Europska središnja banka (ESB) spašava financije PIGS grupe zemalja (Portugal, Italija, Grčka, Španjolska) na račun financija Njemačke, Francuske i Nizozemske, piše Jutarnji.

Prema Bloombergovim analizama dostupnih dvomjesečnih statistika, ESB je tijekom srpnja smanjio neto iznos njemačkih, francuskih i nizozemskih obveznica za 18,9 milijardi eura, dok je istovremeno povećala neto kupovinu obveznica Italije, Španjolske, Portugala i Grčke za 17,3 milijarde eura.

ESB kupuje obveznice PIGS grupe zemalja kako bi smanjio rast prinosa na njihove obveznice, odnosno omogućio im lakše refinanciranje dugova.

Naravno, u posebnom je fokusu ESB-a Italija, zemlja s najvišim ukupnim iznosom dugova.

Ovo su prvi podaci o intervenciji centralne banke na dužničkim tržištima nakon što je u lipnju predsjednica ESB-a Christine Lagarde najavila da će spriječiti fragmentaciju cijene zaduživanja u eurozoni, odnosno očekivani tržišni scenarij u kojem cijena zaduživanja visokozaduženih članica eurozone raste osjetno brže od cijene zaduživanja fiskalno odgovornijih zemalja.

„Izgleda da je ESB već aktivirao prvu liniju obrane… Ovo je najveće smanjenje imovine u njemačkim obveznicama otkako je ESB započeo kvantitativno popuštanje i veće je od očekivanog“, komentirao je Bloombergov Christoph Rieger.

Prema pisanju Bloomberga, ESB je za svoje operacije otkupa/prodaje obveznica EU podijelio u tri zone: donatore - Njemačka, Francuska i Nizozemska, primatelje - PIGS zemlje, i neutralne - sve ostale članice eurozone.

Ovakve operacije ESB-a, za koje Lagarde tvrdi da služe smanjivanju volatilnosti tržišta, kontroverzne su i eksperimentalne.

Naime, eurozona se bazira na ideji fiskalnih i monetarnih pravila ravnopravnih za sve. Situacija u kojoj se jednoj grupi članica pomaže na tržištu obveznica kako bi se jeftinije zaduživale, dok se drugima pogoršavaju uvjeti, teško može biti održiva na drugi rok, čak je i kratkoročno upitna. Primjedbe teoretski mogu imati ne samo ‘zemlje donatori‘, nego i ‘‘neutralna‘ grupa zemalja. Naime, ako ESB pomaže Italiji, zašto ne bi pomagala i ‘neutralnim‘ članicama tj. zemljama koje su ranije vodile fiskalno odgovornije politike nego PIGS grupa. Nitko ne može znati mogu li i zemlje iz ‘neutralne‘ grupe proći lošije na tržištu, ako intervencije ESB-a idu u smjeru PIGS zemalja. Teoretski i to je moguće.

Nejasno je i gdje je granica nakon koje ESB odlučuje pomoći nekoj visoko zaduženoj zemlji zbog ‘volatilnosti tržišta‘.

Primjerice, kad Hrvatska uđe u eurozonu, vrlo je vjerojatno da će se naći u grupi ‘neutralnih‘ zemalja kojima ESB neće niti pomagati niti odmagati, ali je nejasno zašto bi zemlje s višim standardom iz PIGS grupe zemalja zaslužile pomoć ESB-a, ali ne i Hrvatska koja može tim zemljama zavidjeti na standardu, a vodila je odgovornije javne financije.

Drugim riječima, teško je shvatiti temeljem čega će ESB selektivno pomagati financijski problematičnim članicama, ali više neće svima ostalima jer mora zaustaviti inflaciju. Problem takve politike je u tome da svaki oblik fiskalnih stimulansa može djelovati proinflatorno, a do sada je, s druge strane, ESB kamatu digao samo jednom (za 0,5 postotnih poena), dok su druge velike zapadne centralne banke zbog zauzdavanja inflacije dizale kamate višekratno.

Otvoreno je pitanje što bi na ovakvu politiku ESB-a mogle reći ostale članice EU-a koje nisu članice eurozone. Naime, sve zemlje koje su ušle u EU, te zadržale svoju valutu, nisu pod kišobranom ESB-a te u pravilu imaju osjetno višu cijenu zaduživanja nego zemlje koje su članice eurozone. Ne može se predvidjeti je li moguće da će te zemlje - Bugarska, Češka, Mađarska, Poljska, Rumunjska, Švedska - biti pod višim tržišnim pritiskom investitora jer ESB provodi selektivne intervencije u korist PIGS zemalja. Investitori će u pravilu teže naplatiti rizike i jasno je da neće ići protiv moćnog ESB-a koji štiti PIGS zemlje, nego će tu zaštitu potražiti na tržištu duga država za koje ESB ne brine.

Najveći problem ovakvih selektivnih intervencija jest stvaranje očekivanja da će se monetarno ili fiskalno uvijek pomagati fiskalno neodgovorne članice, što de facto predstavlja suspendiranje tržišnih principa.

Bloomberg tvrdi kako je Italija u posebnom fokusu investitora otkako je kolabirala vlada Maria Draghija, a očigledno je da je Italija i u fokusu ESB-a.

Europska središnja banka (ESB) spašava financije PIGS grupe zemalja (Portugal, Italija, Grčka, Španjolska) na račun financija Njemačke, Francuske i Nizozemske, piše Jutarnji.

Prema Bloombergovim analizama dostupnih dvomjesečnih statistika, ESB je tijekom srpnja smanjio neto iznos njemačkih, francuskih i nizozemskih obveznica za 18,9 milijardi eura, dok je istovremeno povećala neto kupovinu obveznica Italije, Španjolske, Portugala i Grčke za 17,3 milijarde eura.

ESB kupuje obveznice PIGS grupe zemalja kako bi smanjio rast prinosa na njihove obveznice, odnosno omogućio im lakše refinanciranje dugova.

Naravno, u posebnom je fokusu ESB-a Italija, zemlja s najvišim ukupnim iznosom dugova.

Ovo su prvi podaci o intervenciji centralne banke na dužničkim tržištima nakon što je u lipnju predsjednica ESB-a Christine Lagarde najavila da će spriječiti fragmentaciju cijene zaduživanja u eurozoni, odnosno očekivani tržišni scenarij u kojem cijena zaduživanja visokozaduženih članica eurozone raste osjetno brže od cijene zaduživanja fiskalno odgovornijih zemalja.

„Izgleda da je ESB već aktivirao prvu liniju obrane… Ovo je najveće smanjenje imovine u njemačkim obveznicama otkako je ESB započeo kvantitativno popuštanje i veće je od očekivanog“, komentirao je Bloombergov Christoph Rieger.

Prema pisanju Bloomberga, ESB je za svoje operacije otkupa/prodaje obveznica EU podijelio u tri zone: donatore - Njemačka, Francuska i Nizozemska, primatelje - PIGS zemlje, i neutralne - sve ostale članice eurozone.

Ovakve operacije ESB-a, za koje Lagarde tvrdi da služe smanjivanju volatilnosti tržišta, kontroverzne su i eksperimentalne.

Naime, eurozona se bazira na ideji fiskalnih i monetarnih pravila ravnopravnih za sve. Situacija u kojoj se jednoj grupi članica pomaže na tržištu obveznica kako bi se jeftinije zaduživale, dok se drugima pogoršavaju uvjeti, teško može biti održiva na drugi rok, čak je i kratkoročno upitna. Primjedbe teoretski mogu imati ne samo ‘zemlje donatori‘, nego i ‘‘neutralna‘ grupa zemalja. Naime, ako ESB pomaže Italiji, zašto ne bi pomagala i ‘neutralnim‘ članicama tj. zemljama koje su ranije vodile fiskalno odgovornije politike nego PIGS grupa. Nitko ne može znati mogu li i zemlje iz ‘neutralne‘ grupe proći lošije na tržištu, ako intervencije ESB-a idu u smjeru PIGS zemalja. Teoretski i to je moguće.

Nejasno je i gdje je granica nakon koje ESB odlučuje pomoći nekoj visoko zaduženoj zemlji zbog ‘volatilnosti tržišta‘.

Primjerice, kad Hrvatska uđe u eurozonu, vrlo je vjerojatno da će se naći u grupi ‘neutralnih‘ zemalja kojima ESB neće niti pomagati niti odmagati, ali je nejasno zašto bi zemlje s višim standardom iz PIGS grupe zemalja zaslužile pomoć ESB-a, ali ne i Hrvatska koja može tim zemljama zavidjeti na standardu, a vodila je odgovornije javne financije.

Drugim riječima, teško je shvatiti temeljem čega će ESB selektivno pomagati financijski problematičnim članicama, ali više neće svima ostalima jer mora zaustaviti inflaciju. Problem takve politike je u tome da svaki oblik fiskalnih stimulansa može djelovati proinflatorno, a do sada je, s druge strane, ESB kamatu digao samo jednom (za 0,5 postotnih poena), dok su druge velike zapadne centralne banke zbog zauzdavanja inflacije dizale kamate višekratno.

Otvoreno je pitanje što bi na ovakvu politiku ESB-a mogle reći ostale članice EU-a koje nisu članice eurozone. Naime, sve zemlje koje su ušle u EU, te zadržale svoju valutu, nisu pod kišobranom ESB-a te u pravilu imaju osjetno višu cijenu zaduživanja nego zemlje koje su članice eurozone. Ne može se predvidjeti je li moguće da će te zemlje - Bugarska, Češka, Mađarska, Poljska, Rumunjska, Švedska - biti pod višim tržišnim pritiskom investitora jer ESB provodi selektivne intervencije u korist PIGS zemalja. Investitori će u pravilu teže naplatiti rizike i jasno je da neće ići protiv moćnog ESB-a koji štiti PIGS zemlje, nego će tu zaštitu potražiti na tržištu duga država za koje ESB ne brine.

Najveći problem ovakvih selektivnih intervencija jest stvaranje očekivanja da će se monetarno ili fiskalno uvijek pomagati fiskalno neodgovorne članice, što de facto predstavlja suspendiranje tržišnih principa.

Bloomberg tvrdi kako je Italija u posebnom fokusu investitora otkako je kolabirala vlada Maria Draghija, a očigledno je da je Italija i u fokusu ESB-a.

Europska središnja banka (ESB) spašava financije PIGS grupe zemalja (Portugal, Italija, Grčka, Španjolska) na račun financija Njemačke, Francuske i Nizozemske, piše Jutarnji.

Prema Bloombergovim analizama dostupnih dvomjesečnih statistika, ESB je tijekom srpnja smanjio neto iznos njemačkih, francuskih i nizozemskih obveznica za 18,9 milijardi eura, dok je istovremeno povećala neto kupovinu obveznica Italije, Španjolske, Portugala i Grčke za 17,3 milijarde eura.
