Državna Komisija za kontrolu postupaka javne nabave nedavno je, osmog prosinca, odbila žalbu tvrtke "China road and bridge corporation" na raspisani natječaj za gradnju drugog kolosijeka pruge Hrvatski Leskovac - Karlovac.
Istovremeno, očekuje se i odluka po žalbi korporacije "China Railway" za gradnju obilaznice Novog Vinodolskog.
Formalni razlog odbijanja prve žalbe, koju je podnijela kompanija koja trenutno gradi pelješki most, je promašeni rok za žalbu, dok se u drugom postupku odluka tek treba donijeti.
Valja vidjeti hoće li im žalba biti usvojena i uz koje obrazloženje, odnosno imaju li Kinezi otvoren ulaz u poslove koji se financiraju sredstvima iz EU fondova, ili ih se iz tih poslova pokušava izgurati, a Hrvatska je poligon te igre toplo - hladno.
Prema mnogima rezultat ova dva natječaja bit će najbolji pokazatelj koliko je Hrvatska spremna za daljnju suradnju s Kinom i njenim kompanijama i oduprijeti se pritiscima iz Bruxellesa.
Povijest kineskih investicija u Hrvatskoj ukazuje na to da dvojben odnos prema kineskim tvrtkama kod nas nije ništa novo.
Kada je 2018. godine kineska kompanija CRBC pobijedila na natječaju za izgradnju mosta Pelješac, činilo se da je to početak ulaska kineskih kompanija na hrvatsko tržište. Hrvatska se tada oduprijela žestokim napadima iz Europske komisije koja je tražila da se europski novac za ovaj projekt ne da Kinezima, nego europskim kompanijama.
Traženja da se odabere financijski skuplja ponuda smo odbili i gradnja mosta se uspješno privodi kraju. Iako se ovdje ne radi o kineskoj investiciji, dolazak CRBC-a potaknuo je dolazak drugih tvrtki i pojedinaca u Hrvatsku zainteresiranih za ulaganja.
Vozanje vlakom
U vrijeme dok je još Siniša Hajdaš Dončić bio ministar prometa, u Hrvatsku su počele pristizati prve kineske delegacije zainteresirane za ulaganje u Hrvatsku. Nakon uvodne prezentacije u ministarstvu, Kinezi bi sjeli u vlak i vozili se prugom od Zagreba do Karlovca i natrag jer je glavna tema uvijek bila izgradnja nizinske pruge prema Rijeci. Gostima je to bio lijepi izlet i doživljaj vožnje vlakom brzinom od 50 kilometara na sat.
Delegacije su dolazile svakih šest mjeseci, uvijek u drugom sastavu, a scenarij je uvijek bio isti – prezentacija, vožnja i ništa od posla.
Usprkos tako lošem rezultatu, Peking ne odustaje od Hrvatske koja mu je zanimljiva prije svega kao pomorska zemlja. Luka Pirej u Grčkoj Kinezima više nije dovoljna pa traže nove lokacije. Stoga su luke Rijeka, Ploče i Zadar procijenili kao idealne lokacije za distribuciju svojih kontejnera prema ostatku Europe.
Kao članica Europske unije Hrvatska je idealna jer roba kad jednom uđe ovdje više nema administrativnih prepreka za izvoz dalje. Kinezi su predali najbolju ponudu za 50-godišnje upravljanje kontejnerskim terminalom Zagrebačka obala u Rijeci i čekaju odluku.
Zaboravljeni memorandum
S lukom Rijeka direktno je povezana izgradnja nizinske pruge od Rijeke do Mađarske granice. Europska unija odbila je sufinancirati izgradnju najskuplje dionice od Karlovca do Oštarija čija je vrijednost izgradnje procijenjena na 400 milijuna eura. Tvrdili su da je to neisplativo. No, Kinezi nisu mislili tako pa je tvrtka CRBC sa HŽ Infrastrukturom u travnju 2019. potpisala Memorandum o suradnji za izgradnju Nizinske pruge.
Kinezi su po koncesijskom modelu namjeravali izgraditi najzahtjevnije dionice pruge i njome upravljati 40 do 50 godina. Bilo je to vrijeme kada je u posjetu Hrvatskoj bio kineski premijer, a u odnosima dviju zemalja cvjetalo je tisuću cvjetova. U Dubrovniku je Hrvatska tada bila domaćin 8. samita zemalja srednje i istočne Europe s Kinom koji je u Dubrovniku okupio šefove vlada 16 država i kineskog premijera Lija Keqianga. Hrvatska i Kina su potpisale niz sporazuma o suradnji te je najavljeno više projekata.
A tada je u Bruxellesu zazvonilo zvono za uzbunu. Eurobirokorati su se uplašili ulaska kineskog kapitala i utjecaja na svježu članicu Europske unije i promijenili mišljenje. Dionica pruge Karlovac-Oštarije odjednom je postala isplativa za financiranje EU novcem, a ministar prometa Oleg Butković je počeo govoriti kako je to za Hrvatsku puno bolji model od kineske ponude.
Na Memorandum se u međuvremenu zaboravilo, a dionica pruge je još uvijek u nekoj fazi planiranja.

Državna Komisija za kontrolu postupaka javne nabave nedavno je, osmog prosinca, odbila žalbu tvrtke "China road and bridge corporation" na raspisani natječaj za gradnju drugog kolosijeka pruge Hrvatski Leskovac - Karlovac.
Istovremeno, očekuje se i odluka po žalbi korporacije "China Railway" za gradnju obilaznice Novog Vinodolskog.
Formalni razlog odbijanja prve žalbe, koju je podnijela kompanija koja trenutno gradi pelješki most, je promašeni rok za žalbu, dok se u drugom postupku odluka tek treba donijeti.
Valja vidjeti hoće li im žalba biti usvojena i uz koje obrazloženje, odnosno imaju li Kinezi otvoren ulaz u poslove koji se financiraju sredstvima iz EU fondova, ili ih se iz tih poslova pokušava izgurati, a Hrvatska je poligon te igre toplo - hladno.
Prema mnogima rezultat ova dva natječaja bit će najbolji pokazatelj koliko je Hrvatska spremna za daljnju suradnju s Kinom i njenim kompanijama i oduprijeti se pritiscima iz Bruxellesa.
Povijest kineskih investicija u Hrvatskoj ukazuje na to da dvojben odnos prema kineskim tvrtkama kod nas nije ništa novo.
Kada je 2018. godine kineska kompanija CRBC pobijedila na natječaju za izgradnju mosta Pelješac, činilo se da je to početak ulaska kineskih kompanija na hrvatsko tržište. Hrvatska se tada oduprijela žestokim napadima iz Europske komisije koja je tražila da se europski novac za ovaj projekt ne da Kinezima, nego europskim kompanijama.
Traženja da se odabere financijski skuplja ponuda smo odbili i gradnja mosta se uspješno privodi kraju. Iako se ovdje ne radi o kineskoj investiciji, dolazak CRBC-a potaknuo je dolazak drugih tvrtki i pojedinaca u Hrvatsku zainteresiranih za ulaganja.
Vozanje vlakom
U vrijeme dok je još Siniša Hajdaš Dončić bio ministar prometa, u Hrvatsku su počele pristizati prve kineske delegacije zainteresirane za ulaganje u Hrvatsku. Nakon uvodne prezentacije u ministarstvu, Kinezi bi sjeli u vlak i vozili se prugom od Zagreba do Karlovca i natrag jer je glavna tema uvijek bila izgradnja nizinske pruge prema Rijeci. Gostima je to bio lijepi izlet i doživljaj vožnje vlakom brzinom od 50 kilometara na sat.
Delegacije su dolazile svakih šest mjeseci, uvijek u drugom sastavu, a scenarij je uvijek bio isti – prezentacija, vožnja i ništa od posla.
Usprkos tako lošem rezultatu, Peking ne odustaje od Hrvatske koja mu je zanimljiva prije svega kao pomorska zemlja. Luka Pirej u Grčkoj Kinezima više nije dovoljna pa traže nove lokacije. Stoga su luke Rijeka, Ploče i Zadar procijenili kao idealne lokacije za distribuciju svojih kontejnera prema ostatku Europe.
Kao članica Europske unije Hrvatska je idealna jer roba kad jednom uđe ovdje više nema administrativnih prepreka za izvoz dalje. Kinezi su predali najbolju ponudu za 50-godišnje upravljanje kontejnerskim terminalom Zagrebačka obala u Rijeci i čekaju odluku.
Zaboravljeni memorandum
S lukom Rijeka direktno je povezana izgradnja nizinske pruge od Rijeke do Mađarske granice. Europska unija odbila je sufinancirati izgradnju najskuplje dionice od Karlovca do Oštarija čija je vrijednost izgradnje procijenjena na 400 milijuna eura. Tvrdili su da je to neisplativo. No, Kinezi nisu mislili tako pa je tvrtka CRBC sa HŽ Infrastrukturom u travnju 2019. potpisala Memorandum o suradnji za izgradnju Nizinske pruge.
Kinezi su po koncesijskom modelu namjeravali izgraditi najzahtjevnije dionice pruge i njome upravljati 40 do 50 godina. Bilo je to vrijeme kada je u posjetu Hrvatskoj bio kineski premijer, a u odnosima dviju zemalja cvjetalo je tisuću cvjetova. U Dubrovniku je Hrvatska tada bila domaćin 8. samita zemalja srednje i istočne Europe s Kinom koji je u Dubrovniku okupio šefove vlada 16 država i kineskog premijera Lija Keqianga. Hrvatska i Kina su potpisale niz sporazuma o suradnji te je najavljeno više projekata.
A tada je u Bruxellesu zazvonilo zvono za uzbunu. Eurobirokorati su se uplašili ulaska kineskog kapitala i utjecaja na svježu članicu Europske unije i promijenili mišljenje. Dionica pruge Karlovac-Oštarije odjednom je postala isplativa za financiranje EU novcem, a ministar prometa Oleg Butković je počeo govoriti kako je to za Hrvatsku puno bolji model od kineske ponude.
Na Memorandum se u međuvremenu zaboravilo, a dionica pruge je još uvijek u nekoj fazi planiranja.
