U Rumunjskoj medvjedi sve češće napadaju naselja i ljude. Glavni razlog je njihovo sve manje prirodno stanište. Sada je zemlja duboko podijeljena oko toga kako se nositi s tim problemom.

Kad u Ojduli počne padati mrak, za seljane počinje izvanredno stanje. Mnogi više ne dopuštaju svojoj djeci da se igraju vani, osiguravaju svoje štale i, ako se baš mora, samo uz oprez izlaze pred kuću. Sada je sezona medvjeda u malom mjestu u transilvanijskim Istočnim Karpatima, piše Deutsche Welle.

Gotovo svake noći smeđi medvjedi dolaze iz okolnih šuma i lutaju selom do ranih jutarnjih sati. Često ruše ograde na imanju, lome otvorene štale, kolju perad, a ponekad napadaju i ovce. U posljednjih nekoliko mjeseci medvjedi su u prosjeku svake treće noći napadali imanja i nanosili štetu.

Jutros je Arpad Kerekes (59) pregledao štetu na svojoj farmi. Ili bolje rečeno, ono što izgleda kao masakr. On je peradar i posjedovao je 120 komada rasnih peradi - kokoši, patke, golubove koje je uzgajao s ljubavlju, trudom i mnogo novca. Više od polovice njih je sada mrtvo. Njihovi ostaci razbacani su po cijelom dvorištu i po travnjaku u vrtu. Tragovi pokazuju da je ovdje na djelu bila medvjedica s jednim ili dva mladunca.

Selo koje je dospjelo na naslovnice diljem svijeta

Kerekes je upravo došao iz obližnjeg gradića u kojem je prenoćio. Sada drhti od uzbuđenja, očaja i bijesa. "Sutra će medvjedi ubiti nas i našu djecu", gorko je uzviknuo. "I nitko ništa ne radi!"

Ojdula, mjesto s oko 3.000 stanovnika, nalazi se u istočnoj Transilvaniji, gdje uglavnom žive pripadnici mađarske manjine. To je selo u rumunjskim Karpatima koje je u proljeće dospjelo na naslovnice širom svijeta nakon što je austrijski plemić princ Emanuel von und zu Liechtenstein ustrijelio velikog medvjeda - iako su te životinje zaštićene u Rumunjskoj. Lov na medvjede je strogo zabranjen, a dozvole za odstrel se izdaju samo iznimno, na primjer, kada se radi o agresivnim životinjama koje uvijek iznova napadaju ljude i privatno vlasništvo, piše Deutsche Welle.

Protuzakonito ubijanje medvjeda?

Zaštitnici prirode su digli veliku galamu zbog ubojstva medvjeda iz Ojdule i iznijeli ozbiljne optužbe: umjesto dobro poznate problematične medvjedice, princ je ustrijelio neupadljivog, velikog muškog medvjeda daleko od sela - radi trofeja. Ekolozi tvrde da su korumpirani dužnosnici iz Lovačkog saveza omogućili ilegalni lov na navodno najvećeg europskog mrkog medvjeda po imenu Arthur.

Slučaj je potaknuo jednu od najžešćih javnih rasprava u Rumunjskoj posljednjih godina. I to traje do danas. S jedne strane, radi se o već duže vrijeme poznatim problemima s medvjedima: u karpatskim regijama životinje sve češće napadaju ljudska naselja u potrazi za hranom.

Ove godine je broj incidenata posebno velik - izvještaji o njima mogu se gotovo svakodnevno naći u rumunjskim medijima. Nije rijetkost da medvjedi napadaju ljude i ozbiljno ih rane. Ove godine zabilježena su tri smrtna slučaja od napada medvjeda.

Duboko podijeljena zemlja

No, mnoge druge stvari u toj raspravi izlaze na vidjelo. Osim zaštite okoliša i korupcije u državi, radi se i o odnosu naspram prirodnih resursa poput šuma, raširenom uzgoju ovaca, praktički nereguliranom turizmu u karpatskim regijama ili o odnosu između regija i središnje državne vlasti.

Također se radi o navodnoj rasprodaji zemlje bogatim strancima, o odnosu prema EU-u te o nacionalnom dostojanstvu i identitetu. Ukratko, slučaj mrtvog medvjeda Arthura pokazuje duboko podijeljenu zemlju.

"Pola zemlje je na strani medvjeda, druga polovica na strani ljudi. Nema komunikacije između dva tabora", kaže Magda Gradinaru, novinarka portala Spotmedia.

Lov na medvjede je zabranjen

U Rumunjskoj navodno živi najveća populacija smeđeg medvjeda u Europi izvan Rusije. Ministarstvo zaštite okoliša procjenjuje da je njihov broj između 6.000 i 7.000, većinom u Transilvaniji. Je li ta brojka točna, o tome se također burno raspravlja - već godinama nema znanstveno pouzdanog popisa.

Lov na medvjede je pod Causescuovom diktaturom bio privilegija vladajuće elite. Nakon pristupanja Rumunjske EU-u, lov je zabranjen. Od tada lovačka udruženja, ali i mnogi političari iz područja s populacijom medvjeda, okrivljuju sve veći broj životinja za sve učestalije incidente.

"Zaštitite pogođene"

U međuvremenu je situacija u nekim županijama u istočnim i južnim Karpatima eskalirala do te mjere da je vlada donijela hitni pravilnik krajem srpnja. To bi u budućnosti trebalo omogućiti bržu evakuaciju problematičnih medvjeda iz okolice naselja ili njihov odstrel.

O tome sada više ne odlučuje Ministarstvo okoliša, već lokalne vlasti. Istodobno, pravilnik propisuje da samo specijalizirano osoblje ili zaposlenici pogođenog šumskog područja imaju pravo na odstrel medvjeda. Time se želi spriječiti slučajeve poput slučaja princa Von und zu Liechtenstein.

Inicijator nove uredbe je rumunjski ministar za zaštitu okoliša Barna Tanczos. "Većina ljudi ne poznaje problem s medvjedima u Karpatima, oni su emocionalno na strani medvjeda i ekologa", kaže Tanczos. "Ali moraju se zaštititi i pogođeni ljudi i njihova naselja", dodaje on.

"U šumi svako radi šta hoće"

Csaba Borboly, predsjednik vijeća okruga Harghita, jedne od oblasti koje su najviše pogođene ovim problemom, oprezniji je. On se zalaže za to da poljoprivrednici, lovci, šumari i ekolozi rade s lokalnim političarima na razvoju koncepta koji se fokusira na prevenciju i dopušta odstrel samo kao posljednju mjeru i iznimku. "Moramo osigurati da više nema medvjeda koji su se navikli ići na farme ili čak otvarati hladnjak", rekao je Borboly za DW. "Moramo uvesti reda. Ovdje svatko u šumi radi što želi, nema propisa."

U Ojduli većina ljudi je na strani ministra okoliša. Gradonačelnik Agoston Penzes se pita zašto je od svih država Rumunjska jedina zemlja EU-a s tako velikom populacijom medvjeda. "Voljeli bismo medvjede iz Rumunjske pokloniti drugim zemljama EU-a", kaže Penzes s ironičnim osmijehom, "ali nitko ih ne želi."

"Šamar"

Većina seljana to vidi isto tako. Gotovo svi su već doživjeli neki neugodan susret s medvjedima. Ljudi pokazuju štetu na svojim imanjima. Jedna mlada žena kaže kako je jednoga jutra htjela odvesti sina u školu, kad je vidjela medvjeda koji prolazi pored ulazne ograde njezine kuće. A prije nekoliko dana medvjed je zaklao deset pilića jednog bračnog para, oboje starijih od osamdeset godina - izgubili su sve što su posjedovali.

Arpad Kerekes cijeli je dan sakupljao mrtve piliće, patke i golubove - ili njihove ostatke. Na pitanje može li se prijaviti za odštetu od državne agencije, samo sarkastično odvraća: "Dobit ćeš šamar, ništa više. Tako je ovdje u Rumunjskoj."

U Rumunjskoj medvjedi sve češće napadaju naselja i ljude. Glavni razlog je njihovo sve manje prirodno stanište. Sada je zemlja duboko podijeljena oko toga kako se nositi s tim problemom.

Kad u Ojduli počne padati mrak, za seljane počinje izvanredno stanje. Mnogi više ne dopuštaju svojoj djeci da se igraju vani, osiguravaju svoje štale i, ako se baš mora, samo uz oprez izlaze pred kuću. Sada je sezona medvjeda u malom mjestu u transilvanijskim Istočnim Karpatima, piše Deutsche Welle.

Gotovo svake noći smeđi medvjedi dolaze iz okolnih šuma i lutaju selom do ranih jutarnjih sati. Često ruše ograde na imanju, lome otvorene štale, kolju perad, a ponekad napadaju i ovce. U posljednjih nekoliko mjeseci medvjedi su u prosjeku svake treće noći napadali imanja i nanosili štetu.

Jutros je Arpad Kerekes (59) pregledao štetu na svojoj farmi. Ili bolje rečeno, ono što izgleda kao masakr. On je peradar i posjedovao je 120 komada rasnih peradi - kokoši, patke, golubove koje je uzgajao s ljubavlju, trudom i mnogo novca. Više od polovice njih je sada mrtvo. Njihovi ostaci razbacani su po cijelom dvorištu i po travnjaku u vrtu. Tragovi pokazuju da je ovdje na djelu bila medvjedica s jednim ili dva mladunca.

Selo koje je dospjelo na naslovnice diljem svijeta

Kerekes je upravo došao iz obližnjeg gradića u kojem je prenoćio. Sada drhti od uzbuđenja, očaja i bijesa. "Sutra će medvjedi ubiti nas i našu djecu", gorko je uzviknuo. "I nitko ništa ne radi!"

Ojdula, mjesto s oko 3.000 stanovnika, nalazi se u istočnoj Transilvaniji, gdje uglavnom žive pripadnici mađarske manjine. To je selo u rumunjskim Karpatima koje je u proljeće dospjelo na naslovnice širom svijeta nakon što je austrijski plemić princ Emanuel von und zu Liechtenstein ustrijelio velikog medvjeda - iako su te životinje zaštićene u Rumunjskoj. Lov na medvjede je strogo zabranjen, a dozvole za odstrel se izdaju samo iznimno, na primjer, kada se radi o agresivnim životinjama koje uvijek iznova napadaju ljude i privatno vlasništvo, piše Deutsche Welle.

Protuzakonito ubijanje medvjeda?

Zaštitnici prirode su digli veliku galamu zbog ubojstva medvjeda iz Ojdule i iznijeli ozbiljne optužbe: umjesto dobro poznate problematične medvjedice, princ je ustrijelio neupadljivog, velikog muškog medvjeda daleko od sela - radi trofeja. Ekolozi tvrde da su korumpirani dužnosnici iz Lovačkog saveza omogućili ilegalni lov na navodno najvećeg europskog mrkog medvjeda po imenu Arthur.

Slučaj je potaknuo jednu od najžešćih javnih rasprava u Rumunjskoj posljednjih godina. I to traje do danas. S jedne strane, radi se o već duže vrijeme poznatim problemima s medvjedima: u karpatskim regijama životinje sve češće napadaju ljudska naselja u potrazi za hranom.

Ove godine je broj incidenata posebno velik - izvještaji o njima mogu se gotovo svakodnevno naći u rumunjskim medijima. Nije rijetkost da medvjedi napadaju ljude i ozbiljno ih rane. Ove godine zabilježena su tri smrtna slučaja od napada medvjeda.

Duboko podijeljena zemlja

No, mnoge druge stvari u toj raspravi izlaze na vidjelo. Osim zaštite okoliša i korupcije u državi, radi se i o odnosu naspram prirodnih resursa poput šuma, raširenom uzgoju ovaca, praktički nereguliranom turizmu u karpatskim regijama ili o odnosu između regija i središnje državne vlasti.

Također se radi o navodnoj rasprodaji zemlje bogatim strancima, o odnosu prema EU-u te o nacionalnom dostojanstvu i identitetu. Ukratko, slučaj mrtvog medvjeda Arthura pokazuje duboko podijeljenu zemlju.

"Pola zemlje je na strani medvjeda, druga polovica na strani ljudi. Nema komunikacije između dva tabora", kaže Magda Gradinaru, novinarka portala Spotmedia.

Lov na medvjede je zabranjen

U Rumunjskoj navodno živi najveća populacija smeđeg medvjeda u Europi izvan Rusije. Ministarstvo zaštite okoliša procjenjuje da je njihov broj između 6.000 i 7.000, većinom u Transilvaniji. Je li ta brojka točna, o tome se također burno raspravlja - već godinama nema znanstveno pouzdanog popisa.

Lov na medvjede je pod Causescuovom diktaturom bio privilegija vladajuće elite. Nakon pristupanja Rumunjske EU-u, lov je zabranjen. Od tada lovačka udruženja, ali i mnogi političari iz područja s populacijom medvjeda, okrivljuju sve veći broj životinja za sve učestalije incidente.

"Zaštitite pogođene"

U međuvremenu je situacija u nekim županijama u istočnim i južnim Karpatima eskalirala do te mjere da je vlada donijela hitni pravilnik krajem srpnja. To bi u budućnosti trebalo omogućiti bržu evakuaciju problematičnih medvjeda iz okolice naselja ili njihov odstrel.

O tome sada više ne odlučuje Ministarstvo okoliša, već lokalne vlasti. Istodobno, pravilnik propisuje da samo specijalizirano osoblje ili zaposlenici pogođenog šumskog područja imaju pravo na odstrel medvjeda. Time se želi spriječiti slučajeve poput slučaja princa Von und zu Liechtenstein.

Inicijator nove uredbe je rumunjski ministar za zaštitu okoliša Barna Tanczos. "Većina ljudi ne poznaje problem s medvjedima u Karpatima, oni su emocionalno na strani medvjeda i ekologa", kaže Tanczos. "Ali moraju se zaštititi i pogođeni ljudi i njihova naselja", dodaje on.

"U šumi svako radi šta hoće"

Csaba Borboly, predsjednik vijeća okruga Harghita, jedne od oblasti koje su najviše pogođene ovim problemom, oprezniji je. On se zalaže za to da poljoprivrednici, lovci, šumari i ekolozi rade s lokalnim političarima na razvoju koncepta koji se fokusira na prevenciju i dopušta odstrel samo kao posljednju mjeru i iznimku. "Moramo osigurati da više nema medvjeda koji su se navikli ići na farme ili čak otvarati hladnjak", rekao je Borboly za DW. "Moramo uvesti reda. Ovdje svatko u šumi radi što želi, nema propisa."

U Ojduli većina ljudi je na strani ministra okoliša. Gradonačelnik Agoston Penzes se pita zašto je od svih država Rumunjska jedina zemlja EU-a s tako velikom populacijom medvjeda. "Voljeli bismo medvjede iz Rumunjske pokloniti drugim zemljama EU-a", kaže Penzes s ironičnim osmijehom, "ali nitko ih ne želi."

"Šamar"

Većina seljana to vidi isto tako. Gotovo svi su već doživjeli neki neugodan susret s medvjedima. Ljudi pokazuju štetu na svojim imanjima. Jedna mlada žena kaže kako je jednoga jutra htjela odvesti sina u školu, kad je vidjela medvjeda koji prolazi pored ulazne ograde njezine kuće. A prije nekoliko dana medvjed je zaklao deset pilića jednog bračnog para, oboje starijih od osamdeset godina - izgubili su sve što su posjedovali.

Arpad Kerekes cijeli je dan sakupljao mrtve piliće, patke i golubove - ili njihove ostatke. Na pitanje može li se prijaviti za odštetu od državne agencije, samo sarkastično odvraća: "Dobit ćeš šamar, ništa više. Tako je ovdje u Rumunjskoj."
