"Sjajan dan za Sjedinjene Američke Države i za Europu, radujemo se suradnji s novom američkom administracijom na obnovi našeg partnerstva", stoji u poruci koju je glavni diplomat EU-a Josep Borrell uputio izabranom američkom predsjedniku Joeu Bidenu.

I brojni drugi europski čelnici izrazili su nadu će ponovno imati kooperativnog američkog partnera, no dio analitičara upozorava kako zapravo ne treba gajiti nikakve iluzije.

Oni smatraju kako se s Bidenom možda mogu popraviti narušeni transatlantski odnosi, ali, primjerice, Janis Emmanouilidis, direktor briselskog trusta mozgova "European Policy Center", za DW kaže kako "samo naivni mogu promisliti kako će se stvari vratiti u vrijeme prije Trumpa".

Kakva bi mogla biti politika novog predsjednika Joea Bidena prema Europskoj uniji, jedno je od najčešćih pitanja koje čujemo ovih dana.

Prof. dr. Davor Škrlec, bivši zastupnik u Europskom parlamentu, kaže kako je za Hrvatsku i cijelu Europsku uniju važna poruka što će se Sjedinjene Američke Države vratiti u Pariški sporazum.

Prestanak izolacije

- Na neki način Europska unija više nije sama s Kinom. Izlaskom SAD-a iz Pariškog sporazuma o klimatskim promjenama značajno je oslabjela mogućnost učinkovite borbe jer EU i Kina to više dogovaraju na nekoj političkoj razini. Kina može biti ambiciozna koliko će to pogodovati njezinoj ekonomiji. Povratkom SAD-a u partnerstvo, globalno gledajući, Amerika može pružiti financijsku pomoć manje razvijenim zemljama svijeta. Bivši predsjednik Barack Obama je u zadnjem danu svog mandata potpisao uplatu SAD-a kao doprinos borbi protiv klimatskih promjena, a Trump je potom odbacio takve isplate, podsjetio je bivši europarlamentarac.

On ukazuje kako će čelnici EU-a i SAD-a, vjerojatno, opet pričati i o vizama, no to je mehanizam američke administracije na koji predsjednik nema utjecaja čak i da hoće jer ne može prekršiti zakon. S druge strane, ukazao je, kada gledamo generalni sporazum SAD-a i EU-a postavlja se pitanja zašto se vizni režim primjenjuje na neke članice Unije, a na druge ne.

- Biden je dugo u politici i imao je priliku pratiti zbivanja od vremena kada je bio najmlađi senator do sada, kada je postao najstariji predsjednik SAD-a pa ima i kontinuitet praćenja politike u Europi. Čini mi se kako neke principe funkcioniranja Europske unije čak i bolje razumije od nekih novih europskih političara, uključujući i neke u Hrvatskoj - komentirao je Škrlec.

Naš sugovornik primjećuje kako izbor Bidena na čelu SAD-a "ne daje vjetar u leđa europskim političarima poput Orbana, potom vladajućoj garnituri u Poljskoj, pa čak, kako izgleda, i u susjednoj Sloveniji, gdje je Janša požurio čestitati Trumpu".

- Svi europski političari koji su u Trumpovu liku vidjeli uspješnost autoritarnog vođenja države, izbor Bidena nikako ne odgovara, što se vidi iz reakcije čelnika Srbije Vučića. Političari koji su Trumpov model funkcioniranja vidjeli kao uspješan sada će izgubiti svog uzora, istaknuo je nekadašnji parlamentarac, koji očekuje promjenu odnosa između EU-a i SAD-a.

'Vrući kesten' u rukama

- Trump je vrlo intenzivno radio na slabljenju i rastakanju Europske unije, što se vidi i po kontinuiranoj podršci Velikoj Britaniji da izađe iz EU-a. Tu je na neki način Trump našao zajednički jezik s ruskim liderom Putinom koji je aktivnom politikom i financijama podupirao razne političke opcije što teže tome da se zaustavi nekakav evolucijski razvoj EU-a na putu da postane i politički i globalni faktor, a ne samo ekonomski, čujemo od bivšeg člana europskog Odbora za okoliš, javno zdravlje i sigurnost hrane.

Prema njegovoj procjeni, Biden će sigurno ići u obnavljanje trgovinskog sporazuma.

- Negdje 2014. i 2015. trgovinski sporazum između EU-a i SAD-a bio je vruća tema u razdoblju Obamine administracije. Amerika je pokušavala nametnuti neke svoje standarde te zapravo kroz taj sporazum osnažiti svoj položaj gospodarstva SAD-a u odnosu na ekonomiju EU-a. Tu se, podsjetimo, nametalo prihvaćanje GMO-a, odnosno drugih kriterija koji su značili slabljenje tadašnjih pravila EU-a. Potom je Trump najavio zaokret prema "America First" i sada će Biden sigurno poželjeti oživjeti TTIP, odnosno reaktivirati pregovore. Tu zapravo Europska unija treba biti vrlo oprezna jer su u razdoblju od 2014. godine bivša, a potom i sadašnja Europska komisija još osnažile neke kriterije, dok SAD nije puno odmaknuo u tom smjeru jer se Trump zalagao za snižavanje kriterija. Razlika između SAD-a i EU-a je zato sada još veća i to bi mogao biti "vrući kesten" u Bidenovim rukama jer treba barem dijelu američkih državnih kompanija objasniti da trebaju mijenjati svoj model poslovanja - ukazao je dr. Škrlec.

Od sugovornika čujemo kako treba pratiti i kako će se SAD odnositi prema NATO-u nakon inauguracije Bidena u siječnju 2021. godine

- Trump je na neki način osvijestio Europsku uniju da se mora više oslanjati na svoje vojne kapacitete te izdvajati iz proračuna koliko je propisano ugovorom, pa će i to biti zanimljivo područje jer se dotiče i Hrvatske kao članice NATO-a - naglasio je Škrlec.

"Sjajan dan za Sjedinjene Američke Države i za Europu, radujemo se suradnji s novom američkom administracijom na obnovi našeg partnerstva", stoji u poruci koju je glavni diplomat EU-a Josep Borrell uputio izabranom američkom predsjedniku Joeu Bidenu.

I brojni drugi europski čelnici izrazili su nadu će ponovno imati kooperativnog američkog partnera, no dio analitičara upozorava kako zapravo ne treba gajiti nikakve iluzije.

Oni smatraju kako se s Bidenom možda mogu popraviti narušeni transatlantski odnosi, ali, primjerice, Janis Emmanouilidis, direktor briselskog trusta mozgova "European Policy Center", za DW kaže kako "samo naivni mogu promisliti kako će se stvari vratiti u vrijeme prije Trumpa".

Kakva bi mogla biti politika novog predsjednika Joea Bidena prema Europskoj uniji, jedno je od najčešćih pitanja koje čujemo ovih dana.

Prof. dr. Davor Škrlec, bivši zastupnik u Europskom parlamentu, kaže kako je za Hrvatsku i cijelu Europsku uniju važna poruka što će se Sjedinjene Američke Države vratiti u Pariški sporazum.

Prestanak izolacije

- Na neki način Europska unija više nije sama s Kinom. Izlaskom SAD-a iz Pariškog sporazuma o klimatskim promjenama značajno je oslabjela mogućnost učinkovite borbe jer EU i Kina to više dogovaraju na nekoj političkoj razini. Kina može biti ambiciozna koliko će to pogodovati njezinoj ekonomiji. Povratkom SAD-a u partnerstvo, globalno gledajući, Amerika može pružiti financijsku pomoć manje razvijenim zemljama svijeta. Bivši predsjednik Barack Obama je u zadnjem danu svog mandata potpisao uplatu SAD-a kao doprinos borbi protiv klimatskih promjena, a Trump je potom odbacio takve isplate, podsjetio je bivši europarlamentarac.

On ukazuje kako će čelnici EU-a i SAD-a, vjerojatno, opet pričati i o vizama, no to je mehanizam američke administracije na koji predsjednik nema utjecaja čak i da hoće jer ne može prekršiti zakon. S druge strane, ukazao je, kada gledamo generalni sporazum SAD-a i EU-a postavlja se pitanja zašto se vizni režim primjenjuje na neke članice Unije, a na druge ne.

- Biden je dugo u politici i imao je priliku pratiti zbivanja od vremena kada je bio najmlađi senator do sada, kada je postao najstariji predsjednik SAD-a pa ima i kontinuitet praćenja politike u Europi. Čini mi se kako neke principe funkcioniranja Europske unije čak i bolje razumije od nekih novih europskih političara, uključujući i neke u Hrvatskoj - komentirao je Škrlec.

Naš sugovornik primjećuje kako izbor Bidena na čelu SAD-a "ne daje vjetar u leđa europskim političarima poput Orbana, potom vladajućoj garnituri u Poljskoj, pa čak, kako izgleda, i u susjednoj Sloveniji, gdje je Janša požurio čestitati Trumpu".

- Svi europski političari koji su u Trumpovu liku vidjeli uspješnost autoritarnog vođenja države, izbor Bidena nikako ne odgovara, što se vidi iz reakcije čelnika Srbije Vučića. Političari koji su Trumpov model funkcioniranja vidjeli kao uspješan sada će izgubiti svog uzora, istaknuo je nekadašnji parlamentarac, koji očekuje promjenu odnosa između EU-a i SAD-a.

'Vrući kesten' u rukama

- Trump je vrlo intenzivno radio na slabljenju i rastakanju Europske unije, što se vidi i po kontinuiranoj podršci Velikoj Britaniji da izađe iz EU-a. Tu je na neki način Trump našao zajednički jezik s ruskim liderom Putinom koji je aktivnom politikom i financijama podupirao razne političke opcije što teže tome da se zaustavi nekakav evolucijski razvoj EU-a na putu da postane i politički i globalni faktor, a ne samo ekonomski, čujemo od bivšeg člana europskog Odbora za okoliš, javno zdravlje i sigurnost hrane.

Prema njegovoj procjeni, Biden će sigurno ići u obnavljanje trgovinskog sporazuma.

- Negdje 2014. i 2015. trgovinski sporazum između EU-a i SAD-a bio je vruća tema u razdoblju Obamine administracije. Amerika je pokušavala nametnuti neke svoje standarde te zapravo kroz taj sporazum osnažiti svoj položaj gospodarstva SAD-a u odnosu na ekonomiju EU-a. Tu se, podsjetimo, nametalo prihvaćanje GMO-a, odnosno drugih kriterija koji su značili slabljenje tadašnjih pravila EU-a. Potom je Trump najavio zaokret prema "America First" i sada će Biden sigurno poželjeti oživjeti TTIP, odnosno reaktivirati pregovore. Tu zapravo Europska unija treba biti vrlo oprezna jer su u razdoblju od 2014. godine bivša, a potom i sadašnja Europska komisija još osnažile neke kriterije, dok SAD nije puno odmaknuo u tom smjeru jer se Trump zalagao za snižavanje kriterija. Razlika između SAD-a i EU-a je zato sada još veća i to bi mogao biti "vrući kesten" u Bidenovim rukama jer treba barem dijelu američkih državnih kompanija objasniti da trebaju mijenjati svoj model poslovanja - ukazao je dr. Škrlec.

Od sugovornika čujemo kako treba pratiti i kako će se SAD odnositi prema NATO-u nakon inauguracije Bidena u siječnju 2021. godine

- Trump je na neki način osvijestio Europsku uniju da se mora više oslanjati na svoje vojne kapacitete te izdvajati iz proračuna koliko je propisano ugovorom, pa će i to biti zanimljivo područje jer se dotiče i Hrvatske kao članice NATO-a - naglasio je Škrlec.
