U Hrvatskom saboru u srijedu se očekuje glasanje o prijedlogu 41 oporbenog zastupnika da se ministru zdravstva Viliju Berošu iskaže nepovjerenje zbog nagomilanih problema i dugova u zdravstvenom sustavu te nepostojanja učinkovitog i transparentnog sustava cijepljenja.
Oporba također navodi problem izbjegavanje javne nabave, korupciju i krađu javnog novca u doba pandemije covida kako bi se pogodovalo bliskim osobama ministra zdravstva Beroša te stranačko kadroviranje u sustavu.
- Razlozi za opoziv svima su jasni - nagomilani dugovi u zdravstvu koji su doveli do toga da je bolnicama u jeku pandemije obustavljena isporuka lijekova. Uz to, ogromni su problemi sa sustavom cijepljenja, a postoje i indicije za pogodovanje pri izradi sustava cijepise.hr., rekao SDP-ov Peđa Grbin govoreći o motivima za pokretanje inicijative koju su potpisima podržali svi oporbeni klubovi, osim Hrvatskih suverenista, no, najavili su da će glasovati za opoziv ministra Beroša.
Grbin je podsjetio na niz afera koje su se događale u zdravstvu - nefunkcioniranje platforme "cijepi se", cijepljenje preko reda, dodjeljivanje posla informatizacije zdravstva tvrtki koja se bavi cvijećem i poslova bivšim ministrima, te slučaj dr. Dijane Zadravec iz Klinike za tumore pročitavši transkript razgovora između Beroša i Zadravec.
Umjesto upravljanja zdravstvenim sustavom - imamo dugove, obustavu isporuka lijekova, nefunkcioniranje sustava cijepljenja, javne nabave po klijentelističkim i koruptivnim metodama, unutarstranačko kadroviranje, i zbog toga Beroš mora otići, zaključio Grbin.
"Zahvaljujući premijeru Andreju Plenkoviću i ministru zdravstva Viliju Berošu Hrvatska postaje nenormalna zemlja", ustvrdio je Grbin.
Vlada je odbila oporbene navode, poručila kako nema osnove da se Berošu izglasa nepovjerenje te Saboru predložila da odbije predloženu mu odluku o iskazivanju nepovjerenja. Oporbene primjedbe navedene na nepunih deset stranica, Vlada je odbila na njih 13. Naglasila je kako je zdravstveni sustav od pojave covida svjedočio okolnostima kakvih nije bilo od Domovinskog rata, ali je "ostao na nogama".
Vlada je odbacila oporbene navode o financiranju zdravstvenog sustava, organizaciji sustava cijepljenja, procesu javne nabave, kao i navode vezane za platformu za cijepljenje te nabavu savjetodavnih usluga. Smatra i kako bi se reformskim mjerama koje slijede trebala uspostaviti kvalitetnija, učinkovitija i fleksibilnija organizacijska struktura i upravljanje zdravstvenim sustavom.
Očekuje se da će zastupnici glasovati i o izvješćima pučke pravobraniteljice za tri protekle godine.
U izvješću za 2020. upozoreno je kako se preporuke pravobraniteljice sve manje ispunjavaju, a to je pripisala i činjenici da Sabor unatrag tri godine nije raspravio njezina izvješća.
"Posebno zabrinjava što se Vlada nije očitovala na čak 60 posto preporuka“, upozoreno je u izvješću uz navođenje 142 preporuke, mahom za ministarstva, koja trebaju osnažiti zaštitu ljudskih prava u gotovo svim područjima života.
Zastupnici će prethodno raspraviti Izvješće o radu Državnog ureda za reviziju za 2020. u kojem se, među ostalim, navodi da je Hrvatskom saboru dostavljeno je 185 izvješća o obavljenoj reviziji. 160 ih se odnosi na financijsku reviziju, a 25 na reviziju učinkovitosti kako bi informirali Hrvatski sabor o pravilnosti i učinkovitosti poslovanja subjekata revizije u upravljanju javnim sredstvima.

U Hrvatskom saboru u srijedu se očekuje glasanje o prijedlogu 41 oporbenog zastupnika da se ministru zdravstva Viliju Berošu iskaže nepovjerenje zbog nagomilanih problema i dugova u zdravstvenom sustavu te nepostojanja učinkovitog i transparentnog sustava cijepljenja.
Oporba također navodi problem izbjegavanje javne nabave, korupciju i krađu javnog novca u doba pandemije covida kako bi se pogodovalo bliskim osobama ministra zdravstva Beroša te stranačko kadroviranje u sustavu.
- Razlozi za opoziv svima su jasni - nagomilani dugovi u zdravstvu koji su doveli do toga da je bolnicama u jeku pandemije obustavljena isporuka lijekova. Uz to, ogromni su problemi sa sustavom cijepljenja, a postoje i indicije za pogodovanje pri izradi sustava cijepise.hr., rekao SDP-ov Peđa Grbin govoreći o motivima za pokretanje inicijative koju su potpisima podržali svi oporbeni klubovi, osim Hrvatskih suverenista, no, najavili su da će glasovati za opoziv ministra Beroša.
Grbin je podsjetio na niz afera koje su se događale u zdravstvu - nefunkcioniranje platforme "cijepi se", cijepljenje preko reda, dodjeljivanje posla informatizacije zdravstva tvrtki koja se bavi cvijećem i poslova bivšim ministrima, te slučaj dr. Dijane Zadravec iz Klinike za tumore pročitavši transkript razgovora između Beroša i Zadravec.
Umjesto upravljanja zdravstvenim sustavom - imamo dugove, obustavu isporuka lijekova, nefunkcioniranje sustava cijepljenja, javne nabave po klijentelističkim i koruptivnim metodama, unutarstranačko kadroviranje, i zbog toga Beroš mora otići, zaključio Grbin.
"Zahvaljujući premijeru Andreju Plenkoviću i ministru zdravstva Viliju Berošu Hrvatska postaje nenormalna zemlja", ustvrdio je Grbin.
Vlada je odbila oporbene navode, poručila kako nema osnove da se Berošu izglasa nepovjerenje te Saboru predložila da odbije predloženu mu odluku o iskazivanju nepovjerenja. Oporbene primjedbe navedene na nepunih deset stranica, Vlada je odbila na njih 13. Naglasila je kako je zdravstveni sustav od pojave covida svjedočio okolnostima kakvih nije bilo od Domovinskog rata, ali je "ostao na nogama".
Vlada je odbacila oporbene navode o financiranju zdravstvenog sustava, organizaciji sustava cijepljenja, procesu javne nabave, kao i navode vezane za platformu za cijepljenje te nabavu savjetodavnih usluga. Smatra i kako bi se reformskim mjerama koje slijede trebala uspostaviti kvalitetnija, učinkovitija i fleksibilnija organizacijska struktura i upravljanje zdravstvenim sustavom.
Očekuje se da će zastupnici glasovati i o izvješćima pučke pravobraniteljice za tri protekle godine.
U izvješću za 2020. upozoreno je kako se preporuke pravobraniteljice sve manje ispunjavaju, a to je pripisala i činjenici da Sabor unatrag tri godine nije raspravio njezina izvješća.
"Posebno zabrinjava što se Vlada nije očitovala na čak 60 posto preporuka“, upozoreno je u izvješću uz navođenje 142 preporuke, mahom za ministarstva, koja trebaju osnažiti zaštitu ljudskih prava u gotovo svim područjima života.
Zastupnici će prethodno raspraviti Izvješće o radu Državnog ureda za reviziju za 2020. u kojem se, među ostalim, navodi da je Hrvatskom saboru dostavljeno je 185 izvješća o obavljenoj reviziji. 160 ih se odnosi na financijsku reviziju, a 25 na reviziju učinkovitosti kako bi informirali Hrvatski sabor o pravilnosti i učinkovitosti poslovanja subjekata revizije u upravljanju javnim sredstvima.
