Europska komisija planira „rezervirati" oko 300 milijardi eura koje će u idućih pet godina investirati u infrastrukturne projekte širom svijeta, uglavnom u Africi, Aziji i Latinskoj Americi. Inicijativa nazvana Global Gateway (Globalni ulaz) tako će imati veći volumen nego što se mislilo nakon prvobitne najave u rujnu, piše Deutshe Welle. 

Predsjednica Europske komisije Ursula von der Leyen trebala bi se osobno brinuti oko napretka inicijative. Prema najavama, europski Gateway bi trebao počivati na demokratskim vrijednostima i biti alternativa kineskom Novom putu svile koji je „otvoren" prije osam godina.

„Pokazujemo da se okrećemo prema vani, kako bi podržali investicije posvuda u svijetu", rekla je von der Leyen u Bruxellesu. „Kod projekata će biti važna transparentnost i uzorno upravljanje."

Premda se u papiru to izričito ne spominje, EU namjerava suzbiti kineski utjecaj. U dokumentu dogovorenom u srijedu navodi se da će inicijativa pokazati da investicije u skladu s demokratskim načelima donose dugoročne prednosti i održiv razvoj.

Na pitanje cilja li Gateway na Kinu, von der Leyen je rekla: „Ovo je jasna alternativa postojećim programima.“

Most u Jordanu, internet kroz Crno more

300 milijardi eura skupit će se tako što bi 135 milijardi do 2027. godine došlo iz Europskog fonda za održivi razvoj. Ideja je da se privuče i privatni kapital za zajedničke projekte. Još 150 milijardi dolazi iz postojećih programa i investicijskih pothvata samih država članica – to, dakle, nisu dodatni novci nego postojeći. Dodatnih 18 milijardi eura trebalo bi stići iz budžeta EU-a za pomoć u razvoju.

Kao primjer Europska komisija navodi investicije u proizvodnji vodika u Africi, gdje bi EU trebala osigurati privatne investicije u visini od 3,5 milijardi eura. Zauzvrat, zemlje koje privuku investicije moraju jamčiti da će izvoziti vodik bez carina i ograničenja.

Kako kažu briselski diplomati koje su radili na dokumentu, oni se nadaju da će europske firme uzeti dio kolača u izgradnji postrojenja ili distribuciji vodika.

Navedeno je i polaganje podvodnog kabla u Crnom moru koji će omogućiti brži internet. U Jordanu bi EU trebao financirati novi most do Zapadne obale koja je okupirana od strane Izraela.

Bruxelles planira financijski podržati izvoz europskih firmi koje se natječu na takozvanim „kontroliranim tržištima”, i to protiv državnih ili visokosubvencioniranih kompanija, poput onih iz Kine.

Kako je najavljeno, EU će globalnim angažmanom pokušati nametnuti i određene standarde, onako kako je to Kini pošlo za rukom kada je u pitanju razvoj 5G-mreže. Težište inicijative Global Gateway bit će digitalizacija, zaštita klime i alternativni izvori energije.

Jer, kako je još ranije rekla von der Leyen, nije ideja da se grade samo prometnice koje onda vode do luke - koja je pod kontrolom Kineza.

Prava konkurencija Kini?

Peking je u ovoj priči u velikoj prednosti jer je tijekom proteklih godina uložio stotine milijardi dolara u Novi put svile. U toj inicijativi sudjeluje sedamdesetak zemalja, među kojima su Hrvatska i Srbija, te druge zemlje regije, ali i još neke članice EU-a.

Kritičari prebacuju Kini da privlači siromašnije zemlje kreditima koji ih onda vode u prezaduženost. Tijekom ljeta se puno pričalo o Crnoj Gori koja je pozvala Bruxelles u pomoć, jer ta zemlja nije mogla plaćati rate kredita za autocestu.

No, Europska unija planira „prići” i onim zemljama koje već sudjeluju u kineskoj inicijativi. Na sličan način su Japan i SAD prije nekoliko godina nudili vlastite investicijske programe.

„Global Gateway ima potencijal da EU pretvori u učinkovitog geopolitičkog igrača“, rekao je Michael Clauß, veleposlanik SR Nemačke pri Europskoj uniji, ujedno i bivši njemački veleposlanik u Pekingu: „Za mnoge partnere će ponuda ravnopravne suradnje utemeljene na pravilima i vrijednostima biti atraktivnija od kineske inicijative."

Drugačije na stvari gleda europski zastupnik bavarske stranke CSU, Markus Ferber, koji je na glasu kao stručnjak za financije. On kaže da EU previše regulira i postavlja previše uvjeta za dodjelu sredstava: „Većina novca doći će iz postojećih programa ili ovisi o privatnim sredstvima. To je daleko od nečeg što bi se moglo nazvati epohalnim zahvatom. Teško da će se Kinezi uplašiti te inicijative."

Gateway bi trebalo „blagosloviti” i Europsko vijeće koje okuplja političke čelnike zemalja članica Unije, te Europski parlament. Ako oni uskoro podrže ovu inicijativu, novac bi mogao „poteći” početkom iduće godine, zaključuje Deutsche Welle.

Europska komisija planira „rezervirati" oko 300 milijardi eura koje će u idućih pet godina investirati u infrastrukturne projekte širom svijeta, uglavnom u Africi, Aziji i Latinskoj Americi. Inicijativa nazvana Global Gateway (Globalni ulaz) tako će imati veći volumen nego što se mislilo nakon prvobitne najave u rujnu, piše Deutshe Welle. 

Predsjednica Europske komisije Ursula von der Leyen trebala bi se osobno brinuti oko napretka inicijative. Prema najavama, europski Gateway bi trebao počivati na demokratskim vrijednostima i biti alternativa kineskom Novom putu svile koji je „otvoren" prije osam godina.

„Pokazujemo da se okrećemo prema vani, kako bi podržali investicije posvuda u svijetu", rekla je von der Leyen u Bruxellesu. „Kod projekata će biti važna transparentnost i uzorno upravljanje."

Premda se u papiru to izričito ne spominje, EU namjerava suzbiti kineski utjecaj. U dokumentu dogovorenom u srijedu navodi se da će inicijativa pokazati da investicije u skladu s demokratskim načelima donose dugoročne prednosti i održiv razvoj.

Na pitanje cilja li Gateway na Kinu, von der Leyen je rekla: „Ovo je jasna alternativa postojećim programima.“

Most u Jordanu, internet kroz Crno more

300 milijardi eura skupit će se tako što bi 135 milijardi do 2027. godine došlo iz Europskog fonda za održivi razvoj. Ideja je da se privuče i privatni kapital za zajedničke projekte. Još 150 milijardi dolazi iz postojećih programa i investicijskih pothvata samih država članica – to, dakle, nisu dodatni novci nego postojeći. Dodatnih 18 milijardi eura trebalo bi stići iz budžeta EU-a za pomoć u razvoju.

Kao primjer Europska komisija navodi investicije u proizvodnji vodika u Africi, gdje bi EU trebala osigurati privatne investicije u visini od 3,5 milijardi eura. Zauzvrat, zemlje koje privuku investicije moraju jamčiti da će izvoziti vodik bez carina i ograničenja.

Kako kažu briselski diplomati koje su radili na dokumentu, oni se nadaju da će europske firme uzeti dio kolača u izgradnji postrojenja ili distribuciji vodika.

Navedeno je i polaganje podvodnog kabla u Crnom moru koji će omogućiti brži internet. U Jordanu bi EU trebao financirati novi most do Zapadne obale koja je okupirana od strane Izraela.

Bruxelles planira financijski podržati izvoz europskih firmi koje se natječu na takozvanim „kontroliranim tržištima”, i to protiv državnih ili visokosubvencioniranih kompanija, poput onih iz Kine.

Kako je najavljeno, EU će globalnim angažmanom pokušati nametnuti i određene standarde, onako kako je to Kini pošlo za rukom kada je u pitanju razvoj 5G-mreže. Težište inicijative Global Gateway bit će digitalizacija, zaštita klime i alternativni izvori energije.

Jer, kako je još ranije rekla von der Leyen, nije ideja da se grade samo prometnice koje onda vode do luke - koja je pod kontrolom Kineza.

Prava konkurencija Kini?

Peking je u ovoj priči u velikoj prednosti jer je tijekom proteklih godina uložio stotine milijardi dolara u Novi put svile. U toj inicijativi sudjeluje sedamdesetak zemalja, među kojima su Hrvatska i Srbija, te druge zemlje regije, ali i još neke članice EU-a.

Kritičari prebacuju Kini da privlači siromašnije zemlje kreditima koji ih onda vode u prezaduženost. Tijekom ljeta se puno pričalo o Crnoj Gori koja je pozvala Bruxelles u pomoć, jer ta zemlja nije mogla plaćati rate kredita za autocestu.

No, Europska unija planira „prići” i onim zemljama koje već sudjeluju u kineskoj inicijativi. Na sličan način su Japan i SAD prije nekoliko godina nudili vlastite investicijske programe.

„Global Gateway ima potencijal da EU pretvori u učinkovitog geopolitičkog igrača“, rekao je Michael Clauß, veleposlanik SR Nemačke pri Europskoj uniji, ujedno i bivši njemački veleposlanik u Pekingu: „Za mnoge partnere će ponuda ravnopravne suradnje utemeljene na pravilima i vrijednostima biti atraktivnija od kineske inicijative."

Drugačije na stvari gleda europski zastupnik bavarske stranke CSU, Markus Ferber, koji je na glasu kao stručnjak za financije. On kaže da EU previše regulira i postavlja previše uvjeta za dodjelu sredstava: „Većina novca doći će iz postojećih programa ili ovisi o privatnim sredstvima. To je daleko od nečeg što bi se moglo nazvati epohalnim zahvatom. Teško da će se Kinezi uplašiti te inicijative."

Gateway bi trebalo „blagosloviti” i Europsko vijeće koje okuplja političke čelnike zemalja članica Unije, te Europski parlament. Ako oni uskoro podrže ovu inicijativu, novac bi mogao „poteći” početkom iduće godine, zaključuje Deutsche Welle.

Europska komisija planira „rezervirati" oko 300 milijardi eura koje će u idućih pet godina investirati u infrastrukturne projekte širom svijeta, uglavnom u Africi, Aziji i Latinskoj Americi. Inicijativa nazvana Global Gateway (Globalni ulaz) tako će imati veći volumen nego što se mislilo nakon prvobitne najave u rujnu, piše Deutshe Welle. 

Predsjednica Europske komisije Ursula von der Leyen trebala bi se osobno brinuti oko napretka inicijative. Prema najavama, europski Gateway bi trebao počivati na demokratskim vrijednostima i biti alternativa kineskom Novom putu svile koji je „otvoren" prije osam godina.

„Pokazujemo da se okrećemo prema vani, kako bi podržali investicije posvuda u svijetu", rekla je von der Leyen u Bruxellesu. „Kod projekata će biti važna transparentnost...
