Više od 20 tisuća osoba zaposlenih u tijelima vlasti Bosne i Hercegovine i različitim ustanovama i agencijama ostat će bez plaća nastave li dužnosnici iz Republike Srpske blokirati rad središnjih tijela državne vlasti, čime će se politička kriza u toj zemlji opasno produbiti, upozoravaju u četvrtak lokalni mediji.

Državna tijela vlasti i agencije u toj zemlji sada funkcioniraju na temelju odluka o privremenom financiranju koje Vijeće ministara donosi sva tri mjeseca, a takvo stanje rezultat je činjenice da državni parlament zbog unutarnjih političkih prijepora u zemlji još nije uspio usvojiti proračun za 2021. godinu.

Nakon što je bivši visoki predstavnik za BiH Valentin Inzko potkraj srpnja nametnuo izmjene Kaznenog zakona kojima se sankcionira nijekanje ratnih zločina, Narodna skupština Republike Srpske donijela je odluku kojom je dužnosnicima iz tog entiteta u središnjim tijelima državne vlasti naložila da bojkotiraju njihov rad sve dok se Inzkova odluka ne ukine.

Zemlja klizi u krizu

Na taj je način od početka kolovoza blokirano donošenje odluka u Predsjedništvu BiH, državnom parlamentu te u Vijeću ministara koje jedino ima zakonske ovlasti donositi odluke o privremenom financiranju.

Postojeća odluka o privremenom financiranju istječe potkraj rujna, a ne donese li se nova, neće biti moguće nikakve isplate. To se odnosi na plaće državnih dužnosnika i brojnih namještenika i službenika u ministarstvima, uredima i agencijama.

Član Predsjedništva BiH Milorad Dodik ranije ovog tjedna najavio je kako će se blokade nastaviti bez obzira na cijenu, odnosno kako će to trajati sve dok se Inzkova odluka ne poništi ili ne preinači. Rekao je da će dolaziti na sjednice Predsjedništva BiH, ali će spriječiti donošenje bilo kakvih odluka državnog vrha.

Član Predsjedništva BiH Šefik Džaferović upozorio je kako zbog toga zemja klizi u opasnu krizu, odnosno kako je na djelu blokada države te je pozvao visokog predstavnika međunarodne zajednice Christiana Schmidta da reagira i smijeni Dodika.

Predsjedatelj Vijeća ministara BiH Zoran Tegeltija, koji je na tu poziciju izabran kao kadar Dodikovog Saveza nezavisnih socijaldemokrata (SNSD), uopće se nije oglasio otkako ne dolazi na posao u Sarajevo, no SNSD-ova zastupnica u Zastupničkom domu parlamenta BiH Dušanka Majkić priznala je kako je ova situacija "alarmantna" pa treba hitno postići dogovor kako iz ove krize izaći.

Ne dolazi ni pošta

"To su ozbiljne stvari i nije samo jedna, sve će ići jedno za drugim. Zemlja ne funkcionira. Čim nema odluka, nema ništa. Ne dolazi nam ni pošta. Jedino dogovor i razgovor mogu to riješiti", kazala je Majkić kako je citiraju banjolučke "Nezavisne novine".

Predsjedatelj Zastupničkog doma Danis Zvizdić kazao je kako se Dodik sada mora suočiti sa situacijom u kojoj će najmanje sedam tisuća osoba s područja RS koji rade u tijelima vlasti BiH od narednog mjeseca ostati bez plaća.

"Oni koji prave ovakvu opstrukciju moraju odgovarati tim ljudima zašto neće dobiti plaće i neće biti u mogućnosti vratiti kredite ili imati normalan život", kazao je Zvizdić nakon što je propao njegov pokušaj da u Sarajevu okupi predstavnike političkih stranaka ne bi li postigli neki dogovor o tome kako nastaviti rad u državnom parlamentu i donijeti važne odluke, a posebice usvojiti proračun.

Zvizdić je ocijenio da Dodik taj teret neće moći ignorirati pa će ga ovakva situacija natjerati da odustane od bojkota i to čim se postavi pitanje isplate plaća, a ukoliko se to ipak ne bi dogodilo, kako je istaknuo "očekuje združenu reakciju domaćih i međunarodnih snaga" kako bi se BiH izvukla iz sadašnje krize.

Više od 20 tisuća osoba zaposlenih u tijelima vlasti Bosne i Hercegovine i različitim ustanovama i agencijama ostat će bez plaća nastave li dužnosnici iz Republike Srpske blokirati rad središnjih tijela državne vlasti, čime će se politička kriza u toj zemlji opasno produbiti, upozoravaju u četvrtak lokalni mediji.

Državna tijela vlasti i agencije u toj zemlji sada funkcioniraju na temelju odluka o privremenom financiranju koje Vijeće ministara donosi sva tri mjeseca, a takvo stanje rezultat je činjenice da državni parlament zbog unutarnjih političkih prijepora u zemlji još nije uspio usvojiti proračun za 2021. godinu.

Nakon što je bivši visoki predstavnik za BiH Valentin Inzko potkraj srpnja nametnuo izmjene Kaznenog zakona kojima se sankcionira nijekanje ratnih zločina, Narodna skupština Republike Srpske donijela je odluku kojom je dužnosnicima iz tog entiteta u središnjim tijelima državne vlasti naložila da bojkotiraju njihov rad sve dok se Inzkova odluka ne ukine.

Zemlja klizi u krizu

Na taj je način od početka kolovoza blokirano donošenje odluka u Predsjedništvu BiH, državnom parlamentu te u Vijeću ministara koje jedino ima zakonske ovlasti donositi odluke o privremenom financiranju.

Postojeća odluka o privremenom financiranju istječe potkraj rujna, a ne donese li se nova, neće biti moguće nikakve isplate. To se odnosi na plaće državnih dužnosnika i brojnih namještenika i službenika u ministarstvima, uredima i agencijama.

Član Predsjedništva BiH Milorad Dodik ranije ovog tjedna najavio je kako će se blokade nastaviti bez obzira na cijenu, odnosno kako će to trajati sve dok se Inzkova odluka ne poništi ili ne preinači. Rekao je da će dolaziti na sjednice Predsjedništva BiH, ali će spriječiti donošenje bilo kakvih odluka državnog vrha.

Član Predsjedništva BiH Šefik Džaferović upozorio je kako zbog toga zemja klizi u opasnu krizu, odnosno kako je na djelu blokada države te je pozvao visokog predstavnika međunarodne zajednice Christiana Schmidta da reagira i smijeni Dodika.

Predsjedatelj Vijeća ministara BiH Zoran Tegeltija, koji je na tu poziciju izabran kao kadar Dodikovog Saveza nezavisnih socijaldemokrata (SNSD), uopće se nije oglasio otkako ne dolazi na posao u Sarajevo, no SNSD-ova zastupnica u Zastupničkom domu parlamenta BiH Dušanka Majkić priznala je kako je ova situacija "alarmantna" pa treba hitno postići dogovor kako iz ove krize izaći.

Ne dolazi ni pošta

"To su ozbiljne stvari i nije samo jedna, sve će ići jedno za drugim. Zemlja ne funkcionira. Čim nema odluka, nema ništa. Ne dolazi nam ni pošta. Jedino dogovor i razgovor mogu to riješiti", kazala je Majkić kako je citiraju banjolučke "Nezavisne novine".

Predsjedatelj Zastupničkog doma Danis Zvizdić kazao je kako se Dodik sada mora suočiti sa situacijom u kojoj će najmanje sedam tisuća osoba s područja RS koji rade u tijelima vlasti BiH od narednog mjeseca ostati bez plaća.

"Oni koji prave ovakvu opstrukciju moraju odgovarati tim ljudima zašto neće dobiti plaće i neće biti u mogućnosti vratiti kredite ili imati normalan život", kazao je Zvizdić nakon što je propao njegov pokušaj da u Sarajevu okupi predstavnike političkih stranaka ne bi li postigli neki dogovor o tome kako nastaviti rad u državnom parlamentu i donijeti važne odluke, a posebice usvojiti proračun.

Zvizdić je ocijenio da Dodik taj teret neće moći ignorirati pa će ga ovakva situacija natjerati da odustane od bojkota i to čim se postavi pitanje isplate plaća, a ukoliko se to ipak ne bi dogodilo, kako je istaknuo "očekuje združenu reakciju domaćih i međunarodnih snaga" kako bi se BiH izvukla iz sadašnje krize.
