Ruska invazija na Ukrajinu vratila je rat u Europu - i u fokus stavila obrambene sposobnosti NATO-a i Europe. Sada se naoružava i priprema nove strategije obrane. U to spada i zaštita od mogućih ruskih raketnih napada u slučaju da ukrajinski sukob eskalira i da dođe do konfrontacije s Moskvom.

Sudjeluje 19 europskih zemalja

No i u zaštitnom kišobranu NATO-a za Europu postoje nedostaci koji bi trebali biti uklonjeni sustavom protuzračne obrane European Sky Shield Initiative (ESSI -Europski nebeski štit), koji je Njemačka pokrenula prošlog listopada, donosi Deutsche Welle, a prenosi Jutarnji list. Tada je 15 zemalja na marginama sastanka NATO-a u Bruxellesu potpisalo deklaraciju o namjeri uspostavljanja europske protuzračne obrane. Pored Njemačke to su: Belgija, Bugarska, Estonija, Finska, Velika Britanija, Latvija, Litva, Nizozemska, Norveška, Rumunjska, Slovačka, Slovenija, Češka i Mađarska. Kasnije su se inicijativi pridružile Danska, Švedska, Austrija i Švicarska.

Kancelar Olaf Scholz (SPD) tada je govorio o "sigurnosnom dobitku za cijelu Europu" i argumentirao da bi zajednička europska protuzračna obrana bila jeftinija i efikasnija nego kada bi svaka zemlja imala svoju. Međutim, Francuska, Italija i Poljska do sada još nisu pristupile inicijativi. Pariz je kritizirao planove kupovine tehnologija iz Izraela i SAD-a.

Cilj ESSI-ja je nabavka obrambenih sustava kratkog, srednjeg i dugog dometa kako bi se mogle spriječiti sve prijetnje iz zraka. Njemačko Ministarstvo obrane na svojoj internetskoj stranici kratki domet definira kao udaljenost do 15 kilometara u daljinu i do šest kilometara u visinu. Srednji domet je 15 do 50 kilometara u daljinu i do 25 kilometara u visinu, a velikim se smatra domet širok od 50 kilometara širine i do 35 kilometara visine.

IRIS-T za zaštitu od napada dronovima

"Kod sva tri postoje slabe točke koje se kroz ESSI namjeravaju otkloniti ili pak te obrambene sposobnosti već postoje, ali ih treba proširiti ili ojačati”, piše na stranici njemačkog Ministarstva obrane. U tu svrhu se postojeći sustavi zaštite trebaju zamijeniti modernima kao što je IRIS-T.

Pomoću IRIS-T moguća je obrana od raketa, krstarećih projektila, dronova, aviona i helikoptera na udaljenosti do 40 kilometara i na visini do 20 kilometara. Cijena po komadu: oko 145 milijuna eura. U lipnju ove godine Odbor za proračun Bundestaga dao je zeleno svjetlo za nabavu šest komada IRIS-T. Njemačka je Ukrajini do sada predala dva sustava IRIS-T.

U protuzračnoj obrani dugog dometa njemačka vojska (Bundeswehr) raspolaže sustavom Patriot (Phased Array Tracking Radar to Intercept on Target), koji se i dalje smatra efikasnim i treba biti zadržan, ali i moderniziran. Ovaj američki protuzračni raketni sustav koristi se protiv zrakoplova, krstarećih i raketa srednjeg dometa. Patriot je od 1984. postao sastavni dio protuzračne obrane mnogih zemalja, uključujući i Njemačku. Njemačka trenutno ima 12 lansera Patriot. To pak nije ni približno dovoljno da bi se pokrio teritorij cijele zemlje.

Obrana od krstarećih raketa također mora biti poboljšana. Zbog njihove male visine leta i vrlo kasnog otkrivanja obrana je obično moguća samo pomoću modernih sustava kao što su Patriot ili IRIS-T. Sveobuhvatna zaštita je zato, prema Bundeswehru, "enormno skupa i moguća samo uz veliki broj sistema i naglašava potrebu za multinacionalnim pristupom".

Arrow 3 protiv raketa izvan Zemljine atmosfere

Još jedan nedostatak postoji u obrani od balističkih raketa dugog dometa, koje mogu doseći svoje ciljeve i izvan Zemljine atmosfere. "On se mora brzo otkloniti, pogotovo što Rusija već posjeduje to oružje. Njemačka mora biti u stanju zaštititi se brže nego što je ranije planirano od projektila dometa većeg od 1.000 kilometara", ističu iz Ministarstva obrane.

To bi se moglo postići pomoću američko-izraelskog sustava proturaketne obrane Arrow 3, koji bi se u Njemačkoj trebao naći u upotrebi do kraja 2025. godine. Odbor za proračun i Odbor za obranu njemačkog Bundestaga odobrili su kupovinu u lipnju ove godine. Prema izraelskim informacijama, troškovi iznose skoro četiri milijarde eura. Arrow 3 može uništiti sisteme za napade i iznad 100 kilometara visine izvan atmosfere i ima domet do 2.400 kilometara. Slično kao i Patriot, Arrow 3 djeluje u interakciji mobilnog uređaja za lansiranje, mobilnog kontrolnog centra, mobilne radarske stanice i navodećih raketa.

Nevidljiva kupola za što veće područje

Zemlje iz inicijative Sky Shield žele zajedno nabaviti neophodne sustave naoružanja, čime će se smanjiti ulaganja i pokriti veliko područje. Pri tome se treba obratiti pažnja na to koja država ima koje potrebe. Članice ESSI-ja jedna drugu namjeravaju podržavati sustavima i odgovarajućim streljivom. Zajedničkom kupovinom i održavanjem bi se trebali uštedjeti operativni i troškovi nabave, prenosi Deutsche Welle.

Ruska invazija na Ukrajinu vratila je rat u Europu - i u fokus stavila obrambene sposobnosti NATO-a i Europe. Sada se naoružava i priprema nove strategije obrane. U to spada i zaštita od mogućih ruskih raketnih napada u slučaju da ukrajinski sukob eskalira i da dođe do konfrontacije s Moskvom.

Sudjeluje 19 europskih zemalja

No i u zaštitnom kišobranu NATO-a za Europu postoje nedostaci koji bi trebali biti uklonjeni sustavom protuzračne obrane European Sky Shield Initiative (ESSI -Europski nebeski štit), koji je Njemačka pokrenula prošlog listopada, donosi Deutsche Welle, a prenosi Jutarnji list. Tada je 15 zemalja na marginama sastanka NATO-a u Bruxellesu potpisalo deklaraciju o namjeri uspostavljanja europske protuzračne obrane. Pored Njemačke to su: Belgija, Bugarska, Estonija, Finska, Velika Britanija, Latvija, Litva, Nizozemska, Norveška, Rumunjska, Slovačka, Slovenija, Češka i Mađarska. Kasnije su se inicijativi pridružile Danska, Švedska, Austrija i Švicarska.

Kancelar Olaf Scholz (SPD) tada je govorio o "sigurnosnom dobitku za cijelu Europu" i argumentirao da bi zajednička europska protuzračna obrana bila jeftinija i efikasnija nego kada bi svaka zemlja imala svoju. Međutim, Francuska, Italija i Poljska do sada još nisu pristupile inicijativi. Pariz je kritizirao planove kupovine tehnologija iz Izraela i SAD-a.

Cilj ESSI-ja je nabavka obrambenih sustava kratkog, srednjeg i dugog dometa kako bi se mogle spriječiti sve prijetnje iz zraka. Njemačko Ministarstvo obrane na svojoj internetskoj stranici kratki domet definira kao udaljenost do 15 kilometara u daljinu i do šest kilometara u visinu. Srednji domet je 15 do 50 kilometara u daljinu i do 25 kilometara u visinu, a velikim se smatra domet širok od 50 kilometara širine i do 35 kilometara visine.

IRIS-T za zaštitu od napada dronovima

"Kod sva tri postoje slabe točke koje se kroz ESSI namjeravaju otkloniti ili pak te obrambene sposobnosti već postoje, ali ih treba proširiti ili ojačati”, piše na stranici njemačkog Ministarstva obrane. U tu svrhu se postojeći sustavi zaštite trebaju zamijeniti modernima kao što je IRIS-T.

Pomoću IRIS-T moguća je obrana od raketa, krstarećih projektila, dronova, aviona i helikoptera na udaljenosti do 40 kilometara i na visini do 20 kilometara. Cijena po komadu: oko 145 milijuna eura. U lipnju ove godine Odbor za proračun Bundestaga dao je zeleno svjetlo za nabavu šest komada IRIS-T. Njemačka je Ukrajini do sada predala dva sustava IRIS-T.

U protuzračnoj obrani dugog dometa njemačka vojska (Bundeswehr) raspolaže sustavom Patriot (Phased Array Tracking Radar to Intercept on Target), koji se i dalje smatra efikasnim i treba biti zadržan, ali i moderniziran. Ovaj američki protuzračni raketni sustav koristi se protiv zrakoplova, krstarećih i raketa srednjeg dometa. Patriot je od 1984. postao sastavni dio protuzračne obrane mnogih zemalja, uključujući i Njemačku. Njemačka trenutno ima 12 lansera Patriot. To pak nije ni približno dovoljno da bi se pokrio teritorij cijele zemlje.

Obrana od krstarećih raketa također mora biti poboljšana. Zbog njihove male visine leta i vrlo kasnog otkrivanja obrana je obično moguća samo pomoću modernih sustava kao što su Patriot ili IRIS-T. Sveobuhvatna zaštita je zato, prema Bundeswehru, "enormno skupa i moguća samo uz veliki broj sistema i naglašava potrebu za multinacionalnim pristupom".

Arrow 3 protiv raketa izvan Zemljine atmosfere

Još jedan nedostatak postoji u obrani od balističkih raketa dugog dometa, koje mogu doseći svoje ciljeve i izvan Zemljine atmosfere. "On se mora brzo otkloniti, pogotovo što Rusija već posjeduje to oružje. Njemačka mora biti u stanju zaštititi se brže nego što je ranije planirano od projektila dometa većeg od 1.000 kilometara", ističu iz Ministarstva obrane.

To bi se moglo postići pomoću američko-izraelskog sustava proturaketne obrane Arrow 3, koji bi se u Njemačkoj trebao naći u upotrebi do kraja 2025. godine. Odbor za proračun i Odbor za obranu njemačkog Bundestaga odobrili su kupovinu u lipnju ove godine. Prema izraelskim informacijama, troškovi iznose skoro četiri milijarde eura. Arrow 3 može uništiti sisteme za napade i iznad 100 kilometara visine izvan atmosfere i ima domet do 2.400 kilometara. Slično kao i Patriot, Arrow 3 djeluje u interakciji mobilnog uređaja za lansiranje, mobilnog kontrolnog centra, mobilne radarske stanice i navodećih raketa.

Nevidljiva kupola za što veće područje

Zemlje iz inicijative Sky Shield žele zajedno nabaviti neophodne sustave naoružanja, čime će se smanjiti ulaganja i pokriti veliko područje. Pri tome se treba obratiti pažnja na to koja država ima koje potrebe. Članice ESSI-ja jedna drugu namjeravaju podržavati sustavima i odgovarajućim streljivom. Zajedničkom kupovinom i održavanjem bi se trebali uštedjeti operativni i troškovi nabave, prenosi Deutsche Welle.
