starost liječnika, nema dugoročnog planiranja potreba za ljudskim resursima ni analize stanja.

Nije utvrđen zakonom propisan Katalog informacijskih standarda u zdravstvu, a javnozdravstveni informacijski sustav nije povezan s drugim sustavima državne informacijske infrastrukture.

Dio prigovora odnosi se i na izostanak jedinstvene evidencije dokumentacije za odobrenje specijalizacije po djelatnostima, nema ni usporedbe zatraženih i odobrenih specijalizacija, niti obrazloženja.

Navodi se i da nisu jasno objavljeni izvori iz kojih se specijalizacije financiraju, podaci o završenim specijalizacijama, odustajanju od specijalističkog usavršavanja te o učincima provedbe tog usavršavanja.
